SEPA Determination: This project is categorically exempt from a SEPA threshold determination
under WAC 197-11-800 (1) Minor new construction and RCW 43.2C.0383.
Decision on Substantive Permit: The Community Development Director has established a parking
standard of 171 parking spaces for a 43,790 ft2 trampoline park at 455 Andover Park East with
the following condition:.
In the event the parking demand exceeds the supply of 171 spaces the applicant is required to
manage parking demand without offsite parking impacts or enter into a shared and covenant
parking agreement with an adjacent property owners. If a shared and covenant parking
agreement is required then the applicant shall apply for a Type 2 Special Permission application
for the approval of the agreement and meet TMC 18.56.070 requirements for covenant
parking.
III. YOUR APPEAL RIGHTS
The Decision on this Permit Application is a Type 2 decision pursuant to Tukwila Municipal
Code §18.104.010. Other land use applications related to this project may still be pending.
No administrative appeal of a DNS or an EIS is permitted. One administrative appeal to the
Hearing Examiner of the Decision on the Permit itself is permitted.
A party who is not satisfied with the outcome of the administrative appeal process may file an
appeal in King County Superior Court from the Hearing Examiner decision.
IV. PROCEDURES AND TIME FOR APPEALING
In order to appeal the Community Development Director's decision on the Permit Application, a
written notice of appeal must be filed with the Department of Community Development within
14-days of the issuance of this Decision; that is, by August 1, 2017.
The requirements for such appeals are set forth in Tukwila Municipal Code 18.116. All appeal
materials shall be submitted to the Department of Community Development. Appeal materials
MUST include:
1. The name of the appealing party.
2. The address and phone number of the appealing party; and if the appealing party is a
corporation, association or other group, the address and phone number of a contact person
authorized to receive notices on the appealing party's behalf.

Any party wishing to challenge the Hearing Examiner decision on this application must file an
appeal pursuant to the procedures and time limitations set forth in RCW 36.70C. An appeal
challenging a DNS, an MDNS or an EIS may be included in such an appeal. If no appeal of the
Hearing Examiner decision is properly filed in Superior Court within such time limit, the
Decision on this permit will be final.
The City's decision to issue a DNS, an MDNS or an EIS is final for this permit and any other
pending permit applications for the development of the subject property.
VI. INSPECTION OF INFORMATION ON THE APPLICATION
Project materials including the application, any staff reports, and other studies related to the permits

BACKGROUND
Circustrix has submitted a Special Permission- Parking application for a determination on the
number of required parking stalls for the proposed trampoline park use at 455 Andover Park E.
The Tukwila Municipal Code does not include parking standards for a trampoline park in Figure
18-7, requiring a final determination by the Community Development Depariment Director for
the appropriate number of parking stalls for this use.
The proposed trampoline park will renovate a 43,790 ft2 warehouse (A-3 occupancy). The park
will make minor changes to an attached warehouse to create 34,418 ft2 of covered parking (94
stalls). An additional 77 parking stalls and associated landscaping is proposed to the north and
east of the covered parking area, for a total of 171 parking stalls.
The applicant submitted square footages and parking spaces provided at other trampoline
parks Circustrix operates around the country (Attachment B). Additionally, a parking survey was
conducted at the following days and times to get parking usage rates at different times of park
operation: Saturday, March 11th at 1pm, Saturday, March 11th at 8pm, Monday, March 11th at
1pm, and Monday, March 13th at 8pm.
Adjacent uses are manufacturing companies. Red Dot Corporation to the immediate south
manufactures HVAC equipment and Fatigue Technology to the north engineers and
manufactures parts for civil construction, aerospace and automobile industries.

