EXECUTIVE SUMMARY Accept National Highway Freight Program Grant award for $2,480,000 for the Airport Way Overlay project. Staff is requesting this item be moved from Committee to the February 2 Regular Meeting Consent Agenda. DISCUSSION In April 2025, staff applied to the National Highway System (NHS) Grant Program administered by WSDOT to fund street repairs and pavement overlay on Airport Way between Boeing Access Road and the northern City limit. The project was not competitive in the NHS grant program, but since it is on the National Highway Freight Network, WSDOT staff decided to award the City funding under the NHFP program instead. This funding will cover the design, construction management, and construction costs for this project with construction anticipated to begin in 2028. The NHFP requires a 13.5% non-federal local match, however.
