HomeMy WebLinkAbout25-067 - Amendment D - Teamsters 117 - 2025-2027 Collective Bargaining Agreement (Police Officer)25-067(d) Council Approval N/A LOALETTER OF AGREEMENT Between the City of Tukwila and Teamsters Local 117 Temporary SWAT Schedule Adjustment This LETTER OF AGREEMENT ("LOA") is entered into between the City of Tukwila ("City") and Teamsters Local 117 ("Union") pursuant to Article 7.2 of the Collective Bargaining Agreement (CBA), which allows for supplemental agreements regarding hours and working conditions. 1. PURPOSE The purpose of this LOA is to address temporary operational and staffing needs associated with the FIFA World Cup 2026. The parties agree to implement a temporary schedule adjustment for select SWAT personnel to support anticipated operational demands. 2. TERM This LOA shall become effective June 15, 2026 and shall remain in effect through July 15, 2026, unless extended or modified by mutual written agreement of the parties. 3. TEMPORARY SCHEDULE ADJUSTMENT A. The City will temporarily reassign two (2) SWAT officers currently assigned to nightshift patrol (12 -hour schedule) to a five (5) consecutive eight (8) hour work schedule (5/8 schedule). B. The temporary schedule will include: • Standard Monday through Friday workweek • Weekends off, unless operational needs require adjustment Flexibility in daily start and end times based on World Cup event schedules C. The City will provide a schedule in advance and will make reasonable efforts to provide notice of any changes consistent with operational needs. 4. COMPENSATION AND BENEFITS A. Base Pay & Benefits Employees shall retain all base wages and benefits consistent with the CBA. B. Night Shift Differential Employees covered by this LOA shall retain their night shift differential for the duration of this assignment, consistent with Article 6.5 of the CBA. C. Specialty Pay (SWAT) Employees shall continue to receive applicable SWAT premium pay in accordance with Article 6. D. Leave Accruals / Patrol Banks Employees shall maintain all leave accruals, Kelly time, and any patrol -related banks without loss or reduction due to this temporary reassignment. 5. HOURS OF WORK / OVERTIME A. Overtime shall be compensated in accordance with Article 4 of the CBA. B. The City retains the right to adjust work hours consistent with operational needs, provided such adjustments comply with: • FLSA requirements • CBA provisions regarding overtime and rest periods C. This temporary assignment shall not be used to avoid overtime obligations. 6. NON -PRECEDENT SETTING This LOA is non -precedent setting and shall not establish a past practice or modify the terms of the CBA beyond the duration specified. 7. RETURN TO ORIGINAL ASSIGNMENT Upon expiration of this LOA: • Employees will return to their prior assignment and schedule • No loss of seniority, assignment status, or specialty designation shall occur 8. MUTUAL AGREEMENT This LOA may be modified only by mutual written agreement of the parties. This LOA shall remain in effect through July 15, 2026, unless extended or concluded earlier by mutual written agreement of the parties. 9. ENTIRE AGREEMENT This LOA constitutes the entire agreement regarding this subject and supersedes any prior discussions or understandings related to this temporary assignment.
