THIS AGREEMENT ("Agreement") is made and entered into effective January 1, 2026,
between the City of Tukwila (hereinafter referred to as "City") and Alan Dunning
(hereinafter referred to as "Term -Limited Employee"), an individual. The City and the
Term -Limited Employee are referred to collectively herein as "the Parties."
WHEREAS, the City Council has allocated funding for the As -Built project including
performance of technical and field work to support the Public Works and Parks and
Recreation records management and GIS efforts. The Term -Limited Employee will be
responsible for organizing electronic files and integrating the data into existing systems,
providing GIS collection and review of existing GIS inventory assets, and collaborating
on the mapping of that inventory, to improve the overall management of the City's
assets;
NOW, THEREFORE, in consideration of the mutual covenants and conditions set forth
herein, the Parties agree as follows:
Section 1. Term. The Parties understand that this term -limited position is funded by
the Department of Public Works, and as such this Agreement shall become effective
January 1, 2026, and remain in full force and effect until June 30, 2026, or upon
completion of the applicable funded project, successful completion of quarterly goals
outlined in the Scope of Work, or the exhaustion of the funding ("Term") whichever
occurs first, unless sooner terminated pursuant to the terms of this Agreement.
Section 2. Duties. The Term -Limited Employee shall perform the duties set forth in
Scope of Duties, as established in Exhibit A, attached, and incorporated herein. The
Term -Limited Employee shall report to the Deputy Director of Administrative Services
and Chief Technology Officer. The Term -Limited Employee will also report to the TIS
Project Analyst for the performance of specific duties under this Agreement.
Section 3. Compensation. In consideration of the services rendered by the Term -
Limited Employee, the City agrees to pay the Term -Limited Employee a rate of
$35.82/hour. The Term -Limited Employee understands that he will not receive COLA,
CPI, or other compensation bonuses afforded to permanent employees.
Section 4. Working Hours and Schedule. The working hours of the Term -Limited
Employee shall not exceed forty (40) hours per week, exclusive of the meal period. The
Term -Limited Employee and City may negotiate a mutually agreed upon work schedule.

Section 5. Benefits. The City shall provide the Term -Limited Employee with the
following fringe benefits:
5.1 Vacation — The Term -Limited Employee will receive four hours per pay period
with carry over provisions for the duration of this Agreement. The Term -Limited
Employee will not receive a vacation pay-off upon termination of this Agreement.
The Term -Limited Employee may use vacation time at a mutually agreed upon
time.
5.2 Sick Leave — The Term -Limited Employee will receive four hours of sick leave
per pay period with carry over provisions for the duration of this Agreement. The
Term -Limited Employee will not receive a sick leave pay-off upon termination of
this Agreement.
5.3 Retirement — The Term -Limited Employee is eligible for retirement benefits
through the State of Washington Public Employees Retirement System for the
duration of this agreement.
5.4 Medical Insurance — The Term -Limited Employee shall receive medical
insurance for himself only through Kaiser Permanente or the City's Self -Insured
plan at the choice of the Term -Limited Employee, at 5% cost share paid by the
Term -limited Employee and 95% cost share paid by the City.
5.5 Dental Insurance — The Term -Limited Employee shall receive dental insurance
for himself through the City's Self -Insured plan.
5.6 Vision Insurance — The Term -Limited Employee shall receive vision insurance for
himself through the City's Self -Insured plan.
5.7 Holidays — The Term -Limited Employee is entitled to the 11 holidays recognized
by the City if they fall during the duration of this agreement.
5.8 Direct Deposit — The Term -Limited Employee is eligible for direct deposit.
Section 6. Equipment. The City agrees to provide the Term -Limited Employee with
a City email address, and laptop. The Term -Limited Employee agrees to abide by the
City policies and procedures for City equipment and agrees to return all City -issued
equipment at the termination of this Agreement in the same or similar manner it was
received at the start of the Agreement.
Section 7. Taxes. All federal income tax, FICA tax, industrial insurance, retirement
and other payments as they pertain to the Term -Limited Employee's contributions under
this Agreement shall be deducted by the City and appropriately distributed. The City will
make all required employer payments for FICA, retirement, industrial insurance and
similar accounts.
Section 8. Termination. The Parties agree and acknowledge that this is an "at -will"
and Term -Limited employment agreement and can be terminated for any reason or no
reason by either party at any time. Termination will cease the obligations of both Parties

