City of Tukwila <br />Allan Ekberg, Mayor <br />TO: Community Safety and Services Committee <br />FROM: Rick Still, Parks & Recreation Director <br />BY: Stephanie Brown, Parks & Recreation Analyst <br />CC: Mayor Ekberg <br />DATE: January 22, 2020 <br />SUBJECT: King Conservation District Jurisdictional Funds Application <br />ISSUE <br />Authorization to apply for King Conservation District jurisdictional funds to support the Green <br />Tukwila program. <br />BACKGROUND <br />Each year, Tukwila receives a King Conservation District (KCD) allocation of jurisdictional funds. <br />KCD uses a grant process to track and monitor expenditures of jurisdictional funds. In 2018, <br />staff applied for and received funding to support initial implementation of the Green Tukwila <br />Program (GTP), the program that supports the Green Tukwila 20-Year Stewardship Plan <br />adopted by Council in 2017. Funding was utilized for staffing associated with the program. <br />Currently, Olena Perry, .75 FTE Recreation Specialist, dedicates .25 FTE of her job to GTP and <br />jurisdictional funds temporarily increase her hours by adding an additional ten hours a week to <br />focus on implementing GTP. 2018 and 2019 GTP work was impressive, the program focused <br />on three sites, as follows: <br />Volunteers <br />Volunteer <br />Hours <br />Native plants <br />laced <br />Square ft. of invasive <br />plants removed <br />Cottonwood Corner <br />S.128th St. <br />220 <br />633 <br />247 <br />10,900 <br />Crystal Springs Park <br />251 <br />569 <br />368 <br />75,028 <br />Tukwila Park <br />289 <br />822 <br />232 <br />48,200 <br />Total <br />760 <br />2,024 <br />847 <br />134,128 <br />The city's Green Tukwila management team (comprised of staff from Parks & Recreation, Public <br />Works, and Department of Community Development) agree it could benefit the city to continue <br />to utilize the jurisdictional funds for implementation of the Green Tukwila program, specifically <br />by increasing staff capacity. Additional funds are included in the proposal for supplies and <br />contracted professional crews. KCD is in support of the funds being used this way as it directly <br />improves natural resource conditions, provides education and outreach, and builds capacity <br />within the Green Tukwila Program. <br />i • <br />
