City of Tukwila: Invitational Public Art Opportunity
Artwork: Temporary Vinyl Window Mural Budget: $2,000.00
Art Plan Description
The City of Tukwila invites artists to help transform public spaces into vibrant expressions of community,
culture, and connection during the Summer 2026 FIFA World Cup events. Through a series of temporary
public art installations, this initiative centers on placemaking—creatingwelcoming, dynamic
environments that bring people together and celebrate shared experiences.
Guided by the unifying theme Tukwila United, the artwork will reflect the city's rich diversity and the
global spirit of the World Cup. Artists are encouraged to explore concepts of unity, movement, identity,
and belonging, drawing inspiration from both local stories and the international energy of the tournament.
These installations will activate key spaces throughout Tukwila, transforming them into festive, engaging
destinations for residents and visitors alike. By blending creativitywith community pride, the selected
works will not only enhance the visual landscape but also foster a sense of connection, celebration, and
collective identity during this historic moment.
Blanca Santander Artwork for Tukwila Public Library Project Description
The City of Tukwila is seeking to commission unique artwork to be printed as vinyl window art and
installed at the Tukwila Public Library to enliven and activate Tukwila Village. The artwork will be visible to
the public and inside the library. The vinyl design will not be full coverage, but rather "cut outs" to
accommodate visitor needs, including retaining visibility in the lower section of the windows and allowing
natural light into the building; see the image example below.
The artwork design should in some way connect to the theme, Tukwila United, and the events celebrating
the FIFA World Cup. The artist is welcome to explore both abstract and representational ways to interpret
the soccer tournament and community connection in their own creative style. We think your artwork has a
strong connection to community and movement and would be an engaging contribution to the FIFA World
Cup community events.
The City of Tukwila is seeking a professional artist with strong communication skills who is willingto work
closely with the city and the sign vendor to create successful public art within the set timeline. There is a
hard deadline for the artwork design and implementation, as it coincides with the FIFA World Cup.
Process
The artist will meet with project managers Beth Gahan and Michael May to discuss project details and
answer any questions. The artist will be expected to create a design draft for review, up to 3 revisions if
needed and provide high-quality, print -ready digital file of the completed artwork.
The vinylvendorwill provide a windowtemplate with measurements, print and install all banner art.
The City of Tukwila will provide the artist with support during the design/print process. The City is
responsible for banner printing and installation costs.
Budget
The artist will be paid $2,000.00, inclusive of all art, design development, formatting the artwork for print
media, providing print -ready files, licensing for printing art and promotional use, working openly and
collaborativelywith all project partners to support the public art process and artwork implementation.

Vinyl Window Art "Cut Out" Strategy
*The "cutout" strategy allows for visibility so that library visitors can see
out the lower portion of the windows. Open space between the artwork
elements allows for more natural light.
* Vinylvendorwill provide windowtemplates with measurements
