CALL TO ORDER:
Committee Chair Duffie called the meeting to order at 5:00 p.m.

II. BUSINESS AGENDA
A.
2013 Annual Small Drainage Program
Staff is seeking Council approval to award a bid to Henderson Partners, LLC, in the amount of $339,049,
for construction of the 2013 Annual Small Drainage Program. This program constructs drainage projects
that are too large for City staff but smaller than a typical capital improvement project, and that have been
prioritized based on a variety of factors. Henderson Partners, LLC is the low bidder and has had success
with other municipal projects. For 2013, the program will provide drainage improvements at the following
four locations:

34 Avenue South
Extend an existing pipe, install a catch basin and connect a private drainage
system to alleviate flooding.

33 Avenue South
Provide a drainage system on 33 Avenue South between South 140Street

and South 142 Street to eliminate roadway runoff from entering private property.

33 Avenue South to 35 Avenue South
Replace three existing failing catch basins and repair
asphalt within a public drainage easement.

South 164 Street to 53 Place South
Replace an existing failing storm pipe and replace to
catch basins within a public drainage easement.

B.
National Pollutant Discharge Elimination System (NPDES) Acceptance of Two Grants
Staff is seeking Council approval to accept grant funding from the 2013-2015
Biennial Municipal Stormwater Capacity Grant Program:
$50,000 for NPDES permit compliance activities
Up to $120,000 for Project Specific Planning and Design for Retrofit/LID Projects.
Staff has identified the East Marginal Way South Stormwater Outfalls project for the $120,000 grant
funding. This project will establish legal drainage connections from East Marginal Way South to the

non-competitive and no matching funds are required. The Grant Acceptance Intent Notice includes both
funding components and is due by August 30, 2013. Committee members and staff discussed project details

NPDES Western WA Phase II Municipal Stormwater Permit Update
The Department of Ecology
Municipal Stormwater Permit. The City is required to either monitor stormwater systems independently or
participate in a regional monitoring effort sponsored by the state. Staff concluded that it would be more cost
at an annual cost of $12,536,
which would be absorbed in the current budget. The three stormwater monitoring requirements are: Status
and Trends, Effectiveness Studies, and Source Identification and Diagnostic Monitoring.
