Does anyone believe in spring anymore?
With the storms, the wind and cold, snow and ice, torren-
tial rains, floods, mud slides and gray skies, I am definitely
looking forward to some warmer weather, gentler rains, and
vitamin "D" in the form of sunshine instead of a pill.
Mostly I'm getting excited about working out in the garden
once again. This is the start of the 2007 Riverton Park Pea
Patch season. The Pea Patch is a community-based program
that provides gardeners with an opportunity to grow fruits,
vegetables and flowers for their own personal enjoyment.
Last year my wife Bonnie and I rented a plot, and we were
able to plant beets, carrots, cucumber, squash, tomatoes and
corn. I'm not sure which part of gardening — the planting,
nurturing or harvesting — is the most rewarding. Maybe it's
the combination... except at corn harvest time!
The City tilled the ground and added mulch and fertilizer.
They even supplied the water during the summer months...
what a deal! Then they cleaned up for us at the end of the
season. We'll be back again this year and we hope to see you
there. Plots are still available.
The program is operated by our City of Tukwila Parks & Rec-
reation Department. If you have any questions about the

ready to roll up your sleeves and register for a plot, call the
Tukwila Community Center at 206-768-2822.
And, come the end of the season, gardeners are encouraged
to donate any surplus goods to their favorite food bank.

rebates
In 2003 the City of Tukwila imposed a
Utility Tax and added surcharge to Se-
attle City Light customers as a contract
fee. A policy has been established by
the City to rebate the additional taxes
and contract surcharge fees to low-in-
come seniors (62 or older) or disabled
residents who may be eligible for elec-
tric and natural gas utility rebates.
CRITERIA FOR ELIGIBILITY:
• Must be at least 62 years of age or
disabled.
• Must have combined income of
less than $31,150 or less than
$27,250 if single.
• Must be a Puget Sound Energy or
Seattle City Light customer.
REQUIRED INFORMATION
(DUE BY JUNE 30, 2007):
• Must complete one-page applica-
tion at the Finance Department in
Tukwila City Hall.
• Must provide copy of their 2006
Income Tax Return.
• Provide their Puget Sound Energy
or Seattle City Light Account
number.
PAYMENT PROCESS:
Those applicants determined to be eli-
gible will receive a rebate check from
the City based on the actual taxes and
surcharges paid for 2006. For addition-

Ready to take an active roll in your City's government?
Filing for Mayor, three Council positions opens in June
Many good citizens explore ways they
can take part in the workings of their
local government. And now, the time
for ultimate governmental participa-
tion grows near. For those interested
in serving their community by running
for office, several opportunities are
available this year in Tukwila.
2007 Election Dates:
Primary election — August 21
General election — November 6
Local elections
This year the position of Tukwila May-
or (currently held by Steve Mullet) and
three Council positions (#2, #4 and #6
— currently held by Pam Carter, Den-
nis Robertson and Joan Hernandez,
respectively) will be open for election
in Tukwila. Candidates are elected at
large from among Tukwila's citizens.
The Mayor is elected at large to a four-
year term and serves as the City's chief
executive and administrative officer,
in charge of all departments and em-
ployees, with authority to designate
assistants and department heads. The
Mayor is responsible for seeing that
the City's laws and ordinances are
faithfully enforced, and has general
supervision of the administration of
all City government and all City inter-
ests. He/she shall prepare and submit
to the Council a proposed budget, and
serve as the official and ceremonial
head of the City. The Mayor attends
and presides over City Council meet-
ings. The Mayor is assisted in all of his
duties by the City Administrator. The
Mayor may serve on various regional
committees as well.
A Councilmember serves a four-year
term and attends four regularly sched-
uled City Council meetings per month.
Councilmembers also serve on two
subcommittees, each of which meet
twice monthly to deal with specific is-
sues like transportation, utilities, parks
and recreation, community affairs,
financial matters, personnel policy is-
sues, matters related to police and fire
protection and emergency services. In
addition, most Councilmembers also
serve on regional committees as well.
To compensate for the time and effort
required of effective government of-
ficials, the Mayor's annual salary for
2007 is $86,700. Councilmembers
are paid $1,050 per month. Elected
officials also receive medical benefits.

