Ordinance: Franchise Agreement <br />Staff is seeking approval of an ordinance granting Level 3 Communications a franchise <br />agreement with a term of 5 years. <br />Committee Recommendation <br />Unanimous approval. Forward to October 13, 2025 Committee of the Whole. <br />B. Grant Award: South 130th Bioretention Planters <br />Staff is seeking approval to accept $294,950 from the Washington State Department of <br />Ecology Water Quality Combined Grant to fund design through 90% of bioretention planters <br />in the vicinity of S. 130th St. <br />Committee Recommendation <br />Unanimous approval. Forward to October 6, 2025 Regular Meeting Consent Agenda. <br />C. Grant Award: Stormwater Outfall Water Quality Retrofit Project <br />Staff is seeking approval to accept $436,152.00 from the Washington State Department of <br />Ecology Water Quality Combined Grant to fund the design through 90% of four stormwater <br />outfalls. <br />Committee Recommendation <br />Unanimous approval.
