Section 1. General Information
A. Purpose of Requested Services
The City of Tukwila ("the City") is requesting Statements of Qualification (SOQ) from
qualified consulting firms with expertise in construction management services. The
purpose of this Request for Qualifications (RFQ) is to solicit Statements of Qualifications
(SOQs) from firms with the experience and resources necessary to provide comprehensive
construction management services and successfully deliver the project. For other

The City may cancel, modify, or re -advertise this RFQ at its discretion.
B. Project Descriptions
The Interurban Ave S Overlay project includes the following improvements: Approximately
2.25 miles of pavement repair and overlay, ADA-Improvements, and Curb and Gutter repair.
The current anticipated award of construction contract for Interurban Overlay is anticipated
for Spring 2026. The project is expected to have 250 working days. The construction budget
is estimated between $4M - $4.5M.
C. Selection Process
The City will select a construction management consultant team (the `Consultant') to
oversee and manage the successful delivery of the project based on the evaluation criteria
listed below.

E. Communications — Requests for Information, Clarifications, and Addenda
Any questions regarding the submittal process and/or the technical aspects of the project
should be directed to the City's Project Manager listed above. Any questions regarding
this project should be directed to the Project Manager. Only email inquiries will be
accepted.
All responses will be provided via email in a timely manner by the City's Project Manager.
Any question submitted after March 17, 2026 may not receive a response.
F. Quantities, Due Date, Time, and Location
Please email a PDF copy of your SOQ to David.Baus@TukwilaWA.gov no later than 5:00 PM
(PST) on March 24, 2026. No submittal will be accepted after this date and time. Please
reference the RFQ title on all communications.
G. Size Limitations on the Proposal
Submittals should be no longer than 10 pages, excluding dividers and resumes, and should
be on 8-1/2 by 11 paper using a minimum of 11-point fonts. Pages that are 11 by 17 may be
used for charts, exhibits and other illustrative and graphical information only.
The front cover of the SOQ must be labeled with the name and address of the lead
Consultant, along with "Interurban Overlay CM", and the date of submittal.
H. Terms and Conditions
The contract method shall be project specific with payment using Cost Plus Fixed Fee in
accordance with 223 CFR § 172.9.
A voluntary SBE goal amount of ten percent of the Consultant Agreement has been
established. The Consultant shall develop a SBE Participation Plan prior to commencing
work. Although the goal is voluntary, the outreach efforts to provide SBE maximum
practicable opportunities are not.
The City reserves the right, in its sole discretion, to cancel this RFQ, issue a new Request for
Qualifications, reject any or all submissions, seek or obtain data from any source that has
the potential to improve the understanding and evaluation of the responses to this RFQ,
seek and receive clarifications to a Submission and waive any informalities in considering
and evaluating the Proposals.
This RFQ does not commit the City to enter into a contract or proceed with the procurement
of the project. The City assumes no obligations, responsibilities and liabilities, fiscal or
otherwise, to reimburse all or part of the costs incurred by the parties responding to this
RFQ. All such costs shall be borne solely by each Submitter.
Materials submitted in response to this competitive procurement shall become the
property of the City and will not be returned. All submittals received will remain confidential
until the City and the successful Proposer sign the agreements resulting from this
advertisement. All submittals are deemed public records as defined in the RCW 42.17.250
to 42.17.340.
The City of Tukwila in accordance with Section 504 of the Rehabilitation Act (Section 504)

bidders that it will affirmatively ensure that in any contract entered into pursuant to this
advertisement, disadvantaged business enterprises will be afforded full and fair opportunity
to submit bids in response to this invitation and will not be discriminated against on the
grounds of race, color, or national origin in consideration for an award.
Section 2. Schedule
A. Preliminary Schedule
The deadline for submitting the RFQ is stated below. The City also anticipates the following
additional project milestones. This schedule is subject to revision at any time.