Candidate filing will be the week of
June 4—June 8, 2007 from 8:30AIvl
until 4:30PM in Room 553 of the King
County Administration Building. Can-
didates must be verified registered vot-
ers in the City of Tukwila. All candi-
dates are required to file a Declaration
and Affidavit of Candidacy form, and
to pay the filing fee, equivalent to 1%
of the 2007 salary ($126.00 for Coun-
cil, $867.00 for mayor) at the time of
filing.
In addition, all candidates are required
to file the Public Disclosure Commis-
sion Financial Affairs Statement and
Campaign Finance Reports within
two weeks of becoming a candidate.
(These forms are available from King
County Records and Elections and can
be picked up when you file your candi-
dacy.) You become a candidate when
you make a public announcement that
you're a candidate, when you begin
collecting or spending money for a
campaign, when you contract for cam-
paign goods or services, or when you
file for office, whichever occurs first.

Voter registration
If you are not currently a registered
voter, this is a good time to take care of
your registration. You must be a Unit-
ed States citizen, a legal resident of the
state of Washington, and age eighteen
or older by the day of the election to
qualify for registration to vote in the
upcoming fall elections. This year the
primary election will be held on Tues-
day, August 21; the general election
will follow on Tuesday, November 6.
Voter registration is done by mail; forms
are available at City Hall, libraries and
fire stations. Call the King County De-
partment of Records and Elections at
206-296-1565 for information about
registration or voting locations.

The results of Tukwila's recent Walk & Roll Survey showed that the main
reasons why people Walk & Roll in Tukwila are for improved health and
fitness, and for social and recreational activities. A smaller number of
people Walk & Roll to go shopping, and a few ride a bicycle or walk to
work. Typically, people who completed the survey said they walk 1-2
miles or even farther when they are able to find the time. Most who ride
a bicycle say they ride more than 6 miles for any given bicycle trip!
The most popular places to enjoy walking and riding a bicycle are the
Green River and Interurban Trails. Other popular destinations include the
Tukwila Community Center, Fort Dent and other City parks, the South -
center area, the Tukwila Trading Company, and the Foster High School
area. There are also several popular places outside the City of Tukwila
where people walk and bike, including North SeaTac Park, to Safeway (S
164th Street & Military Road S), and parks and trails in Renton.
City staff will look at potential future improvement projects to areas iden-
tified as difficult, including Tukwila International Boulevard, East Mar-
ginal Way, Interurban Ave S, and the Southcenter area.
Lack of sidewalks on residential streets and in areas connecting major
destinations such as parks, shopping areas and employment centers
keeps people from walking more often. People who walk would like to
see more sidewalks and improved lighting.
No access to a bicycle, bad weather, absence of bike lanes and/or paths,
insufficient width for bicycles on existing streets, and fear of automobiles
are some of the obstacles that prevent people from riding a bicycle more
often. Bicyclists want to see more trails and more bike lanes.

Making a Difference in Tukwila
New recycling services for Tukwila
begin this month
Starting in April, residents will benefit from new,
more convenient recycling services due to the
City's new contract with Allied Waste Services.
Recycling service for residents is included with-
out additional charge as part of Tukwila's gar-
bage service. By now, residential solid waste and
recycling subscribers should have received the
more convenient 96 -gallon, blue commingled
recycling container, with complete instructions
on what items can and cannot be recycled. All
"regular" recyclables — including glass bottles,
paper, and some plastics — can be placed in the
new, larger blue cart. Small scrap metals can
now be recycled and placed in the container.
In addition, residents who already have yard
waste recycling will now be able to include non-
meat/non-dairy food items (including pizza box-
es!) in their green yard waste container. Yard
waste recycling requires an additional fee, but
it will now include "vegetative" food recycling.
Residents not already subscribing to yard waste
recycling are welcome to sign up at any time.
Residents will receive a postcard and informa-
tional brochure explaining the new recycling
programs. For more information or to sign up

