Relationship building in the community: • Supporting community -led programming and cultural celebrations. • Pride, Juneteenth, World Refugee Day, and World Cup updates and support. Awareness, Forums, Trainings: • Know Your Rights — Update from Jo • Racial Covenants — Update from Aaron and Kristen Equity Policy and Accountability: • Reintroducing the ESJ Commission to the Council and develop a working relationship consistent with the stated purpose in the Commission's bylaws. VII Miscellaneous • Schedule a 'hard hat' tour of the new HealthPoint Clinic • All Board and Commission Summer Social 1. VIII Adjournment 2027-2028 Biennial Budget Outreach & Engagement Recommendations The purpose of this discussion is to review and receive feedback on proposed outreach and engagement strategies for the 2027-2028 Biennial Budget process. These recommendations are intended to enhance transparency and create opportunities for input from the Council, residents, and staff. If supported by the Directors, these recommendations would then be presented to the Senior Leadership Team (SLT) for further discussion and input on how to implement the ideas. Ideas for Consideration: Mayor's Recommendations The following ideas are intended to increase Council involvement early in the budget process and create opportunities for community discussion before the budget is formally adopted. 1. Mayor -Council Budget Priorities Work Session • Budget priorities discussion o Summary of recent community engagement/outreach and how that has shaped city services, priorities and levels of service. • Strategic direction for the 2027-2028 Biennial Budget • Funding considerations 2. Schedule department overview presentations during Council work sessions to provide high- level information on: • Core services provided • Major initiatives or projects • Service level considerations 3. Hold one or two community conversations similar to a neighborhood meeting or town hall format where residents can share: • Community priorities • Concerns or service needs • Feedback regarding City services Staff Suggestions The following recommendations focus on improving the public's understanding of the budget process and providing simple ways for residents to provide feedback. 1. Develop a "Budget 101" section on the City website that explains: • Biennial budgeting • How the City budget Works • Understanding City Funds • Community Engagement o Share efforts to -date & how that has informed decisions and what might new/additional engagement(s) attempt to achieve? • Financial Sustainability The goal would be to present information using simple, community -friendly language and visuals. 2. Community Survey Develop a short public survey using OpenGov tools to gather resident feedback regarding: • Community priorities • Service expectations • Offer in multiple languages The survey would be designed to be brief, accessible, and easy to complete online. Internal Staff Engagement The following recommendations focus on involving staff early in the budget process and creating opportunities for employee participation. 1. Budget Suggestion E-Mail Box Create a dedicated e-mail inbox where staff can submit: • Budget ideas • Efficiency recommendations • Cost -saving opportunities • Service improvement suggestions • Operational concerns or pressures This would provide staff with a direct and simple method of participating in the process. 2. Hold a Q2 leadership discussion focused on: • The financial outlook for the 2027-2028 budget • Current economic and revenue trends • Budget pressures and constraints • Opportunities for efficiencies or operational improvements • Live polling regarding priorities, initiatives, service levels, etc. (using PollEv or similar) This meeting aims to ensure staff perspectives are heard early in the budget development process. Discussion Questions • Are there additional outreach strategies that should be considered? • Which outreach efforts should be prioritized? • Are there opportunities to combine or streamline some of these efforts? • What level of public participation should the City aim to achieve during this budget cycle? General feedback was to change the title to 'Connect for Unity' to reflect that the initiatives do not necessarily need to be rooted in a cultural celebration, rather expand to include initiatives that create educational and unifying opportunities in alignment with ESJC's purpose. Draft to be reviewed by City stakeholders. • 2026 Work Plan Relationship building in the community: Tukwila Equity and Social Justice Commission City of Tukwila — City Hall 6200 Southcenter Boulevard, Tukwila, WA 98188 • Supporting community -led programming and cultural celebrations is to be reviewed by City stakeholders. • Jo gave an update that Pride, Juneteenth, and World Refugee Day event planning is underway. Awareness, Forums, Trainings: • Know Your Rights — Community -led Rapid Response Training on June 1 • Racial Covenants — Aaron and Kristen to follow up Equity Policy and Accountability: • Reintroducing the ESJ Commission to the Council and develop a working relationship consistent with the stated purpose in the Commission's bylaws. VI Miscellaneous • The Historical Society's next Stories of Arrival is Wednesday, May 20, 7pm • The People's Project Voting is underway through May 31 • The new HealthPoint Clinic on TIB is on schedule for a November 2026 opening; Commissioners are invited for a 'hard hat' tour (to be scheduled)