Section 3. Scope
Under the general direction of the City Engineer or designee, qualified firm(s) shall be responsible
for, but not limited to the following Construction Management and Inspection Services:
Preconstruction Phase — constructability review of 100% plans and specifications, bid
schedule, constructability and phasing; tabulate, analyze, and evaluate bids and contractor
qualifications; and makes appropriate recommendations to the City. Prepare records of materials,
review and approve material submittals ensuring compliance with BABA requirements.
On -site Management —prepare and develop an on -site record keeping system, including, at
a minimum, inspectors daily report (IDR), progress schedules, manpower breakdowns (daily by
trade), prevailing wage compliance, request to sublet, intent to pay prevailing wage, wage rate
interviews, financial reports, quantities, material lists and shop drawing logs, construction and
environmental permit compliance, soil and stormwater handling management compliance, in
accordance with Federal Aid projects and the WSDOT LAG manual among other onsite
management tasks. As necessary, regularly hold meetings to discuss procedures, progress,
problems, scheduling and open items. Review the adequacy of the contractor's supervision,
personnel and equipment and the availability of necessary materials and supplies.
Contractor submittals— receive, distribute, and review for compliance all submittals
including shop drawings, materials, schedules, among other tasks related to contract submittals.
Project Payments - before the payment to any contractor becomes due, prepare jointly with
said contractor, a schedule of estimated values of the main components of the work totaling the
amount of the contract. Review contractor progress and final payment requests and invoicing and
make recommendations for approval in accordance with City payment procedures. All applications
for payment are to be submitted through the construction manager in accordance with the
established procedures. Included with each pay estimate will be individual bid item field note
records showing backup of quantities for payment.
Change Orders/Claims Avoidance - receive and review all change order requests from the
contractor, review unit prices, time and materials changes and similar items. After reviewing all
changes proposed by the City and designer of record, make recommendations to the designer of
record regarding their practicability, costs, and effect on completion schedule. Evaluate both
potential and submitted claims and make appropriate recommendations to ensure City interests
are protected. Evaluate contractors progress and perform independent Time Impact Analysis (TIA)
of progress and Contractor's schedule.
Project Closeout - coordinate the preparation of punch lists and indicate the items of work
yet to be accomplished to ensure that these items are completed in an expeditious manner.
Prepare certifications of substantial and final completion, as required. Obtain and verify all
releases of claims required prior to issuance of final certificate of completion and final payment to
contractor. Make recommendations for withholding of payments to contractors to protect the City.
Expedite the contractor's preparation of Record Drawings of the entire project in accordance with
specifications.
Section 4. Qualifications and Selection Process
This section describes specific information that must be included in the SOQ. SOQs must
follow the outline presented below. Submitters shall provide brief, concise information that
addresses the requirements of the project consistent with the evaluation criteria described
in this RFQ.
1. Cover Letter
Please include:
• Firm name, address, telephone, email.
• A single point of contact for the RFQ process.
• General introduction of your firm with a brief summary of general qualifications
and areas of expertise.
2. Statement of Qualifications
Please include:
• Description of firm
o Type of ownership — individual, partnership, municipality, corporation, etc.
o Size of firm.
o Number of years in business.
o Description of qualifications in areas of expertise and services provided.
o Information relating to your philosophy and general approaches to the
work to be performed
• A list of projects that demonstrates your firm's experience in federally funded
transportation construction management, specifically the tasks listed in the Scope
of Work above.
o Include relevant background information on the projects (timeframe,
major milestones, cost, firm's role and relevant staff).
o Maximum of 10 project examples.
3. Key Personnel
Please identify:
• Key personnel for each service provided.
o Include resumes and certifications for key personnel and their experience
on relevant projects and contracts (as noted above, resumes can be
included in an appendix and do not count towards the page limit).
o Identify potential project managers and any personnel that would interact
with City staff and/or the public.
4. References
Please include:
• List up to five people whom the City staff may contact for professional references
regarding the past performance of the firm, including name, email and phone
number.
After the firms deemed most qualified are selected, further evaluation and interviews of the
short-listed firms will be conducted as part of the final selection process. A minimum of the top
three respondents shall be interviewed by virtual meeting. The following criteria will be used to
evaluate responses to this RFQ:

6. Familiarity with WSDOT/FHWA standards and how your team will help keep the project in
full compliance with the Local Agency Guidelines (LAG) Manual to prevent audit findings,

9. Ability to administer an efficient/ economical construction management process,
10. Claims controland schedule management process,
11. Ability to deliver timely response to services