Picnic shelter rentals
Are you planning a family reunion, birthday party
or summer picnic? If you'd like to hold it at a local
park, Tukwila Parks & Recreation is now accepting
applications for picnic shelter reservations for vari-
ous sites. Applications and fees must be paid in
person at the Tukwila Community Center. Space
and availability are limited, and applications are
reviewed in the order received. Additional infor-

Position Vacancy on Tukwila Parks Commission
Serve your community through volunteer service on the Tukwila Parks
Commission! This five -member Parks Commission serves in an advi-
sory capacity to the City Council, submitting recommendations regard-
ing acquisitions, development, expansion and operation of parks and
recreational facilities and programs in the City.
Additionally, the Tukwila Parks Commission typically reviews proposed
fees and charges, hosts meetings for neighbors of proposed parks, and
sponsors park openings and special celebrations.
The term of office for this position is three years, with reappointment
made by the Mayor. Applicants should be available for monthly board
meetings, held on the third Wednesday of the month beginning at
5:30PM at the Tukwila Community Center. Applicants should also
have time throughout the year to assist with and attend Parks & Rec-
reation functions.

Local tourism staff honored
The staff at Seattle Southside Visitor
Services, the official tourism depart-
ment for the City of Tukwila, has been
earning honors for its work in market-
ing, public relations and community
service.
Kerry Wade, Seattle Southside's Visitor
Information Specialist, was awarded
Tukwila's Community Service Award
at the City's annual awards banquet
in January. Kerry was honored for her
work on domestic violence issues in
South King County and on the first an-
nual "Steppin' Out To Stop Domestic
Violence Walk-A-Thon," held last Sep-
tember.
The Public Relations Society of Amer-
ica's Puget Sound Chapter awarded
Seattle Southside a prestigious Totem
Award for their "Every Map Leads To
A Treasure" promotional campaign.
The Totem Award honors excellence in
public relations programs and compo-
nents, judged in the areas of research,
planning, execution and evaluation.
Karla Lindula, Marketing Communica-

Tukwila's Police Department Traffic Unit is looking for Traffic Safety Volunteers.
While serving as a Traffic Safety Volunteer, you will be helping keep your neighbor-
hoods neat and safe, while learning something about Law Enforcement and the
Tukwila Police Department. The Traffic Volunteers patrol parking lots for handi-
cap parking violations; assist with the speed monitoring program by placing the
radar trailer at various locations; and keep neighborhoods free of junk/abandoned
vehicles. Your assistance is invaluable to the Police Department and community.

COPCAB citizen link to police
Community policing is an important feature of your Tukwila Police Department.
What is this all about? The basic idea of community policing is to strengthen
bonds of trust and reliance between the police and the citizens of Tukwila.
The City of Tukwila created a COPCAB (Community -Oriented Policing Citizen
Advisory Board) in 1994 to help the Police Department meet their community
policing goals and enhance the problem -solving efforts between citizens and the
police. This volunteer board consists of Tukwila residents, school administrators
and business representatives who represent residents on matters of public safety.
The Board meets on the fourth Wednesday of each month at 6:30PM in the Po-
lice Administration offices. Citizens are welcome to attend and find out more

Start planning now! This year's National Night Out Against
Crime is Tuesday, August 7, 2007. Register your neighbor-
hood event — block party, picnic, barbecue, whatever kind of

