HomeMy WebLinkAbout25-021 - Amendment B - United Steelworkers - 2025-2027 Labor Agreement (Police Non-Commissioned Employees)25-021(b) Council Approval N/A MEMORANDUM OF UNDERSTANDING by and between the CITY OFTUKWILA and UNITED STEELWORKERS ON BEHALF OF LOCAL 9241 THIS MEMORANDUM OF UNDERSTANDING (MOU) is made, and entered into, by and between the City of Tukwila (hereinafter referred to as City) and the United Steelworker on Behalf of Local 9241 representing the Non -Commissioned Police employees (hereinafter referred to as the Steelworkers Union). Purpose. The purpose of the MOU is to allow the Steelworkers Union to incorporate the newly created classification of Park Ranger (Specially Commissioned) position into the Steelworkers unit. ARTICLE 1 RECOGNITIONAND BARGAINING UNIT SECTION 1. The City recognizes the United Steelworkers, AFL-CIO on behalf of its members in Local Union 9241, as the exclusive bargaining representative of the Police Department for all employees in positions listed in the Wage Schedule A; provided that neither party waives its right to petition the Public Employment Relations Commission to add to or delete from the above list in accordance with established time frames and procedures. ARTICLE 4. HOURS OF WORK SECTION 4.2 -Work Schedule The working hours for members affected by this Agreement shall be the equivalent of forty (40) hours per week on an annualized basis, inclusive of meal and rest periods. The City and the Steelworkers Union agree that Article 4.10 Bidding Procedure will not apply to the Park Ranger until such time as there is more than one Park Ranger in the City e m ploy. The City and the Steelworkers Union have agreed to provide an alternate work schedule to the Park Ranger in the form of a 9/80 schedule. For the purpose of the Fair Labor Standards Act, the 9/80 schedule work week will begin at noon on the eight (8) hour flex day. Effective upon Council approval of the collective bargaining agreement. The City may adjust start and end times and shift configurations on operational needs, special events, safety requirements, or seasonal demands. Except in emergencies, the City will provide at least seven (7) calendar days' notice to the Steelworkers Union and the employee of any schedule adjustment. The City retains the discretion to reassign the Park Ranger (Specialty Commissioned) to a standard 5/2 schedule or other schedule as operational needs require. The Park Ranger (Specialty Commissioned) position is excluded from the Records and Support staff shift bid process set forth in Article 4.10 of the Steelworkers Union collective bargaining agreement, as scheduling is based on operational and seasonal requirements. The effectiveness of the schedule will be reviewed and evaluated periodically. The City reserves the right to discontinue or modify the 9/80 schedule or seasonal schedule if the City determines it is not efficient, if there is a reduction in staff, or if operational needs require an alternate schedule. ARTICLE 7 CLOTHING ALLOWANCE The Park Ranger (Specialty Commissioned) is entitled to the Uniformed Personnel clothing allowance as referenced in CBAArticte 7. The Park Ranger (Specialty Commissioned) primary is Listed as Uniform Personnel in Article 7.5. One (1) issue of new clothing is defined as follows: Park 9 5 Long sleeve or 5 short sleeve shirts or any combination thereof 0 1 Uniform Jacket * 3 pants * 1 Vest 0 2 Uniform ties or matching or coordinated color * 1 Uniform Jumpsuit (upon successful completion of probation) Sgned by: . . . . ...................
