HomeMy WebLinkAbout2003-07-21 Regular MinutesTUKWILA CITY COUNCIL Council Chambers City Hall July 21, 2003 7:00 p.m. REGULAR MEETING MINUTES CALL TO ORDER /PLEDGE OF ALLEGIANCE: Calling the meeting to order and leading the flag salute was Steven M. Mullet, Mayor. ROLL CALL: Calling the roll of Council was Jane Cantu, City Clerk. Present were Council President Pam Carter; and Councilmembers Joe Duffie, Joan Hernandez, Jim Haggerton, Pamela Linder, Dave Fenton and Richard Simpson. OFFICIALS: Rhonda Berry, Acting City Administrator; Mike Kenyon, City Attorney; Lucy Lauterbach, Council Analyst; Jane Cantu, City Clerk; Bob Baker, Deputy City Clerk; and Tracy Thomas, Parks and Recreation Superintendent. SPECIAL PRESENTATIONS: a. Tukwila Days A Report on Recent Events Tracy Thomas, Superintendent, Parks and Recreation Department Tracy Thomas, Recreation Superintendent, reported on the outstanding Family Fourth at the Fort event, which included great crowds, a large number of kids, food vendors, roving entertainers and a spectacular fireworks display. Ms. Thomas also reported reduced expenditures (over those in 2002) as well as the donation of generators (for the second year), from N. C. Machinery. An opportunity for improvement (for 2004) for this event exists in the creation of an efficient traffic -exit plan. The parking lots were full for the event and it took nearly 45 minutes for all cars to disburse. The Recreation Superintendent then reported on the recent Tukwila Days celebration. A diverse crowd with numbers comparable to those in 2002 was able to enjoy a volleyball tournament, a Hawaiian luau, swimming pool party activities, an art show, and a parade. A chalk art event was also held for the first time this year. Councilmembers stated appreciation for the "top notch" stage music, organization of the event, mix of booths and "much better flow" at both last year and this year's event, compared to those in the past. Several Councilmembers spoke of their attendance and appreciation for the efforts of the hard working Parks and Recreation staff. An opportunity for improvement (for 2004) for this event exists in placing some sort of barricade on the paved entrances to the vendor areas, until the end of the festival. This would eliminate a rush of vehicles (of vendors) entering the festival site while trying to pack and leave early. Another opportunity for improvement for Tukwila Days lies in parking issues. The Tukwila Community Center parking lot was full during the event, therefore staff will need to work with neighboring business parks for the allowance of parking. Additional work will be required in getting the word out to community members of the opportunity to park at those neighboring businesses and walk to the event. CITIZEN COMMENT /CORRESPONDENCE: Joanne McManus, 5610 So. 133 Tukwila, thanked the Council for the Treasures of Tukwila award presented at the July 14 COW meeting. She and husband, Bob, are proud to live and volunteer in City of Tukwila City Council Regular Meeting Minutes Tukwila. Daily, she encourages other seniors to get involved and volunteer so they, too, may experience the rewards of being able to help others. Council President Pam Carter reported an unadvertised SWAT -team training exercise at Showalter Middle School on July 18. As neighboring residents were not informed of the exercise which included the use of "flash bangs," several called the Tukwila Police Department to inquire and /or complain of the loud noises. One community member also came to City Hall to complain. Mark Dunlap. Tukwila Police Sergeant (Patrol), and (7 -year veteran) senior member of the Valley SWAT team, apologized to Council for not notifying the citizens of the "Active Shooter School" training exercise. It was a case of another SWAT team member coordinating the training, handling the many details in relation to the training, and overlooking notification to neighbors of the potential use of flash bangs during the exercise. Sgt. Dunlap assured Council the situation would not repeat itself; and that the issue would be a topic for conversation at the July 22 Valley SRT Commander's meeting. CONSENT AGENDA: a. Approval of Minutes July 7, 2003 Regular Meeting b. Approval of Vouchers 300256 300625, in the amount of $1,848,029.09 c. Accept as complete the South 150 Street /42n Avenue South Signal Project with TransTech Electric, Inc.; authorize release of retainage bond, subject to the standard claim lien release procedures (final cost of project: $123,914.67). d. Accept as complete the 2002 Small Drainage Repair project with West Coast Construction Co.; authorize release of retainage bond, subject to the standard claim and lien release procedures (final cost of project: $206,329.60) DUFFIE MOVED; HERNANDEZ SECONDED; APPROVAL OF THE CONSENT AGENDA AS PRESENTED. The motion carried 7 -0. OLD BUSINESS: a. A proposed ordinance setting the amount of future Council compensation AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, FIXING THE AMOUNT OF COMPENSATION FOR COUNCILMEMBERS THROUGH 2007; REPEALING ORDINANCE NOS. 1942, 1955 AND 1956; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE Mike Kenyon, City Attorney, read the title of the proposed ordinance. FENTON MOVED; LINDER SECONDED; ADOPTION OF THE PROPOSED ORDINANCE AS PRESENTED.