Public Works Project Update
Allentown Foster Point Water and Sewer Improvements
All of the new water and sewer mains have been installed. The
two new pump stations are close to being operational. The proj-
ect is expected to be totally completed in May. Following City
Council final acceptance of the project, notices will be sent to
all property owners that water and sewer permit applications for
new connections will now be accepted, along with information
pertaining to the payment plans.
Tukwila Urban Center Traffic Signal Interconnect Project
The Valley Electric construction contract is on schedule for com-
pletion in May 2007. This contract will install 30,000 linear feet
of fiber optic cable, interconnecting 23 existing traffic signals,
closed -caption TV (CCTV), and video detection camera cabling.
City staff will then splice and complete the fiber optic cable runs,
and install the cameras by August 2007. This will be followed
by integration of the new traffic operations, which will allow the
City to provide a more efficient traffic control grid, as well as re-
motely monitor and control all traffic signals in the Tukwila Urban
Center. Traffic operations will then be coordinated with WSDOT,
Renton, and Kent along the main corridors.
Fort Dent/Interurban Avenue Sewer Extension Project
This construction project began in January, and the R.L. Alia Com-
pany is making steady progress installing a new sanitary sewer
main along Interurban Avenue and Fort Dent Way. The project
is scheduled to be completed by May 2007. This critical project
frees up capacity from the sewage lift stations in and around the
Fort Dent Park area.
Southcenter Boulevard Water Main Replacement Project
Construction of this water main project will commence in April
and is scheduled for completion by June 2007. This new water
main will run from Tukwila Parkway and Andover Park East along
the river trail, under I-405, across the Southcenter Boulevard
Bridge over the river, and to Interurban Avenue near Fun Center
Way. Most construction work in the area is required to be com-
pleted at night.
South 144th Street Improvements
and Tukwila International Boulevard Phase 1
Seattle City Light removed all of their overhead power lines be-
tween January and March 1, 2007. Qwest will complete the
removal of the remaining phone lines and poles by April. A fi-
nal cleanup contract that includes patching and final overlay on
South 144th Street will be completed by August. The northbound
Metro Transit bus stop just north of South 148th Street has been
re -opened.
Puget Sound Access (PSA) needs you!
PSA is a non-profit organization established to bring
communications tools to member South King County
cities, including Tukwila. Funded through a charitable
trust, PSA operates and maintains a state-of-the-art com-
munity access television studio that potentially serves
over 200,000 citizens. Tukwila residents, businesses,
nonprofit organizations and volunteers are entitled to
become producers and PSA partners.
PSA is seeking producers that want to create diverse
programming including music, local sports, dance,
school, and other community video projects that could
be cablecast on PSA's Community Access Channel 77
to local South King County communities.
PSA is also seeking volunteers to serve on the PSA
Board or on one of the Committees. PSA is actively
seeking people with financial, legal, marketing, fund-
raising, and programming experience. Please visit the

Interurban & Foster Area
Water Customer Transfer
Tukwila has completed the installation of new waterline
and services as part of the Allentown and Foster Point
Water and Sewer Improvement Project. Now that the
water system is fully in place, the City of Tukwila and
Water District 125 have agreed to transfer a portion
of those district customers in the affected areas to the
City. These customers are located along the east side
of Interstate 5 south of the Interurban Metro Park -and -
Ride, and in the Foster Point area where the capital
improvements were made. Tukwila already provides
sewer services to these customers.
Informational notices will be sent to all accounts that
are within the proposed transfer boundary, upon the
authorization to proceed from those who supply the
water to us, namely Seattle Public Utilities and the Cas-
cade Water Alliance. Information will include a contact
name for questions or concerns, a comparison of rates,
and the expected transition date. Authorization to
transfer is anticipated to occur before the end of 2007.

Early warning for commuters
For people who prefer to plan their
vacations (and absence from the com-
mute) to coincide with particularly bad
traffic, Washington State Department
of Transportation (WSDOT) reports
that construction work on northbound
I-5 between Spokane Street and I-90,
near downtown Seattle, is expected to
require around-the-clock lane closures
for up to 19 consecutive days between
August 10 and August 29, 2007.
Crews will repave 1.13 miles of north-
bound I-5 and replace or repair dete-
riorating expansion joints that connect
concrete freeway deck slabs. More
than 260,000 cars travel this stretch of
freeway daily.
WSDOT is working to ensure that at
least two lanes of through traffic will
remain open during construction, but
drivers will likely face lengthy backups
and significant delays on freeways and
city streets. The construction closures
will push traffic onto other routes, in-
cluding city streets in Georgetown,
SODO, Rainier Valley, and Beacon Hill.
WSDOT anticipates I-405 and State
Route 99 will be popular freeway al-
ternatives. Trucks will be encouraged
to use I-405, East Marginal Way South
and Airport Way South.
After examining a number of repair
schedule options, WSDOT concluded
that the 19 -day intensive August clo-
sure will allow them to get the work
done and get out of drivers' way as
quickly and safely as possible. Traffic
volume and transit usage is the low-
est in August, and there are the few-
est conflicts with other major events.
August is also the best time of year to
ensure good weather and reduce the
chance of delays.

