Agenda Item Amendment No. 4 to ILA 19-184 Accepting Conservation Futures Grant Award for Duwamish Hill Preserve Sponsor Catrien de Boer, Public Works Grants Analyst Legislative History January 26, 2026 Transportation & Infrastructure Services Committee February 2, 2026 Regular Meeting Recommended Motion [2] Discussion Only X4 Action Requested MOVE TO Authorize the Mayor to sign Amendment No. 4 to ILA 19-184 EXECUTIVE SUMMARY The department requests Council to authorize the Mayor to sign Amendment No. 4 to ILA 19-184 accepting $348,520 in Conservation Futures Tax (CFT) Levy grant funding for the Duwamish Hill Preserve project. Staff is requesting this item be moved from Committee to the February 2 Regular Meeting Consent Agenda. DISCUSSION In 2004, Forterra (formerly Cascade Land Conservancy) and the City, in partnership with Friends of the Hill, purchased what is now the 10.7-acre Duwamish Hill Preserve. The original park master plan identified acquiring additional parcels to expand the Preserve. In 2022, the City and Forterra were awarded a CFT grant (ILA Amendments #2 and #3) for two additional parcels, which were acquired in 2024. In early 2025, the City, in partnership with Forterra, applied for CFT funding for two parcels that would add 0.31 acres (0.34 acres including a segment of unopened ROW) to the southeastern portion of the property at the intersection of S 115th St and 40th Ave S. The properties, which are singly owned, are currently vacant and covered largely with invasive vegetation. Future acquisition would: • Expand ecosystem services provided to the community (reduction in stormwater impacts, air temperature reduction, health benefits, etc.), and neighborhood access to the Preserve • Support the in -progress Phase III of the Preserve Master Plan, which preliminarily shows restoration and trail construction on these parcels Amendment No. 4 to the ILA only accepts grant funding for this potential acquisition. A request for Council authorization to purchase the properties is forthcoming, pending department and legal review. This amendment is entered into to provide for the allocation of additional proceeds made available for open space acquisition. THIS AMENDMENT is entered into between the CITY OF TUKWILA and KING COUNTY, and amends and attaches to and is part thereof of the existing Interlocal Cooperation Agreement entered into between the parties on the 11th day of December, 2019, as previously amended. The parties agree to the following amendment: The Interlocal Cooperation Agreement is hereby amended by adding Exhibit 1, attached hereto. In all other respects, the terms, conditions, duties and obligations of both parties shall remain the same as agreed to in the Interlocal Cooperation Agreement as previously amended. Once fully executed, this Amendment shall be incorporated into the existing Interlocal Cooperation Agreement as if fully set forth, and shall become Amendment 4. The acquisition would serve to protect from potential development near the Preserve gateway; buffer the Preserve from adjacent residential uses; and allow for the pursuit of Phase III of the Preserve Master Plan, likely including expansion of the gateway area, re -alignment of S 115th Street, and restoration and native vegetation re-establishment representative of historic site conditions.
