SUBJECT: City Administrator's Report
The City Administrator's Report is meant to provide the Council, staff, and the community with an
update on the activities of the City and on issues that concern Tukwila. Please let me know if you
have any questions or need additional information about any of the following items.
I. Intergovernmental Update
• Sound Transit System Expansion Committee Meeting: Mayor McLeod attended a Sound
Transit System Expansion Committee meeting on January 8.
• Valley Communications Board Meeting: Mayor McLeod participated in a Valley
Communications Board meeting on January 9.
• Partnership with Department of Health: Inclusion & Engagement Manager is a "Thought
Partner" with the Department of Health and participated in the Carceral Health Equity Work
Group on January 13 and the Collaborative on January 14 to learn about and contribute to
responses of disparate health issues.
• Miracle Village Community Action Committee Meeting: Human Services staff participated
in the Community Action Committee meeting for Miracle Village on January 14. Miracle
continues to uphold contractual requirements.
• King County Metropolitan Solid Waste Advisory Committee Meeting: Public Works staff
attended the King County Metropolitan Solid Waste Advisory Committee meeting on January
14.
• Monthly SCORE Financial Meeting: On January 20 Finance staff attended the monthly
SCORE Financial meeting to review financial updates, cost allocation, and budget items.
Ongoing participation ensures the City remains informed of financial impacts and future
budget considerations.
• Roundtable Discussion with Senator Murray: On January 20, Mayor McLeod participated in
a roundtable discussion with Senator Patty Murray, King County Executive Girmay Zahilay,
King County Councilmember Steffanie Fain, and leaders from other cities to discuss the
December flooding event and next steps for recovery.

• Association of Washington Cities (AWC) City Action Days: On January 21, Mayor McLeod,
Council President Payan, Councilmember Ho, and Directors Miles & Tetatzin participated in
AWC Action Days and visited with State Legislators in Olympia. The City's primary purpose of
the meetings was to continue to advocate for funding for 42nd Ave Bridge.
• Quarterly Sub -Regional Human Services Planners Meeting: Human Services staff
participated in the quarterly sub -regional HS Planners meeting on January 21 with 17 King
County cities in the Human Service Funding Consortium.
• Meeting with King County Flood Control District: Public Works met with the King County
Flood Control District Executive Director on January 21 as part of a recurring meeting series.
The February 4 Advisory Committee meeting will discuss budget amendments to capture
costs related to preliminary post -flood evaluations.
• Washington Recycling Association Board: Public Works staff attended a Washington State
Recycling Association Board meeting on January 21.
• Puget Sound Regional Council Executive Board Meeting: Mayor McLeod participated in a
Puget Sound Regional Council Executive Board meeting on January 22.
• Sound Transit Board of Directors Meeting: On January 22 Mayor McLeod participated in a
Sound Transit Board of Directors meeting.
II. Community Events
• People's Project Resident Steering Committee: On January 8 The People's Project Resident
Steering Committee on January 8 to finalize a list of idea submissions for a feasibility study
before proposed ideas go to the community for voting.
• Green Tukwila Program: The Green Tukwila program continues to support Tukwila's natural
environment throughout the seasons. January saw three volunteer events: a planting at
Cottonwood Corner on January 8, and restoration events at Riverton Park on January 13 and
along the Green River Trail on January 14.
• Oceania NW Village Market: The Inclusion & Engagement Manager visited Oceania NW's
Village Market on January 9. At the market you can get a hot meal, fresh produce, meat, roots
and grains, clothing, and baby diapers available.
• HealthPoint Topping Off Ceremony: On January 16 Mayor McLeod, Councilmembers, and
staff attended the HealthPoint's "topping off" celebration in which their general contractor
placed the top beam in the building. Construction of the building is scheduled to be
completed by the end of 2026.
• Church By the Side of the Road Tiny Home Village Open House: City staff joined Low
Income Housing Institute (LIHI) for an open house on January 22 at Church by the Side of the
Road for the new tiny home village. The meeting was well attended, and participants were
overall positive about the project.
• Tax Staff Met with Local Business: The Finance Tax Manager met with local business leaders
to share information and address questions related to the City's B&O tax. The meeting was
productive and provided valuable insight for both the City and the business community.

