EXECUTIVE SUMMARY
Accept a Department of Ecology (Flood' Control Assistance Account Program Grant award in the
amount of $325,000 for the development of the Lower Green Riverfront Master Plan (CIP #72541203).
Staff is requesting this item be moved from Committee to the February 2 Regular Meeting Consent.

DISCUSSION
In February 2025, staff applied for a Flood Control Assistance Account Program (FCAAP) grant from
the Washington Department of Ecology to support development of the Lower Green Riverfront Master
Plan, a project identified in the 2024 Surface Water Comprehensive Plan. While most flood protection
projects along the Lower Green are managed by the King County Flood Control District, the City
participates as the local sponsor, and this Master Plan will guide the City's input into those projects.
The plan will outline the design,function, and location of flood facility features, and will also address
site lighting, walls and structures, recreation elements, trail connections, signage and wayfinding, art,
water access opportunities, habitat considerations, and integration with adjacent properties. In October
2025, the City received notice of award. The FCAAP grant requires a 25% Ilocall match.

Scope of Work
The Master Plan will identify priority projects and include conceptual
designs, cost estimates, project priorities, and timelines.
Key Tasks
• Hire and manage a consultant to prepare the Master Plan
following required procurement procedures.
• Coordinate with project stakeholders and hold public and
stakeholder meetings.
• Develop outreach and communication materials.
• Conduct a desktop analysis of levees, watercourses, adjacent
properties, critical areas, and transportation features to
support project prioritization.
• Submit a draft Master Plan for internal review, incorporate
comments, and finalize the document.

Congratulations! I am pleased to inform you that the Washington State Department of Ecology (Ecology)
has selected grant application SEAFCAAC-2527-Tukwil-00046 for Tukwila Master Plan for the Lower
Green River Levee and Shoreline Projects for Flood Control Assistance Account Program (FCAAP)
competitive funding in the 2025-2027 biennium.
Competitive FCAAP grants must advance one or more components of local comprehensive flood hazard
management -related planning efforts. This grant round, Ecology received more requests for this funding
than the amount of funding we have available. Your application received high scores under our
competitive evaluation process. We appreciate your commitment to this work and we look forward to
supporting you on this important project.
The rest of this letter contains important initial information about the grant, including basic details about
the timeline and costs; the names and contact information for the Ecology staff who will be working with
you on your grant moving forward; and the next steps in the process.
1. Grant award. Your project is awarded at the following grant amounts:
• Ecology's 75 percent share is $ 243,750.00.
• Recipient 25 percent match requirement is $81,250.00.
• The Total Eligible Cost at 100 percent is $325,000.
2. Timeline. The grant agreement effective dates will be July 1, 2025, to June 30, 2027. Only those
eligible project costs incurred within these dates will be reimbursable. Per the FCAAP 2025-27
Funding Guidelines, Ecology's goal is to have a fully signed grant agreement by mid -September
2025.

4. Next steps. Sarah will contact you within the next few weeks to begin the negotiation process,
including sending you an initial draft grant agreement. The negotiation will include finalizing the:
• Project scope of work;
• Task deliverables;
• Documentation requirements for what Recipients are expected to submit to Ecology;
• Task budget; and
• Expectations for using and navigating Ecology's online grant and loan system, known as
EAGL.
