Available at www.tukwilawa.uov) WELCOME TO THE TUKWILA CITY COUNCIL MEETING The Tukwila City Council encourages community participation in the local government process and welcomes attendance and public comment at its meetings. MEETING SCHEDULE Regular Meetings are held at 7:00 p.m. on the 1St and 3rd Mondays of each month. The City Council takes formal action in the form of motions, resolutions and ordinances at Regular Meetings. Committee of the Whole Meetings are held at 7:00 p.m. on the 2nd and 4th Mondays of each month. The City Council considers current issues, discusses policy matters in detail, and coordinates the work of the Council at Committee of the Whole meetings. PUBLIC COMMENTS Members of the public are given the opportunity to address the Council for up to 5 minutes on items both on and not on the meeting agenda during Public Comments. The City Council will also accept comments on an agenda item when the item is presented in the agenda, but speakers are limited to commenting once per item each meeting. When recognized by the Presiding Officer, please go to the podium if on-site or turn on your microphone if attending virtually and state your name clearly for the record. The City Council appreciates hearing from you but may not respond or answer questions during the meeting. Members of the City Council or City staff may follow up with you following the meeting. PUBLIC HEARINGS Public Hearings are required by law before the Council can take action on matters affecting the public interest such as land -use laws, annexations, rezone requests, public safety issues, etc. The City Council Rules of Procedure provide the following guidelines for Public Hearings: 1. City staff will provide a report summarizing and providing context to the issue at hand. 2. The proponent shall speak first and is allowed 15 minutes to make a presentation. 3. The opponent is then allowed 15 minutes to make a presentation. 4. Each side is then allowed 5 minutes for rebuttal. 5. After the proponents and opponents have used their speaking time, the Council may ask further clarifying questions of the speakers. 6. Members of the public who wish to address the Council on the hearing topic may speak for 5 minutes each. 7. Speakers are asked to sign in on forms provided by the City Clerk. 8. The Council may ask clarifying questions of speakers and the speakers may respond. 9. Speakers should address their comments to the City Council. 10. If a large number of people wish to speak to the issue, the Council may limit the total amount of comment time dedicated to the Public Hearing. 11. Once the Presiding Officer closes the public hearing, no further comments will be accepted, and the issue is open for Councilmember discussion. 12. Any hearing being held or ordered to be held by the City Council may be continued in the manner as set forth by RCW 42.30.100. Not only will 1 get to voice my thoughts on a couple of things but also learn the views of others. This is a great learning opportunity for me and it could be very eye opening for present and future me. It could maybe even help me become more confident and a bigger person in aspects of fighting for what is right and demanding change where the people want to see it.This is also a form of giving back to the community that I live in and cherish greatly. BACKGROUND Ordinance 2703 adopted the 2021 International Fire Code with local amendments for use within the City effective July 1, 2023. The delay by the State requires us to update the effective date of International Fire Code within Ordinance 2703 and adopt the 2018 International Fire Code in the interim. FINANCIAL IMPACT No Financial Impact. RECOMMENDATION The Council is being asked to consider this item for approval at the August 7, 2023 Regular Meeting. ATTACHMENTS Ordinance 21 22 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AMENDING ORDINANCE NO. 2703 §6, AS CODIFIED AT TMC SECTION 16.16.010, TO MODIFY THE EFFECTIVE DATE OF THE 2021 EDITION OF THE INTERNATIONAL FIRE CODE; ESTABLISHING THE 2018 EDITION OF THE INTERNATIONAL FIRE CODE IN THE INTERIM; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, the City Council desires to protect the health, welfare, and safety of Tukwila residents by keeping current with the most recent International Fire Code regulations; and WHEREAS, the City Council desires to update and clarify the effective date of new fire code regulations in Tukwila to ensure life safety codes can be implemented effectively and consistently in terms of timing; and WHEREAS, these updates are intended to better align the City's fire code regulations with the International Fire Code, National Fire Protection Association (NFPA), and the Puget Sound Regional Fire Authority; and WHEREAS, on May 1, 2023, the City Council adopted Ordinance No. 2703, adopting the 2021 Edition of the International Fire Code and appendices; and WHEREAS, on May 24, 2023, the State Building Code Council voted to delay the effective date of the 2021 Codes by 120 days until October 29, 2023, starting on June 30, 2023, due to pending litigation; and WHEREAS, in alignment with the State Building Code Council's adoption of the 2021 Codes, the City Council desires to postpone the effective date of the 2021 Edition of the International Fire Code and appendices from July 1, 2023 until October 29, 2023, or whichever date is established by the State Building Code Council; CC:\Legislative Development\Modify 2021 Fire Code Adoption Date 8-1-23 Andy Youn Page 1 of 3 23 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY ORDAINS AS FOLLOWS: Section 1. Adoption