2007 solid waste, yard waste, and recycling rates
Effective April 1, 2007, residential, multi -family and commercial solid waste and
recycling customers will see an increase in their bills. Residential and multi -fam-
ily rates will increase approximately 1.39%, while commercial services will in-
crease approximately 5%. (See rate chart below.) If you have any problems with

Minor home repair returns to Tukwila
Low- and moderate -income homeowners can once again re-
ceive help with their minor home repair needs. Local, ex-
perienced contractors will assist you with your minor repair
jobs. Residents qualify by income and are required to have
owned their home for a year, and not have any intentions of
selling their home. Once qualified, services will be provided
free to the resident. Health and safety needs will be given
priority; however, all non -cosmetic jobs will be considered.
In order to make the program available to as many home
owners as possible, there will be a cap on the dollar value of
repairs that residents will qualify for.
The program is funded by Federal Community Development
Block Grant funds which are slated for further cuts in 2008,
thus this program may last only through 2007.
To access the program, call the Human Services Office at
206-433-7180 or 433-7181. A few questions will be asked
regarding income and ethnic background. This data, kept
confidential, is required by the funding source Housing and
Urban Development. Once qualified, you will submit in-
come verification and then referrals can take place. All con-
tractors are licensed and bonded.

Helping victims of sexual assault
King County Sexual Assault Resource Center (KCSARC) is a
private, non-profit dedicated to helping sexual assault victims
and their families They offer free and confidential services
to anyone living in King County. These services include a
24-hour sexual assault resource line (1-888-99VOICE); crisis
intervention and individual therapy; medical, legal and child
advocacy; parent and child interactive therapy; and preven-
tion and education. The goal of KCSARC is to eliminate
sexual assault, and to ensure freedom to live without fear.

Crisis Clinic's 2-1-1 Community Information Line just cel-
ebrated its one-year anniversary! On February 22, 2006, it
was one of four sites in Washington state that began provid-
ing social and health services information and referrals to
callers dialing 2-1-1. Currently all eight of the designated
2-1-1 sites for the state are active, forming the system that
serves all communities.
Since 2-1-1 is not yet accessible through all cell phone car-
riers, callers can also use the Crisis Clinic's local or toll-free
numbers: 206-461-3222 or 1-800-621-4636.
The Information Line — with hours that have expanded to
24/7 — offers four bilingual information and referral special-
ists on staff (three Spanish and one Somali), as well as ac-
cess to interpreter services through Tele -Interpreters. Deaf
or hard -of -hearing callers can reach them through the TTY at
206-461-3219 or by using 711 relay services.

fireworks of any kind are illegal in the City of Tukwila. It is
illegal to possess, use or manufacture fireworks in Tukwila.
It is also NOT legal to purchase fireworks outside the City
limits (unincorporated King County, Muckleshoot, etc.) and
bring them into the City. Please help us keep July 4 safe!

Spring Cleaning returns: make a trip to the dump!
Make your home — and our community — more livable by taking advantage of
this opportunity to get rid of useless clutter in the garage, junk on the patio, trash
around the yard. Whatever your mess, the City of Tukwila is proud to help its
citizens by providing a FREE COUPON for ONE TRIP to the dump.
Free disposal passes for Tukwila residents will be available May 14-25, at the
City Clerk's office in City Hall. City residents (not landlords) may claim one pass
per household, with proof of residence (driver's license or recent utility bill with
Tukwila address) AND the coupon on the back of this Hazelnut newsletter. Be-
tween May 18-28, items may be taken to the Bow Lake Transfer Station (18800
Orillia Road S., at S. 188th and I-5). Dump pass for transfer station is applicable
to privately -licensed vehicles only (no contractor waste accepted). Regular restric-
tions apply regarding what the transfer station will and will not accept. Disposal
passes will be good for 1 load of 2 tons or less; residents will be billed charges for
disposals in excess of that amount, as well as extra fees for appliance recycling not
covered by this coupon.
