Any owner or owner's authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be performed, shall first make application to the building official and obtain the required permit. IBC [A] 110.1 General. Construction or work for which a permit is required shall be subject to inspection by the building official and such construction or work shall remain visible and able to be accessed for inspection purposes until approved. Approval as a result of an inspection shall not be construed to be an approval of a violation of the provisions of this code or of other ordinances of the jurisdiction. Inspections presuming to give authority to violate or cancel the provisions of this code or of other ordinances of the jurisdiction shall not be valid. It shall be the duty of the owner or the owner's authorized agent to cause the work to remain visible and able to be accessed for inspection purposes. The International Building Code, 2018 Edition, as published by the International Code Council and as amended and adopted by the State of Washington. The following amendments are specifically adopted: 1. Work exempt from a building permit. Section 105.2 of the International Building Code, 2018 Edition, is amended to include provisions regarding the following work that is exempt from a building permit: b. Observed On February 23, 2023, l visited the property and observed the roof line is now Conditions: larger than the original roof, new construction has been added to the side and back of the house, and new windows and froint door have been installed. New rafters were constructed and now it appears there is a second floor and the square footage of the house has doubled. l also observed a structure in the back yard that now appears to be greater than 1.20 sq. ft, Research: According to King County Records, the current property owner, Mr. Jesus Ramirez, purchased the property on March 2.1, 2022. When he purchased the property, the Redfin real estate listing described the home as.: "Welcome home to this Perfect location, just minutes off 15 and the Boeing Access Rd. Lovely home with 2 bedrooms and a bathroom on the firstfloor and a bonus room downstairs through a separate entry. I car covered garage affached to the home. Lots o's ace in the backyard with a gazebo and a storage stied. Newer, appliances in the kitchen," The photographs included with the real estate listing showed a small additions to the (back of the house. Reviewing the City®s permit tracking system, i discovered that Permit #D22-0199, DEMO- RACK__RIEROOF, was issued on October 3, 2022. The scope of work irsted as "Remove and install new roof material reroofing". There were no applied for or issued permits for the extensive work that has been performed, noted in tile "Observed Conditions" section above. According to the King County Department of Assessments parcel data, this house is 810 sq ft', one (1) story, three (3) bedrooms, once (1) fuH bath, fWshed basement (240 sq ft), total basernent 54.0 sq fL the floor plan identifies two (2) bedrooms, bath, kitchen, living rooms and the house is twenty (20) feet by twenty-seven (2 7) feet. Obtain a Single -Family Residential Remodel and Addition Permit from the City of Tukwila. To apply for said Permit, new plans must be submitted due to the remodel of the interior/ exterior of the house. Plans must include, but not limited to the following: a. Structural engineer reports and plans which include but not limited to all foundations, all exterior walls and rafters' structural members; locations where exterior and/or interior walls have been removed or proposed to be removed, locations where exterior windows / doors have been removed or locations where new windows / doors have been installed. b. Architectural plans which show the existing floor plan and the proposed floor plan which include but not limited to the new roof, electrical, plumbing, mechanical, and windows. 3. Obtain additional permits, required by the TMC, related to the remodel / addition, including Electrical, Plumbing& Gas, and Mechanical. For more information, please contact the Department of Community Development at 206-431-3670 and ask to speak with a Building Plans Examiner regarding additional permit requirements for the house. 4. Pay all applicable permit fees. Construction started before the Building Permit was approved and issued, therefore an additional fee will be due before the building permit will be issued. Other additional fees will be required for Electrical, Plumbing and Gas, Mechanical, and any other required permit(s). NOTE: D22-0199, Reroof, does not apply to the complete structural change of the roof. The new roof design must be addressed in the building plans. If the structure in the backyard is greater than 120 sq ft, you must include this in these plans.
