Agenda Item Sponsor Appointments to the Park Commission and Planning Commission Thomas McLeod, Mayor Mayor's Office Legislative History March 2, 2026 Regular Meeting Recommended Motion ❑ Discussion Only ❑x Action Requested MOVE TO Confirm Appointment of Members to the Park & Planning Commissions EXECUTIVE SUMMARY There are currently vacant positions on the Park Commission and Planning Commission. I am recommending the following appointments as outlined below. Applications are attached for your review. DISCUSSION Park Commission Position 5: This position was vacated by Joe Camacho when he was appointed to the City Council. I am recommending the appointment of Carl Lyons to fulfill the remainder of this term, which will expire March 31, 2027. Planning Commission Position 3: This business representative position is currently vacant. I am recommending the appointment of Kyle Upton to this position. Kyle works for Cerium Networks in Tukwila and has followed the Comp Plan and middle housing regulation changes. He is also an enthusiastic user of biking and transit. The term for this position expires March 31, 2028. Planning Commission Position 6: This position was recently vacated by Jane Ho when she was elected to City Council. I am recommending the appointment of Jessica Parra to this position. Jessica works for the Tukwila School District and handles outreach to the diverse population served by the District. She is eager to share the input and priorities she has learned from these communities. The term for this position expires March 31, 2028. (Please limit your response to 500 words or less.) I live and work (and play!) in the City of Tukwila. I commute daily by bicycle and/or bus along Southcenter Blvd and the Green River trail, and I often take light rail to events or activities with my wife and our 6-month old daughter. My experience of living, working and travelling around the city have instilled in me a deep interest and sense personal investment in the processes, strategies and vision our city has for itself and its residents. I followed closely the passing of our comprehensive plan and the zoning changes entailed, and I think The City of Tukwila has done an amazing job listening to residents and understanding the challenges our city and region face as it relates to housing affordability, safety, community and economic development. I' m a huge proponent of middle -housing, public transportation, and sustainable urbanism. I also recognize that problems can be very complex, and the solutions often require a balance of many variables and competing needs. I live in a townhome condominium in the McMlcken heights neighborhood and am active on the board and within the association. I recognize the importance of community engagement and of the varied perspectives of our neighbors. I understand that people can be very passionate about their values, and these values can compete against the values of a neighbor, but also against the various requirements of a shared community experience. I also understand the importance of efficient use of volunteer time and of strong leadership and direction. I think I'd be a valued member of the planning commission and hope to speak more about my experiences and qualifications. I am interested in serving on the City of Tukwila's Planning Commission because I care deeply about how decisions around land use, development, and design affect the people who live and work in our city Tukwila is a diverse and growing community, and I believe it's important that Manning decisions are made thoughtfully, with an understanding of the real, everyday impacts they have on residents. In my work with the Tukwila School District, 1 collaborate closely with families from many different cultural, linguistic, and economic backgrounds. My rote focuses on improving access, communication, and equity within public systems, and through that work I regularly see how housing stability, neighborhood design, transportation, and access to community spaces directly affect students and families. These experiences have motivated me to become more involved In city planning efforts that shape how our community grows and functions. am also especially interested in the architectural and design review aspects of the commission's work. I believe development should not only meet technical requirements, but also contribute positively to the character, accessibility, and livability of our neighborhoods. Thoughtful design can support watkability, safety, cultural expression, and a strong sense of place, all of which matter to me as a community member, As a Tukwila resident, I see serving 011 the Planning Commission as a meaningful way to give back to the city and help ensure that growth is balanced, inclusive, and community -centered. I am committed to approaching this role with openness, respect for the public process, and a geriuine desire to learn. I would be honored to contribute my perspective and experience in service of a thoughtful and welcoming Tukwila. I am actively involved in civic and community engagement in Tukwila and have participated in the Tukwila Leadership Program, wheregained experience working alongside city staff, nonprofits, and community members. Through both my professional and volunteer work, regularly engage in outreach efforts, cornmunity events, and collaborative projects centered on equity, access, arid community -building. Overall, my professional and community involvement reflects a strong commitment to public service, collaboration, and supporting a diverse and growing Tukwila community.
