WASHINGTON
RESOLUTION NO. 929
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUKWILA, WASHINGTON, PROVIDING FOR A GENERAL BUDGET
STATEMENT FOR THE 1985 BUDGET YEAR.
WHEREAS, on April 2, 1984, the City Council of the City of Tukwila
adopted Resolution No. 906 setting forth a budget preparation, review and
adoption process, and
WHEREAS, said resolution provides for the adoption of budget policies
and priority statements for the upcoming budget year, and
WHEREAS, the City Council has considered mission and goal statements
for the City.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
DO RESOLVE AS FOLLOWS:
Section 1. Mission. The mission of the Tukwila City Council during
the 1985 budget year will be to represent the citizens of Tukwila by allo-
cating resources such that City services are responsive to citizen needs.
This mission will be accomplished through the establishment and oversight of
ordinances, programs, services and policies that meet the current and future
needs of the citizens of Tukwila in an economical, efficient, and effective
manner.
Section 2. Goal Statements. The goals of the City Council shall be:
(A) To budget for timely and effective programs and services to meet organiza-
tional and community needs; (B) To promote and maintain active communications
with the residents, public and private organizations and to maintain an advo-
cacy role for City interests with other governmental agencies; (C) To provide
an environment to encourage growth in the City residential and commercial
areas; (D) To develop and maintain comprehensive plans and policies; and (E)
To develop and maintain credible and accountable methods of evaluating impacts
or results of Council actions.
Section 3. 1985 Budget Priorities. In addition to the ongoing pro-
jects and programs, the 1985 budget year priorities of the City Council shall
be: (A) To develop a long -range financial planning model; (B) To complete
Urban Design Study components; (C) To revise annexation policies and plans;
(D) To develop a storm drainage plan; (E) To develop program and project sta-
tus monitoring systems; and (F) To improve pedestrian access in the business
districts.
Section 4. 1985 Budget Policies. The 1985 budget year policies of
the City Council shall be: (A) The City must operate and spend within its
revenues; (B) No new programs should be started unless sufficient revenues are
generated to pay for the services or expenditures are reduced to offset the
cost of the added service. New program proposals shall be accompanied by
complete supporting background material including viable alternatives; (C)
There shall be no new taxes added (i e. utility, B 0, real estate trans-
fer); (D) The operating and capital budgets shall be determined concurrently
and a proper balance maintained between current year and long -term require-
ments; (E) Revenue sources should be thoroughly examined. Existing revenues
and fee schedules should be reviewed to determine the adequacy of their rates;
(F) The use of new technologies that increase productivity and reduce costs is
encouraged; (G) In matters of intergovernmental cooperation, services should
be reviewed in light of the efficiency of service provision, responsiveness to
citizens' needs, revenue generation, and impact on City finances.
PASSED BY THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, at a
regular meeting thereof this 17th day of September 1984.
