City of Tukwila <br />City Council Community Services & Safety Committee <br />Meeting Minutes <br />September 28, 2020 - 5:30 p.m. - Electronic Meeting due to COVID-19 Emergency <br />Councilmembers Present: <br />Staff Present: <br />Kate Kruller, Chair; Thomas McLeod, Cynthia Delostrinos Johnson <br />Tracy Gallaway, Rick Still, Bruce Linton, Jay Wittwer, Brandon <br />Miles, Laurel Humphrey <br />Chair Kruller called the meeting to order at 5:30 p.m. <br />I. BUSINESS AGENDA <br />A. Contract: Tukwila Pond Park Master Plan <br />Staff is seeking Council approval on a consultant contract with J.A. Brennan Associates in an <br />amount not to exceed $150,000 to complete a Master Plan for Tukwila Pond Park. <br />Committee Recommendation: <br />Unanimous approval. Forward to October 5, 2020 Regular Consent Agenda. <br />B. Fire Department Independent Analysis <br />Staff updated the Committee on the status of the activities and progress on the 3rd party review <br />of the Fire Department budget and management practices. <br />Committee Recommendation: <br />Discussion only. <br />C. Tukwila Police Use -of -Force Policy Review <br />Chief Linton continued the review of responses to questions posed by the Community <br />Oriented Policing Citizen's Advisory Board (COPCAB) reading the Department's Use of Force <br />policy review. <br />Item(s) requiring follow up: <br />• Return with briefing on the Law Enforcement Training and Community Safety Act <br />(LETSCA) <br />Chair Kruller also asked about four City New Visions of Public Safety, after attending a <br />National League of Cities panel session called "Reimagining Public Safety in 2020": <br />1. Remarks on Newark's Office of Violence Prevention - which emphasizes that more police <br />on the street does not mean less crime nor a feeling of safety. <br />2. Chattanooga had decided to be open and honest about arrest data, including racial <br />disparities - to build a more trusting relationship with residents around policing <br />
