City of Tukwila <br />Allan Ekberg, Mayor <br />INFORMATIONAL MEMORANDUM <br />TO: Planning & Community Development Committee <br />FROM: Nora Gierloff, Director of Community Development <br />BY: Jerry Hight, Building Official <br />CC: Mayor Ekberg <br />DATE: November 1, 2021 <br />SUBJECT: Interlocal Agreement for Inspection Services Between the City of SeaTac <br />and the City of Tukwila <br />ISSUE <br />Should the City enter into an Interlocal Agreement with the City of SeaTac to provide each other <br />backup building and electrical inspection coverage? <br />BACKGROUND <br />In the past we have contracted with BHC Consultants to provide building and electrical <br />inspection coverage during staff vacations or sick leave. However, when BHC Consultants are <br />busy they may not always be able to provide next day inspection coverage. <br />DISCUSSION <br />The City has several building inspectors but only a single electrical inspector. An Interlocal <br />Agreement for Inspection Services with the City of SeaTac would provide another source of <br />dependable coverage to maintain our commitment to 24-hour inspection turnaround time. <br />SeaTac staff is bringing this agreement to their Council for approval in November. Both Councils <br />will need to give approval before the Interlocal can go into effect. <br />FINANCIAL IMPACT <br />Both Parties will document the number of hours spent on inspections requested and performed <br />by each City. At the end of each quarter, the number of hours of inspections performed shall be <br />totaled. If the balance is deficient, the balance is to be paid to the deficient City on an hourly <br />basis ($80.00 per hour flat rate in 2021 and subject to adjustment per the mutual agreement of <br />the Parties by written amendment). This could be considerably less expensive than using a <br />consultant as many of the hours may cancel out and any additional coverage hours used by <br />Tukwila would be paid at a lower hourly rate. <br />RECOM MENDATION <br />Staff recommends this Interlocal Agreement be placed on the Consent Agenda at the November <br />15, 2021 Council meeting for approval. <br />ATTACH MENTS <br />Interlocal Agreement for Inspection Services Between the City of SeaTac and the City of <br />Tukwila <br />
