FireRMS 5.0 Version: 3.26.43 machine at the postal facility, spilling out a powdery substance. E53 personnel went in, interviewed witnesses and from a distance looked at the envelope. The substance appeared to be coarse granules with a tan and/or light brown color. E53 Lt decided to isolate the area a full 25 feet in all directions. Efforts were made to determine who bad come in Tukwila Fire Department Page: 4 Incident Report 2001-0003436-000 Printed: 10/15/2001 23:09 :17 Narratives contact with the substance, where it had been opened, and whether or not other postage may have come in contact with it. It turns out that after the envelope had been tom open by the sorting machine, someone had placed the torn envelope and contents into a box and carried it to a station which repairs damaged materials. The person who normally works at the repair station was at break and noticed it when she got back. She started to work on the envelope and became concerned because it looked suspicious to her. She then notified her supervisor who then notified us. She had definitely gotten some of the material on her hands, face, and pants. E53 personnel instructed her to wash thoroughly. This was later changed to include having her take a shower and put her clothing into a bag. She was then sent to Harborview via ambulance for an evaluation. Chief 53 arrived and dispatched Haz Mat 11 to assist us, as other Tukwila units were already on another call of a similar nature. Chief 53 established Oxbow command. During this time, two additionaly people were found that may have been exposed. These people were also deconed by taking showers. One was sent to Harborview via ambulance for an evaluation. It was determined that the other didn't really have an exposure. After Haz Mat 1 l's arrival, it was decided to have Lt Johnson and FF M. McCoy collect samples of the substance for testing and remove the substance from the work station, using a bleach solution to kill any substance of biological nature. This was done. Also, several tests were conducted including radiological, WMD draeger tubes, and an APD 2000 test for irritants and other agents. All of these tests came out negative. Samples were collected and the work station cleaned up using a bleach solution. Both Lt Johnson and FF McCoy were deconned using the same bleach solution. The whole process took 20 minutes. After this, the postal supervisors were able to determine which machine had actually torn open the envelope. Lt Johnson examined the machine and the area around it. No evidence of any granular substance could be found. It should be mentioned that the postal inspectors and supervisors were unable to determine who actually brought the box with the damaged envelope to the work station. The evidence was taken to the Tukwila PD evidence lock-up area with FF McCoy maintaining the chain of evidence. The incident was then concluded. End of Report Sunpro, Inc.