under this agreement and no salary or benefits will be due to the Term -Limited
Employee past the effective date of termination.
Section 9. General Provisions.
9.1 This Agreement sets forth the entire agreement and understanding of the
Parties, and supersedes all prior agreements, arrangements, and understandings.
9.2 No representation, promise, or inducement has been made by either party
that is not embodied in this Agreement, and neither party shall be bound by or liable
for any alleged representation, promise, or inducement not so set forth. The section
headings contained herein are for reference purposes only and shall not in any way
affect the meaning or interpretation of this Agreement.
9.3 This Agreement may be amended, modified, superseded, cancelled, renewed
or extended, and the terms or covenants may be waived, only by a written instrument
executed by both of the Parties, or in the case of a waiver, by the party waiving
compliance. The failure of either party at any time or times to require performance of
any provisions hereof shall in no manner affect the right at a later time to enforce the
same. No waiver by either party of the breach of any term or covenant contained in
this Agreement, whether by conduct or otherwise, in any one or more instances,
shall be deemed to be, or construed as, a further or continuing waiver of any such
breach, or a waiver of the breach of any other term or covenant contained in this
Agreement.
9.4 This Agreement shall be governed by and construed according to the laws of
the State of Washington.
IN WITNESS WHEREOF, the Parties hereto have duly executed this Agreement as of
the date first above written.

Exhibit A
Under the direction of the TIS Project Analyst, the Term -Limited GIS Inventory
Technician will organize electronic files and integrate the data into existing systems,
provide GIS collection and review of existing GIS inventory assets, and collaborate on
the mapping of that inventory to improve overall management of the City's assets.
Scope of Duties:
As -Built Project: Collaborate with Public Works (PW) and Department of Community
Development (DCD) to identify records that can be incorporated into the tool.
Collaborate with PW Administration and DCD Administration to develop a process and
procedures to incorporate new As-Builts (from recently closed projects) into the business
workflow that has been created for the As -Built Project to ensure the tool remains viable.
Additional tasks may include:
1. Assist with interpreting As -Built drawings, imagery, and related source
documents.
2. Identify and document relevant meta data for As-Builts.
3. Assist with preparing documents and digitized files for incorporation into
digital records center.
4. Assist in the creation of GIS polygons representing project areas and linking
to related documents.
5. Perform routine data management tasks to ensure accuracy, integrity, and
completeness.
6. Identify problems, establish facts, and draw valid conclusions.
7. May conduct system inventories, assemble records, and coordinate updates
to master geodatabase with correct information.
8. Use asset management software, ESRI products, Laserfiche, and Trakit
software to enter, track, and retrieve data for the various systems; and
prepare reports as assigned.
9. Operate basic survey equipment including, but not limited to, a handheld
GPS data collection unit.
10. Edit file geodatabases with corrected information obtained from field and
office work.
11. Maintain a basic knowledge and understanding of current civil engineering
and design principles, theories, practices and techniques.
12. Establish and maintain cooperative working relationships with department
heads, managers, supervisors, and employees.

GOALS 2026
1. Quarterly Status Assessment and Progress report
• Provide a comprehensive quarterly report that identifies key metrics on the
number of documents that have been incorporated into Laserfiche and GIS and
the number of polygons created
Reason: To validate ongoing progress and the overall status of the project
2. Complete existing Sewer Card records
• Complete logging and preparation of all identified Sewer Card records and ensure
data is ready for seamless incorporation into Laserfiche
Reason: To ensure all existing Sewer Cards are searchable by parcel number and
address in the Digital Records Center.
3. Complete processing As-Builts that have been identified through the As -Built project
• Process As-Builts identified during the gap analysis
• Review CIP project list from Public Works for 2023 -current, to identify and
acquire any additional missing As-Builts
• Finalize processing of all other outstanding records identified through the As -Built
project
Reason: To complete all outstandingwork associated with the As -Built Project
4. Train designated Public Work personnel
• Provide documentation and training to Public Works staff on standardized
procedures for incorporating records into the As -Built Viewer and Laserfiche
Provide training sessions to cover:
• Record intake process, including the steps for logging them, labeling in
BlueBeam, preparing for Laserfiche integration, creating polygons, and
finalizing records to ensure consistency and accuracy across records
• How to achieve State requirement for 300 DPI resolution with current
tools
Reason: To ensure continued efficiency and sustainability of the As -Built Viewer as a
valuable resource for Public Works and the City
5. Final Review and Reporting
