February 2, 2026 - 7:00 P.M.
Mayor McLeod called the Regular Meeting of the Tukwila City Council to order at 7:04 p,rin, and led the audience
in the Pledge of Allegiance,
ROLL CALL
Jennifer Marshall, Deputy City Cierk, called th- roll of the Council, Present at the meeting were Council President
Armen Papyan (on -site) and Councillm4mbers Verna Seal (virtual), Kate Kruller (on -site), Dennis Martinez (on -
site), Hannah Hednck (on -site), Joe Torres Camacho (on -site), and Jane Ho (on -site),

LAND ACKNOWLEDGEMENT
Councilmernber Martinez stated "The City of Tukwila is located on the ancestral lands of the Coast Salish
people, We acknowledge their continuing connecticns to land, waters and culture, We pay our respects to their
elders past, present and emerging,"
UBLIC COMMENTS
1, Dennis Robertson referenced Seattle Mayor Wilson's plan for responding to federal immigration agents and
asked Council to consider similar action, He suggested the City's Hazelnut publication contain articles to
educate the public on their rights, and deescallatioin and conflict resolution techniques,
2,, Joe Duffie thanked Council President Papyan for the Coffee Chat hosted for the public and King County
District 5 Councilmember Stefanie Fain for her attendance at the Council Meeting,
PRESENTATIONS
Hi Wine College Economic Development Program
Rich Shockley; Highline College Director of Economic Development, highlighted the services provided by the
Small Business Development Center (SBDC) at Highline College including no-cost/confidential counseling,
training, and technical assistance to small business owners in South King County, including Tukwila. Mr, James
Duncan H shared his personal story of successfully utilizing the tools and guidance provided by the SBDC to
develop his small business
The Councilmembers asked clarifying questions regarding the services provided to si all businesses and
thanked Mr, Duncan for sharing his story

c. Authorize the Mayor to execute an agreement with Swift Group in an amount not to exceed
$802,278.00 to facilitat regional event for the 2026 World Cup in a final form to be negotiated
by the Mayor and approved by th City Attorney.

Authorize the Mayor to accept the Washington State Capital udget Appropriation in the amount
of $749,810.00 for the Tukwila Community Center (TCC) Heating, Ventilation, and Air

f Authorize the Mayor to accept the National Highway System Asset Management Grant award in
the amount of $5,743,000.00 for the East Marginal Way Overlay project.

h. Authorize the Mayor to dgn Amendment no. 4 to Interlocal Agreement # 19-184 to accept
$348,520.00 in Conservation Futures Tax (CFT) Levy grant funding for th IDuwamish Hill
Preserve project.

Accept as complete the Green River Trail Improvement project with Active Construction, Inc.;
authorize the releas of retainag ubject to the tandard claim and lien procedures (final cost

NEW BUSINESS
Overview of 2026 Market Classification & Compensation Study
T.0 Croone, Chief People Officer, introduced Bob Longmire with Public Sector Personnel Consulltants (PSPC)
who overviewed the process of the 2026 Market and Compensation Study. He noted by helping the city update
job classifications and compensation schedules the city will be better able to recruit and retain high quality staff.
REPORTS
a. Mayor
Mayor McLeod noted on February he would be hosting the Director's Retreat where staff would be meeting at
the Tukwila Community Center to discuss goal setting and plans He invited all to attend the Seahawk's 12th
Man flag raising at City Hail an Thursday, at 9*00 a,m
b. City Council
Councilmember Krulier reported on her attendance at the January Multi -Chamber Mixer at Southcenter on
January 28th, WRIA 9 Meeting, as well as other' local events and meetings. She announced she will be serving
on the National' League of Cities (NLC) Advisory
Council President Papyan reported on the well -attended Coffee Chat the past weekend noting there were good
conversations and questions,
Councilmember Martinez attended the Cascade Water Alliance Board meeting. ulti-Charnber Mixer, as well as
other Vocal events and meetings.
Councilmember Hedrick announced she was appointed to the NLC Human Development Committee and will be
participating in a ride along with the unit of the Regional Fire Authority (REA) Community Advocates for Referral
and Educational Services (CARES)
Councilmember Camacho shared a former Foster High School student was a victim of gun violence in Seattle
over the weekend there was a lot of support needed at the high school as students navigated their despair,
Councilmember Ho was able to connect with college students from all over the world through the Foundation for
International Unkerstanding through Students, She announced the Citizen Emergency Response Team (CERT)
program is open for applications to take the Spring courses,

MISCELLANEOUS
Councillmernber Seal noted the importance of the Coffee Chats and requested all councilmembers be given this
opportunity to speak to members of the community
Councilmember Kruller asked for an update on the timeline of the 42nd Avenue Bridge at a Work Session or
Committee Meeting She asked for additional information regarding the distribution of funds for human services
and if there is a method by which allocations are distributed fairly and equitably.

Councilmember Camacho requested Council review Seattle Mayor Wilson's plan for interactions and response
to federal immigration authorities operating in Seatittei