The purpose of the off-street parking and loading regulations in TMC 18.56 is "to provide for
adequate, convenient, and safe off-street parking and loading areas ". TMC 18.56.100 states
that the Director shall determine the off-street parking requirements for uses not specifically
mentioned in the parking chapter. The determination is to be based on the requirements for
the most comparable use specified in the parking chapter.
DISCUSSION
The first table in the parking analysis submitted by the applicant (Attachment A) shows the
locations, building square footage, and parking spaces provided for 14 trampoline parks
Circustrix operates around the country. Included in the analysis is a calculation of trampoline
park square footage per parking space, and a comparison of the average square footage per
parking space with the proposed trampoline park in Tukwila.
The highest parking ratio per square foot of park provided at a trampoline park in Table 1 is
Rogers, Arkansas at 1 parking space per 200 square feet. The lowest parking ratio at a park is in
Olympia, WA, where there is 1 parking space for 657 square feet of park space. The average of
those surveyed is one parking space per 312 square feet of building.
The second table in Attachment A is a survey of actual parking demand at two Circustrix
trampoline parks in Rogers, Arkansas and Baton Rouge, Louisiana at four days and times that
are representative of weekday afternoon, weekday evening, weekend afternoon and weekend
evening demand at trampoline parks. During the peak period of Saturday at 1pm, both
trampoline parks had every parking stall filled (1 occupied space per 200 ft2 and 293 ft2,
respectively). The Baton Rouge parking lot was also filled at Saturday at 8pm. During the period
of lowest attendance at these parks (Monday at 1pm), the parking lot in Rogers, Arkansas and
Baton Rouge, Louisiana had only 8 and 24 parking spaces occupied (1 occupied space per 2750
ft2 and 916 ft2, respectively).
Circustrix proposes a parking ratio of 1 parking space per 256 ft2; lower than Rogers, AK (1
space per 200 ft2) and higher than Baton Rouge, where 1 parking space is provided per 293 ft2
of park. Based on the data provided in Attachment A, we can expect that all 171 parking spaces
will be occupied at the peak period of Saturday night. However, during hours of operation
where attendance is low, as few as 16 cars could be parked onsite, leaving 95% of spots open.
We can use parking requirements for specified uses to estimate parking demand for many
areas of the trampoline park. TMC Figure 18-7 requires 3 parking spaces for 1,000 of useable
floor area for office uses. The proposed trampoline park has 787 ft2 of office space, making the
parking requirement for the office uses 2 parking spaces.
Trampoline areas have a maximum occupancy of 1 person per 60 ft2 of horizontal trampoline,
per manufacturer design Toad. The trampoline areas have a maximum occupancy of 137
occupants. Recreational uses with parking requirements based on occupancy load are taverns
and theaters, at 1 parking space required per 4 people or seats. Using this as a guideline, the
trampoline surfaces alone would require 34 parking spaces.
The building code occupancy group is A-3 Assembly, and the square footage of the areas of the
building where customers can assemble to view jumping is 10,895 ftZ. Figure 18-7 requires
places of public assembly to have at least 1 space per 100 ft2 of assembly area. Using this
comparable use, the parking requirement for viewing areas and general areas outside of
trampoline and office uses is 109 spaces.

The trampoline park proposes 171 parking spaces, which exceeds the minimum parking
requirements of comparable uses found within the park. Data supplied by the applicant
suggests that at peak periods- Saturday afternoon and evening- the trampoline park is likely to
fill every parking space, and there is no on -street parking allowed on Andover Park East. In the
event the parking demand exceeds the supply of 171 spaces the applicant is required to
manage parking demand without offsite parking impacts or enter into a shared and covenant
parking agreement with an adjacent property owners. If a shared and covenant parking
agreement is required then the applicant shall apply for a Type 2 Special Permission application
for the approval of the agreement and meet TMC 18.56.070 requirements for covenant
parking.
Because the trampoline park is located in an industrial/manufacturing area and adjacent uses
are manufacturing companies with shifts primarily on weekdays, customers parking on the
street during peak trampoline park attendance is unlikely to negatively affect adjacent uses. To
diminish the likelihood of parking nuisances even further, Planning suggests the property owner
approach adjacent businesses and pursue a shared parking agreement where manufacturing
workers could use some spaces in the Circustrix lot during weekday daytime hours when
trampoline attendance is low, and in return Circustrix customers could park in adjacent lots on
weekend afternoon and evenings when parking demands for the park are highest.
COMMENTS
A Notice of Application was mailed on April 26, 2017 to the applicant and to departments and
agencies with jurisdiction pursuant to TMC 18.104.090. No comments were received.
CONCLUSIONS
1) Parking requirements for similar uses in the TUC-WP zone are office at 3 spaces per
1,000 of useable floor area, theaters at 1 space per 4 people in occupancy load, and
places of public assembly with at least 1 space per 100 ft2 of assembly area.
2) The applicant has provided parking data from similar uses and it can be established that
171 parking spaces are adequate to meet the parking demand for the proposed use of
43,790 ft2 trampoline park.
3) The potential for parking impacts to neighboring businesses is very low, as peak
operating hours for the trampoline park are outside of typical weekday business hours.
4) A shared parking agreement with adjacent businesses could accommodate high parking
demand for Circustrix customers while meeting the parking needs of adjacent
businesses during periods when Circustrix parking demand is very low. In the event the
parking demand exceeds the supply of 171 spaces the applicant is required to manage
parking demand without offsite parking impacts or enter into a shared and covenant
parking agreement with an adjacent property owners. If a shared and covenant parking
agreement is required then the applicant shall apply for a Type 2 Special Permission
application for the approval of the agreement and meet TMC 18.56.070 requirements
for covenant parking.
RECOMMENDATION
Staff recommends establishing a parking standard of 171 parking spaces for a 43,790 ft2
trampoline park at 455 Andover Park East with the following condition:.
In the event the parking demand exceeds the supply of 171 spaces the applicant is required to
manage parking demand without offsite parking impacts or enter into a shared and covenant
parking agreement with an adjacent property owner. If a shared and covenant parking
agreement is required then the applicant shall apply for a Type 2 Special Permission application
for the approval of the agreement and meet TMC 18.56.070 requirements for covenant
parking.

b. We ask that our parking use be classified as a mix of Office and Shopping Center (25,000
sqft — 499,999 sqft) based on the use inside our building. 11,568 sqft of the building is
used as office, breakroom, storage, common areas and personal rooms. The other
32,222 sqft is used for trampolines (Indoor Recreation Facility).
i. 11,568 sqft-OFFICE-3 spots/1,000 sqft=34.7 spots
ii. 32,222 sqft-SHOPPING CENTER- 4 spots/1,000 sqft = 128.9 spots
c. Total spots required would be 163.6
