City of Tukwila <br />Allan Ekberg, Mayor <br />TO: Planning & Economic Development Committee <br />FROM: Derek Speck, Economic Development Administrator <br />CC: Mayor Ekberg <br />DATE: January 28, 2020 <br />SUBJECT: Economic Development Plan RFQ <br />ISSUE <br />Staff seeks Committee concurrence to issue a request for qualifications (RFQ) for a consultant <br />to prepare an economic development plan for the City. <br />BACKGROUND <br />On January 13, 2020 the Economic Development Division presented its workplan for 2020 to <br />the City Council's Planning and Economic Development Committee (PED). One of the items on <br />the Division's workplan is to create an economic development plan for the City (the "Plan") by <br />the end of 2020. An economic development plan is one of the strategies included in the City's <br />Comprehensive Plan's economic development chapter. The Plan would provide additional <br />context, options, and guidance to staff and policy makers for enhancing the City's economy. <br />DISCUSSION <br />The Planning and Economic Development Committee expressed support for creating the Plan; <br />however, they wanted the Plan completed by this summer instead of the end of the year as staff <br />suggested. The Committee noted this project has been on the Division's workplan for a number <br />of years and expressed support for contracting with a consultant in order to complete it sooner. <br />Based on Committee discussion, staff has begun preparing an RFQ in order to select a <br />consultant for this project. The contract will include community outreach and is likely to be over <br />$40,000. If the Committee concurs, staff will issue the RFQ and return to the PED Committee <br />and full Council with a proposed contract. <br />FINANCIAL IMPACT <br />Until the RFQ process is completed, the exact cost will not be known; however, it would likely be <br />in the range of $50,000 to $70,000. Because costs associated with this contract are not <br />included in the 2020 adopted budget, the Economic Development Division will need additional <br />budget for this work. Should the Council decide to proceed with such a contract, an end of year <br />budget amendment will be needed. <br />RECOMMENDATION <br />Staff seeks Committee concurrence to issue the RFQ. <br />ATTACHMENTS <br />None <br />
