1 -502 Key Elements
• Decriminalizes possession of one ounce of marijuana
• Legalization system of producing, processing and retailing
marijuana for adults ages 21 and older
• Creates a system of licensing, regulations and taxation similar to
alcohol
• Licenses for marijuana producers, processors, and retailers
• Taxation
• 25% on all three license levels goes to the state
• local sales tax applies
• Medical Cannabis?
• 1 -502 does not change medical cannabis in any way

• Implement the will of the voters.
Zoning Code Amendment
Purpose of updating City Code
• Not violate state or federal law.
• Create a zoning code amendment to bring city code in line with 1 -502
and regulate marijuana uses to minimize impacts to the extent
allowed under state law.
• Revising the zoning in the future is always possible
• Additional zones can be added, or
• Zones could be eliminated.
However, if zoning changes result in removing a zone where a use is
located, the use will become legally non - conforming and can remain
indefinitely.
