REGULAR MEETING CALL TO ORDERIPLEDGE OF ALLEGIANCE Mayor McLeod called the Regular Meeting of the Tukwila City Council to order at TOO p,m, and led the audience in the Pledge of Allegiance, ROLL CALL Andy Youn-Barnett, City Clerk, called the roll of the Council, Present at the meeting were Councilmembers Armen Papyan (on -site), Dennis Martinez (on -site), Hannah Hedrick (on-sute), and Joe Torres Carnacho (on-sitei LAND ACKNOWLEDGEMENT Mayor McLeod stated 'The City of Tukwila is located on the ancestral lands of the Coast Sallish people We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging," CITY OFFICIALS Thorns McLeod, Mayor; Marty Wine, City Administrator, Pete Mayer, Deputy City AdministratorfActlng Public Works Director; Derek Speck, Economic Development Administrator; Brandon Miles, Director of Strategic Initiatives and Government Relations; Aaron BeMiller, Finance Director; Tony Cullerton, Deputy Finance Director; Eric Dreyer, Police Chief; Eric Lund, Deputy Police Chief; Joel Bush, Chief Technology Officer; Laurel Humphrey, Legislative Analyst; Andy Youni City Clerk; Anna Lieck, City Clerk Program Analyst, PUBLIC COMMENTS 1, Robert Neuffer requested Me City enforce illegal use of handicap parking sells and spoke on budget sustainabty. 2 Joe Duffle congratulated the Councilmember-elects and expressed Council embers are accountable to those who voted for them. 3. Josh Castle highlighted an ACLU (American Civil Liberties, Union) report on Flock cameras and expressed concern regarding the Cityis contract with Flock, 4 Dennis Robertson requested the Council further examine the contract with Flock. 5. Apneet Sidhu emphasized the benefits of Flock cameras on public safety, 6, Mohamed Abdi noted his outgoing Elected Official reception took place last Friday and shared he is helping with a food and clothing donation drive for the Riverton Park United Methodist Church. 7r, John Okamoto shared he has been helping tc provide a hospitality table at '14220 Interurban Avenue South to community members, in need and has been threatened with trespass. Oath of Office administered to Kate Kruller, Council Position #5. c. Oath of Office administered to Jane Ho, Council Position #7, 7.46 pm. Mayor McLeod called for a 5-minute recess. 7:51 p.m. Mayor McLeod resumed the meeting and Councilmembers Seal, ',Cruller, and Ho took their places on the dais, PRESENTATIONS a. 2026 Washington State Legislative Agenda briefing. Brandon Miles, Director of ,Strategic Relations & Govt Affairs, and David Foster, Lobbyist, overviewed the upcoming 2026 legislative session and legislative priorities. The Councilmembers asked clarifying questions, regarding the status of the 42no Avenue South Bridge project, and advocacy days for the City, Mr, Miles noted the legislature is considering a bin that would regulate Flock Safety cameras and other license -plate readers to exempt these records from public, disclosure. CONSENT AGENDA a. Approval of Minutes: 12/15/25 (Regular Mtg) b„ Approval of Vouchers: December 19, 2025: #00411097 - 00411188 in the amount of $1077,742,14, January 5,, 2026; #010411189 00411276 in the amount of $005,030,52, MOVED BY SEAL, SECONDED BY KRULLER TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED 7-0, NEW BUSINESS a, Election of 2026 Council President MOVED BY SEAL, SECONDED BY MARTINEZ TO ELECT ARMAN PAPYAN AS COUNCIL PRESIDENT FOR 2026, MOTION CARRIED 7-0. b. A resolution revising the meeting schedule of the standing City Council Committees and Work Sessions for 2026, and repealing Resolution No, 2116, Laurel Humphrey, Legislative Analyst, overviewed the proposed schedule and scope of the 2026 standing committees as well as the work sessions that have been included in the proposed resolution, She requested the following changes to the draft resolution: 1) changing the Community Services & Safety Committee from the second to fourth Monday; and 2) changing the Finance & Governance Committee from the fourth to second Monday, MOVED BY SEAL, SECONDED BY HEDRICK THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED 7-0, Andy Youn-Barnett, City Clerk, read the proposed resolution by title only Tukwila City Council Regular Minutes January 5, 2026 Page 3 of 4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKVVILA, WASHINGTON, REVISI G THE MEETING SCHEDULE OF THE STANDING CITY COUNCIL COMMITTEES AND WORK SESSIONS FOR 2026, AND REPEALING RESOLUTION NO, 2116, MOVED BY SEAL, SECONDED BY HEDRICK THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ.