COMMITTEE OF THE WHOLE MEETING CALL TO ORDER/PLEDGE OF ALLEGIANCE Council Prescient Papyan called the 'Tukwila City Council meeting to crder at 70 audience in the Pledge of Aliegiance, p n't and led the OFFICIALS Present at the meeting ;were Council President Armen Papyan (on -site); Councilmembers Verna Seal (on, site), Kate Krulier (on -site), Dennis Martinez (on -site), Hannah Hedrick (on -site), Joe Torres Camacho (on - site), and Jane Ho (on -site) LAND ACKNOWLEDGEM Councilmember Kruiler stated "The CIty of Tukwilas located on the ancestral lands of the Coast Sash people, We acknowledge their continuing connections to land, waters and culture, We pay our respects to their elders past, present and emerging,' CITY OFFICIALS Thomas, McLeod, Mayor; Marty Wine, City Administrator; Pete Mayer, Deputy City Administrator; Derek Speck, Economic Development Administrator, Brandon Miles, Director of Strategic Initiatives and Government Relations; Aaron BeMiller, Finance Director; Jen Tetatzin, Public, Works Director; Nora Gierloff, Director of Community Development Eric Dreyer,Police Chief; Eric Lund, Deputy Police Chief; Joel Bush, Chief Technology Officer, T,C, Croone, Chief People Officer; ILaurel Humphrey, Legislative Analyst; Jennifer Marshall, Deputy City Clerk, Anna Lieck, City Clerk Program Analyst, PUBLIC COMMENTS 1, Dennis Robertson spoke about increased participation in Southend Indivisible and their recent protests and asked for aa public safety plan to be established if events escalate in Tukwila 2 Betty Hedrick spoke in support of a risk management plan for protests She also urged Council to expand the age range of education opportunities for a broader age eligibility SPECIAL ISSUE a. Kirschenbaum & Goss Contract Amendment #2 Marty VVine, City Administrator, noted the proposed amendment increases the contract amount to enable the City to hire an additional attorney in order to comply with the updated Public Defense caseload standards in the City's budget. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT SPECIAL MEETING CONSENT AGENDA. b. Resolution to Adopt the Hazard Mitigation Plan (pulled from tonight's agenda) Council President Papyan indicated this item will be ieturn to City Council at a later date, Tukwila City Council Committee of the Whole Minutes January 12, 2026 Page 2 of 3 c, Contract Approval for Public Service Personnel Consultants (PSPC) T.C. Croone, Chief People Officer, overviewed the Request. for Proposals process used to select PSPC as the consultant to complete a Market Compensation and Classification per Resolution No, 1951. Councilmembers asked questions regarding a revised trreline, the monetary range of the contract and wages for represented vs. non -represented employees. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT SPECIAL MEETING CONSENT AGENDA. d. Contract Approval for NeoGov T.C. Croone, Chief People Officer, expanded on the role of NeoGov for Human Resources„ including recruitment, performance evaluations and benefits administration among others. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT SPECIAL MEETING CONSENT AGENDA. e. Resolution to Update the City Compensation Policy Croone, Chief People Officer„ spoke on Resolution No 1951 which was last revised in 2018. She indicated this is a beneficial time to revise the policy in alignment with the upcoming Market Compensation and Classification Study, Councilmembers asked questions regarding co hparison cities and spoke in .support of the proposed changes, CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT SPECIAL MEETING. f. 2026 City Council & Mayor Participation on External Boards & Committees Laurel Humphrey, Legislative Analyst, presented an annual list, containing Council's participation on External Boards, Committees and Commissions She highllghten the vacancies fisted for Council consideration The Councilmembers discussed partcipation as follows; • • • • • Highline Forum Alternate — Councilmember Camacho PSRFA Governance Board — Councilmember Hedrick Sound Cities Association Public Issues Committee Alternate Councilmember Martinez South King Housing & Homelessness Partnership Executive Board Alternate — Councilmember Seal WRIA Management Committee Representative — Councilmember Krulier WRIA Management Committee Alternate — Councilmember Camacho CONSENSUS EXISTED TO PROCEED WITH THE LIST AS PRESENTED WITH THE ADDITIONAL APPOINTMENTS AS DETERMINED. g. Letter to Sound Transit Board regarding Boeing Access Road Light Rail randon Miles, Director of Strategic Initiatives and Government Relations, overviewed the draft letter in support of the Boeing afill Light Raul Staton, Councilmembers expressed their appreciation and requested additions including addressing the need for access to public transit in the City of Tukwila and data from the Washington Environmental Health Disparities Map included. Tukwila City Council Committee of the Whole Minutes January 12, 2026 Page 3 of 3 CONSENSUS EXISTED TO EXECUTE THE LETTER TO SOUND TRANSIT BOARD REGARDING THE BOEING ACCESS ROAD LIGHT RAIL ONCE REVISIONS ARE COMPLETED. REPORTS a. Mayor Mayor McLeod congratulated the City Council on recent elections and commended their collaborations and open communication. He reported on recent attendance at Sound Transit Board and Southend Indivisible meetings. b. City Council Councilrnember Kruller was informed of a recent hit and run case and reported on an encampment she visited and wished to discuss options for providing services for individuals in needShe also attended the Southend indivisible Meeting, Councilmember Martinez reported that Puget Sound Regional Fire Authority benefits fee postcards win arrive with benefit fees calculated and noted that would not include the tax Councillmember Camacho announced a "'Tukwila School Board Work Session scheduled for January 1311and reported on his attendance at the recent Southend Indivisible meeting. c. Staff City Administrator Marty Wine acknowledged City Council's concern for encampments, noting Public Works and Parks staff have been monitoring and assisting encampments impacted by the recent flooding. MISCELLANEOUS Councilmember Seal stated she hopes to continue the conversation raised during public comments at the next Community Services and Safety Committee meeting regarding a risk management plan for protests.