* Councilmember Hernandez, for the record, reported the ordinance reflects no increase in Council stipends and thanked Council President Pam Carter for her diligence and assistance in amending this ordinance. Councilmember Haggerton, for the record, spoke in favor of a $1,000.00 per month stipend through the year 2007, yet an ordinance was already in place, putting the stipend at $1,050.00 per month through that year. Additionally, he clarified the $3,400.00 per -year benefit to Council for reimbursement of medical costs. *The motion to adopt the proposed ordinance, as presented, carried 7 -0. APPROVED ORDINANCE #2023 City of Tukwila City Council Regular Meeting Minutes b. A proposed ordinance setting Council meeting procedures AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, SETTING COUNCIL PROCEDURES AND REPEALING ORDINANCE NUMBERS 1311, 1345, AND 1421; AND SECTION 1 OF ORDINANCE 1770; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE Mike Kenyon, City Attorney, read the title of the proposed ordinance. Debate ensued and clarification behind the proposed amendment was given. *The motion to adopt the proposed ordinance, as amended, carried 7 -0. APPROVED ORDINANCE #2024 REPORTS: a. Mayor b. DUFFIE MOVED; HERNANDEZ SECONDED; ADOPTION OF THE PROPOSED ORDINANCE AS PRESENTED.* CARTER MOVED; FENTON SECONDED; TO AMEND THE PROPOSED ORDINANCE BY STRIKING "given" at section 2.04.020, and inserting, "provided to the public" before the words, "pursuant to Section... *The motion to amend the proposed ordinance carried 6 -1; with Councilmember Duffle voting NO. Mayor Mullet reported the Secured Transitional Housing officials have established a proposed industrial site for placement of the facility (in Seattle). The Mayor also reported July 18 travel to Portland (with Steve Lancaster) to see streetcar operations in their industrial area, similar to Seattle's Pioneer Square (30 years ago). Their streetcars, purchased with L.I.D. monies, were placed as an economic development tool, not as a transportation tool. Streetcars such as these may be beneficial in Tukwila's Central Business District in the future. Mayor Mullet also reported attendance to the July 19 Museum of Flight Gala Auction. There, $1.7 million was raised for use in connection with student programs. Councilmember Duffle attended a Finance and Safety Committee meeting earlier this evening. Councilmember Hernandez attended the July 15 ribbon cutting ceremony for the South 180 Street project and the July 18 ribbon cutting ceremony at Tukwila's new Maytag store. Ms. Hernandez then reported car break -ins took place at her condominium complex late night Friday, July 18. Finally, instead of attending the National League of Cities conference this year, Ms. Hernandez spoke in favor of attending an AWC- training session (on budgeting and fiscal management) in Leavenworth, August 14 -15. As the August 14 15 dates represent Ms. Hernandez' weekend to review vouchers, Councilmember Linder volunteered to review them in her stead. Council President Carter attended the July 15 ribbon cutting ceremony for the South 180 Street project; the July 16 Regional Transit Committee meeting; July 18 ribbon cutting ceremony at the Maytag store and witnessed the July 18 SWAT team exercise at Showalter Middle School. City of Tukwila City Council Regular Meeting Minutes Councilmember Haggerton attended the July 15 ribbon cutting ceremony for the South 180 Street project and later (same date) Council budget session. He also attended this evening's Finance and Safety Committee meeting. Councilmember Linder had no report. Councilmember Fenton will travel to Provo, Utah, July 22, (with the Mayor and some staff) to review issues relative to their connectivity program. Additionally, he asked Rhonda Berry to check into the status of a situation affecting Frank Desmoni, owner of the Burger King restaurant. Mr. Desmoni has been receiving "nasty letters from the City" regarding the business which is demolishing the restaurant, yet has no building permit. Mr. Fenton asked Ms. Berry to "look into what's going on with those people" and this situation. Mr. Desmoni receives the correspondence, as he is the owner of record, yet he is not demolishing the building. Councilmember Simpson had no report. c. Staff Rhonda Berry provided updated figures relative to the issuance of dump passes. Of the 1,057 issued, 860 were actually used. And, just one citizen exceeded the 2 -ton limit. Councilmembers expressed thanks to City Clerk's Office staff for personally handling all 1,057 requests. d. City Attorney Mike Kenyon had no report. e. Legislative Analyst Lucy Lauterbach reported a proposed August 26 budget meeting between Council and City staff. MISCELLANEOUS: Mayor Mullet reported debris cleanup took place today on Macadam Road.