of Findings of Fact. The City Council hereby adopts the foregoing recitals and incorporates them herein as support for these amendments. Section 2. TMC Section 16.16.010 Amended. Section 3. Interim Regulations Established. Effective retroactively to July 1, 2023, the 2018 Edition of the International Fire Code, including Appendices B, C, D, F, H, I, K, and N, published by the International Code Council, Inc., shall be in effect until the 2021 Edition of the International Fire Code and appendices are declared effective by the State Building Code Council. Section 4. Corrections by City Clerk or Code Reviser Authorized. Upon approval of the City Attorney, the City Clerk and the code reviser are authorized to make necessary corrections to this ordinance, including the correction of scrivener's errors; references to other local, state or federal laws, codes, rules, or regulations; or ordinance numbering and section/subsection numbering. Section 5. Severability. If any section, subsection, paragraph, sentence, clause or phrase of this ordinance or its application to any person or situation should be held to be invalid or unconstitutional for any reason by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of the remaining portions of this ordinance or its application to any other person or situation. Section 6. Effective Date. This ordinance or a summary thereof shall be published in the official newspaper of the City, and shall take effect and be in full force five days after passage and publication as provided by law. Please let me know if you have any questions or need additional information about any of the following items. I. Intergovernmental Update • Sound Cities Association Mayors Meeting: Mayor Ekberg participated in a Sound Cities Association Mayors meeting on July 11. • Kin Count Cit Mana • ers Administrators Meetin • : City Administrator Cline hosted a King County City Managers/Administrators meeting on July 12 at the Justice Center. Jodi Sandfort, Dean of the UW Evans School of Public Policy and Governance attended the meeting to discuss how to expand partnerships for students as well as creating educational programs for current public professionals. The Seattle Sports Commission gave a presentation about major sports events in the region and WCMA provided a Strategic Plan update and information about the upcoming Summer Conference. Lastly Sound Cities Association provided an update. • National League of Cities Visits Southard Development: The Housing Supply Accelerator is a joint campaign between the National League of Cities (NLC) and the American Planning Association (APA) to research housing supply solutions. The Housing Supply Accelerator Steering Committee recently met in Tacoma as part of a NLC Board meeting. Community Development Director Nora Gierloff participated in a panel discussion about City responses to local housing challenges. The Steering Committee held a mobile workshop that toured the Southard housing development at Riverton United Methodist Church in Tukwila. City Administrator Cline and Director Gierloff attended the event. Councilmember Kruller serves on the NLC Board as the chair of the Transportation & Infrastructure Services Policy Board. • Gun Lock Box Giveaway: On July 21 Mayor Ekberg offered welcoming remarks at a Gun Lock Box Giveaway held at the Tukwila Community Center sponsored by Seattle & King County's Regional Gun Violence Program and the Tukwila Police Department. Councilmembers Kruller, McLeod and Sharp also attended and a Gun Safety Awareness Proclamation was presented. Community Events • Parks and Recreation Events: Parks and Recreation hosted a number of events the past two weeks, including a Lunchtime Concert at Sullivan Center on July 12 with 70 attendees, Bark in the Park at Crestview Park on July 20 with 140 participants, and a Concert in the Park at Joseph Foster Memorial on July 26 with 150 attendees. • Green Tukwila Events: Green Tukwila Partnership hosted multiple work parties in the last few weeks. o A litter clean-up event picked up microplastics and learned about the watershed on the Green River Trail. o A group of volunteers removed ivy at Crystal Springs Park to prepare for planting season. o Forterra and city staff hosted McKinstry and Delta for team building through restoration at Crystal Springs Park for 4 separate work parties. The crews removed English ivy, Herb Robert, and blackberry. W. Staff Updates Public Safety • Coffee With A Cop: On July 20 members of the Tukwila Police Department participated in the Coffee With A Cop event at Westfield Mall. • Security Assessments: The Community Engagement Coordinator performed security assessments for Riverton Church and Parkway Shopping Center. • Meeting with Holden Southcenter: On July 27 Chief Eric Dreyer and Mayor Ekberg met with Holden Southcenter management regarding criminal activity in the parking lot at Holden. • Emergency Management Partnership with Tukwila School District: In preparation for fall, Emergency Management has been building out preparedness kits for school district families and have created a work group with the Tukwila School District to assist them in creating an emergency plan. Project Updates • 2023 Annual Overlay Program: Estimated Completion: Fall 2023 The contract for Lakeside Industries has been executed. Construction started July 10. Work is ongoing on 51st and 52nd St S. Boards, Commissions and Committees • Arts Commission: The next meeting is scheduled for August 23, 2023. VACANT: 1 Community Representative and Student Representative position. One application received.
