This figure will be reviewed and is subject 10 possible revision by the Building Division to comply with current fee schedules, BUILDING OWNER / AUTHORIZED AGENT It the applicant is other than the owner, registered archttect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by (imitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). E., Director We are in receipt of your letter, dated September 9, 1994 outlining your considerations on intercepting grease at the Southcenter Parkway Red Robin. Restaurants such as Red Robin contribute greatly to the grease accumulation we experience at Sewer Lift Station No. 2 on Andover Park West. As evidenced by your recent experience with grease plugging the side sewer stub, the existing 30 gallon Zurn interceptor is inadequate for detention capacity. Title 14.12.260 of the Tukwila Municipal Code makes it unlawful to discharge grease and oil into the Tukwila sewer system. As a consequence we have required restaurants to install grease interceptor vaults which can be accessed outside the building. More recently we have allowed the skimmer technology in smaller applications where space warrants. In the case of retrofitting the Red Robin, we consider a combination approach acceptable. In reviewing your proposed alternatives we would add the following terms for permit approval in accordance with the schedule for your phased improvements: PHASE I (now) • Increasing the frequency of cleaning the existing interceptor to twice a month is a good immediate step to decrease the likelihood of side sewer clogging. • Biological control is by no means discouraged even though the City of Tukwila does not yet recognize enzyme treatment as a method of grease control. Its effectiveness depends solely on agressive monitoring and proper maintenance. PHASE II (October 1994) • An additional double baffle grease interceptor shall be installed. We concur with your recommendation of locating this in the trash receptacle area. Additionally it should include an inflow stub for future connection of the proposed new food prep area. PHASE III (January 1995) • Replacing the existing Gaylord water wash hood which flows at a rated discharge cycle of 14 gpm is an important step in the grease problem as it requires a tremendous capacity in order to provided the needed cooling detention time for this kind of flow. We believe this is a fair solution and should wrap up any remaining concerns from the Public Works Department. The total number of fire extinguishers required for your establishment is calculated at one extinguisher for each 3000 sq. ft. of area. The extinguisher(s) should be of the "All Purpose" (2A, 10B:C) dry chemical type. Travel distance to any fire extinguisher must be 75' or less. (NFPA 10, 3 -1.1) Extinguishers shall be installed on the hangers or in the brackets supplied, mounted in cabinets, or set on shelves (NFPA 10, 1 -6.9), and shall be installed so that the top of the extinguisher is not more than 5 feet above the floor. (NFPA 10, 1 -6.9) Extinguishers shall be located so as to be in plain view (if at all possible), or if not in plain view, they shall be identified with a sign stating, "Fire Extinguisher ", with an arrow pointing to the unit. (UFC 12.106(c)) Dead bolts are not allowed on auxiliary exit doors unless the dead bolt is automatically retracted when the door handle is engaged from inside the tenant space.
