<br /> <br /> <br />City of Tukwila <br /> <br />Planning Commission <br />Planning Commission Minutes <br /> <br /> <br /> <br /> <br /> <br />Date: May 26, 2011 <br />Time: 6:30 PM to 7:50 PM <br />Location: City Hall Council Chambers <br />Present: Margaret Bratcher, Chair, Brooke Alford, Vice-Chair, Louise Strander, <br />Thomas McLeod, David Shumate, Mike Hansen and Aaron Hundtofte <br />Absent: None <br />Staff: Nora Gierloff, Deputy DCD Director, Minnie Dhaliwal, Planning <br />Supervisor <br />Presenter: Carol Etgen, Bremerton City Clerk <br /> <br />I Training on Meeting Procedures <br />SSUE <br /> <br />D <br />ISCUSSION <br />Carol Etgen, the Bremerton City Clerk and a registered parliamentarian, presented <br />training on Roberts Rules of Order, effective meeting procedures and techniques for <br />making clear motions. She emphasized that the Rules should be an aid to the Board’s <br />business and may be modified or streamlined as needed. The Board liked the idea of <br />separating out motions to modify findings, recommendations or conditions from the <br />overall motion acting on the project. The amendments could then be summarized prior <br />to the final vote on the issue, increasing clarity for all. <br /> <br />Ms. Etgen also emphasized the role of the Chairperson in guiding the flow of the <br />meeting. For example after a motion is made and seconded the Chair would recognize <br />each member to allow them to speak on the issue, starting with the person who made <br />the motion and alternating viewpoints if appropriate. The Chair would also restate the <br />motion before calling for a vote so that all are clear on the issue under consideration. <br /> <br />Staff proposed a field trip to observe a Seattle Design Review Board meeting on June 15, <br />2011.
