Application and plans must be complete in order to be accepted for plan review. VALUATION OF CONSTRUCTION Valuation for new construction and additions are calculated by the Department of Community Development prior to application submittal. Contact the Permit Coordinator at 431 -3670 prior to submitting application. In all cases, a valuation amount should be entered by the applicant. This figure will be reviewed and is subject to possible revision by the Building Division to comply with current fee schedules. BUILDING OWNER / AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit application and obtain the permit will be required as part of this submittal. EXPIRATION OF PLAN REVIEW Applications for which no permit Is issued within 180 days following the date of application shall expire by limitations. The building official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Building Code (current edition). No application shall be extended more than once. In the case of churches and schools, the limitation of lot coverage shall pertain to buildings and structures only and does not include open air parking areas. B. In subdivisions or short subdivisions where lot size averaging, lot clustering or the flexible setback requirements of R.C.C. 21.48.270 are used, ' residential lot coverage shall be limited to thirty -five percent of the minimum lot area of the zone classification, except that the lot coverage provisions of the RT zone shall apply to lots developed with townhouses. Placement of buildings and structures on any lots in an RS zone shall conform to the following: • A. Interior lots shall conform to the following: 1. Any building any portion of which contains a dwelling unit or accessory living quarters shall observe a distance from any lot side line and rear property line of five feet. 2. The distance between a building containing a dwelling unit or accessory living quarters and any other buildings on the same lot shall be not less than ten feet. �---� 3. On the rear third of a lot, accessory buildings not containing accessory living quarters may be built to the lot side lines and the lot rear line; provided not less than ten feet of the lot rear line shall be free and clear of buildings; and provided, further, if the lot rears upon an alley, a garage with a vehicular entrance from the alley shall maintain a distance of not less than fifteen feet from the centerline of the alley. B. Corner lots and reverse corner lots shall conform to the following: 1. Any building containing a dwelling unit or accessory living quarters shall observe a distance from any lot side line and the lot rear line of five feet. 2. The distance between a building containing a dwelling unit or accessory living quarters and any other buildings on the same lot shall be not less than ten feet. 3. On the rear third of a corner lot, accessory buildings not containing accessory living quarters may be built on the lot interior side line and the lot rear line; provided, if the lot rears upon any alley, a garage with a vehicular entrance from the alley shall maintain a distance not less than fifteen feet from the centerline of such alley. 4. On the rear third of a reverse corner lot, accessory buildings not containing accessory living quarters may be built to the lot interior sideline, but no building shall be erected closer to the lot rear line than five feet unless an alley intervenes, in which case accessory buildings may be built to the lot rear line unless the accessory building is a garage with a vehicular entrance directly from the alley, in which case such building shall maintain a distance of not less than fifteen feet from the centerline of the alley. 5. In all cases, the width of the required side yard on the side street side shall be observed. (Ord. 3144 S 8 (part), 1977; Res. 25789 S 409, 1963). 21.08.160 Limitations on use. Every dwelling unit located in an RS zone shall be subject to the following conditions and limitations: .1 A. All foundations shall be as provided in the Ring County building code.