* Consensus existed to accept the changes to the resolution requested by the Legislative Analyst, MOTION CARRIED 7-0, TO ADOPT RESOLUTION NO. 2134, AS AMENDED. Council President Papyan announced the membership of the 4 standing Council Committees for 2026i • Community Services and Safety Committee filth Monday at 5:30 p.m.) Councilmembers Hedrick (Chair), Camacho, Seal Transportation and Infrastructure Services Committee (4th Monday at 5:30 p.m. Councilmembers Martinez (Chair), Ho, Kruiler Planning and Community Development Committee (2nd Monday at 5:30 p.m.) Councilmembers Kruller (Chair) Ho, Carnacho Finance & Governance Committee (rd Monday at 5:30 p.m) Counctimembers Seal (Chairi, Hedrick, Martinez c. Discussion on technology contract data privacy. Mayor McLeod prefaced this discussion, noting Administration has been reviewing the City's third -party risk relating to data privacy, Joel Bush, Chief Technology Officer, provided an overview on data privacy protections in City contracts. The Councilmembers offered comments r rding a potential data privacy policy, data retention, security measures, and the contract with flock, Consensus existed to send a letter to the Washington State Legislature regarding data privacy and Flock, d. Rescinding Proclamation of Emergency for December 2025 Flooding. Marty Wine, City Administrator, indicated a proclamation has been issued rescinding the State cf Emergency due to flood conditions between December 8 — 15, An after -action report is forthcoming, REPORTS ;01 a a. Mayor Mayor McLeod shared he has been attending rnany Sound Transit Soard meetings, b. City Council Councilmember Seal shared she has received many communications regarding comrnunr y members who have had family members detained by ICE (Immigration and Customs Enforcement) Councilmember Kruller relayed that while many individuals enter the country legally, their legal status may become jeopardized due to changes in the process, Tukwila City Council Reguar Minutes January 5, 2026 Page 4 of 4 Council President Papyan reported he has been addressing various concerns raised by residents and requested residents continue outreaching to the Council for assistance, Councilmehriber Martinez noted the 2026 Legislative session will be beginning soon and encouraged residents to reach out to their legislators before the session starts. Councilmennber Hedrick referenced the Walk for Peace, a current pilgrimage by Buddhist monks walking from Texas to Washington D,C, to spread awareness of compassion, love, and kindness. Councilmember Camacho noted the end of the first semester is nearing and is a critical time for high school students to retain or improve their grades He attended a menorah light ng at the Westfield Southcenter mall and a Las Posadas event Councilmember Ho attended a Tukwila Historical Society event and the Las Posadas event with Councilmember Carnachol. c. Staff City Administrator Marty Wine referenced the City Administrator's Report in the packet and noted the City's adopted 2026 Legislative Agenda includes language supporting legislation to exempt certain Flock and ALPR footage from public disclosure. Consensus existed not to proceed with sending a separate letter to the Washington State legislature regarding data privacy and Flock, MISCELLANEOUS Councilinember Camacho requested the Police Department prepare a report on FLOCK Safety system usage for the month of December 2025, The report should Include the types of crimes for which FLOCK data was used .and the total number of unique case numbers searched, Consensus existed to proceed with a report ADJOURNMENT 9:20 P.M.