• Free Flood Debris Collection: In response to ongoing flood recovery efforts, King County
Solid Waste Division is extending free flood debris collection at three transfer stations. There
will be no charge for flood debris brought to the following stations on Saturdays and
Sundays, through February 8, 2026.
o Bow Lake Recycling and Transfer Station
o Shoreline Recycling and Transfer Station
o Enumclaw Recycling and Transfer Station
iii. Staff Updates
Public Safety
• Retail Theft Task Force Meeting: Deputy Chief Eric Lund attended the monthly organized
retail theft taskforce meeting on January 6.
• Valley Chiefs' Executive Board Meetings: Chief Eric Dreyer and Deputy Chief Eric Lund
attended the Valley Chiefs' executive board meetings (VNET, SWAT, VIIT, SCORE) on January
21.
• Washington Association of Sheriffs and Police Chiefs Accreditation: The Tukwila Police
Department has been accredited under the Washington Association of Sheriffs and Police
Chiefs (WASPC) since November of 2021. The purpose of accreditation is to professionalize
law enforcement efforts by certifying the use of industry best practices and standards.
Departments are required to re -accredit every four years, with the last accreditation cycle
ending on December 31st, 2025. The accreditation process includes a WASPC review in which
the Police Department must present proof of continuing to meet established standards.
During the recertification review in November 2025, the department met 147 of the 148
standards. Not being 100% compliant with all 148 standards means that Tukwila PD lost its
accreditation status on January 1, 2026. The one non -compliant standard related to
maintaining officers' ballistic vests due to a flaw in our process that has since been corrected.
The department must take a one-year break from accreditation and TPD will re -apply and be
eligible for accreditation again in Spring 2027.
Project Updates
• Tree Education Campaign Project: Community Development staff hosted a kickoff meeting
with King County for the tree education campaign materials creation project funded by the
Puget Sound Climate Preparedness Collaborative Small Cities Cohort Resiliency Grant.
• Employer Language Access To Tukwila Minimum Wage Ordinance: In December Labor
Standards staff partnered with the King County Executive's Office to improve employer
language access to Tukwila Minimum Wage Ordinance requirements. The collaboration
resulted in King County fully funding an additional 19 language translations of our Notice to
Employees flyer. Employers covered by the Ordinance are required to provide the flyer to
employees and display it at all Tukwila locations. Flyer translations, now totaling 23
languages including English, address city equity goals with improved Tukwila employer
support.

• Orillia Road South Overlay: Design work continues to progress towards 90% plans and
estimated completion. Coordination with Bow Lake Transfer Station, utilities, and a multi-
family project developer is ongoing. This federally funded project is scheduled for
construction in September2026.
• Annual Small Drainage: Annual Small Drainage work will resume the week of January 26 on
42nd Ave S across from Southgate Park, impacting traffic for three days. Traffic control signs
will be in place each day and full detour route on Tuesday. Work includes roadside drainage
improvements and installation of a water quality vault to treat stormwater before it enters
Southgate Creek.
• Puget Sound Regional Council's (PSRC) Draft Regional Transportation Plan: Public Works
staff reviewed PSRC's draft Regional Transportation Plan and drafted comments to express
the City's perspective on transportation investment priorities.
• Flood Damage Assessment: Public Works coordinated with King County River and
Floodplain Services division of the Department of Natural Resources and Parks to complete
the damage assessment of all flood control structures in city limits and prioritize requests for
federal assistance under the PL 84-99 program.
• Tukwila Teen Council: The Parks & Rec department launched its new Tukwila Teen Council
in 2026. The council is a fun and creative way for teens to:
• Share ideas and help shape recreation programs for teens, by teens
• Help plan special events, activities, and programs
• Learn leadership, teamwork, and real -world planning skills
• Make new friends and get involved in your community
• Have a real voice in what happens in Tukwila's parks and community spaces
Boards, Commissions and Committees
We welcome the City Council to encourage community members to apply for vacant Board &
Commission positions.
• Arts Commission: The next meeting is scheduled for February 18, 2026.
