HomeMy WebLinkAbout2009-08-10 Committee of the Whole MinutesCALL TO ORDER /PLEDGE OF ALLEGIANCE Council President Hernandez called the Tukwila City Council meeting to order at 7:08 p.m. Ms. Hernandez introduced Mary Ellen Stone, Executive Director from King County Sexual Assault Resource Center, who led the audience in the Pledge of Allegiance. OFFICIALS Present were Joan Hernandez, Council President, Councilmembers Dennis Robertson, Verna Griffin, Kathy Hougardy, De'Sean Quinn. Councilmembers Duffie and Linder were not present. CITY OFFICIALS Jim Haggerton, Mayor; Rhonda Berry, City Administrator; Jim Morrow, Public Works Director; Jack Pace, Community Development Director; Mike Villa, Assistant Police Chief; Shawn Hunstock, Finance Director; Mary Miotke, IT Director; Evelyn Boykan, Human Services Manager; Kimberly Matej, Council Analyst; Melissa Hart, Deputy City Clerk. SPECIAL PRESENTATIONS Tukwila City Council Committee of the Whole Meeting City Hall Council Chambers August 10, 2009 7:00 P.M. MINUTES a. Presentation of a proclamation recognizing community contributions (Treasure of Tukwila recipient). Mayor Haggerton read a proclamation honoring Ms. Brooke Alford as the 2009 "Treasure of Tukwila." Ms. Alford's past and present community contributions include involvement as a Planning Commissioner, Parks Commissioner, Cascade Land Conservancy Trustee, and a member of Friends of the Hill (Duwamish Riverbend). She has been described as "having added to the beauty of Tukwila, affecting a meaningful segment of the community in a way that is positive, lasting and worthy." Mayor Haggerton presented Ms. Alford with a proclamation and plaque in honor of her contributions to the Tukwila community. Ms. Alford expressed her appreciation for this recognition, and she looks forward to many more years of service to Tukwila. The Mayor and Councilmembers thanked Ms. Alford for her contributions to the community. b. King County Sexual Assault Resource Center update. Mary Ellen Stone, Executive Director for the King County Sexual Assault Resource Center (KCSARC) provided the Council with an update on the services provided by the center. The following services are provided in English and Spanish: 24 -hour toll -free resources and information line Legal and medical advocacy Therapy, parent education and parent -child Interaction training Prevention education with communities and schools Key Services and Outcomes: 2,703 primary clients served in 2008 Legal advocacy for over 1,300 children, teens and adults Therapy with 240 children, teens and adults, with 83% of clients showing improvement Prevention education and training reached over 5,000 people Tukwila City Council Committee of the Whole Minutes August 10, 2009 Page 2 of 3 Ms. Stone recalled the case of a 5 -year old child and the assault she suffered. She stated the Resource Center was available during the past 2 -year period while the child was in counseling. Assistance was provided with court involvement and additional counseling after the conviction of the offender. This child was recently seen at the center and is doing very well. Ms. Stone indicated that due to the current economic climate and the budget cuts from King County, support by other agencies is extremely important. The request has been made by KCSARC to participating agencies to review their 2010 budgets and include a 3.2% funding increase. This increase would help keep the services provided and would ensure no program cuts are necessary. Ms. Stone thanked the Council and Mayor for continued support of the King County Sexual Assault Resource Center and human service programs. CITIZEN COMMENT There were no citizen comments. SPECIAL ISSUES a. A resolution for sole- source purchase of Lift Station Control Systems. Councilmember Hougardy indicated this item was discussed at the Utilities Committee meeting on July 28, 2009. The committee members were unanimous in recommending approval. The City currently has 10 sewer lift stations and 5 storm lift stations. Starting in 1995, Public Works converted all alarm functions, pump control logic, radio communication and data logging functions to one specific type of panel for operations consistency at all lift stations. The configurations were built and supported by Calvert Technical Services, Inc. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. b. An agreement with Starfire Sports for the Interurban Water Reuse Reclaimed Water Service. Councilmember Hougardy indicated this item was discussed at the Utilities Committee meeting on July 28, 2009. The committee members were unanimous in recommending approval. The agreement between Starfire Sports, Tukwila and King County is for the sale and distribution of reclaimed water for sanctioned uses within the City. Starfire is seeking to expand their use of reclaimed water for the new north soccer field. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. c. An Interlocal Agreement for the Valley Narcotics Enforcement Team (VNET). Councilmember Quinn indicated this item was discussed at the Finance and Safety Committee meeting on August 4, 2009. The committee members were unanimous in recommending approval. The Valley Narcotics Enforcement Team has been in existence for many years and includes detectives from Auburn, Federal Way, Kent, Renton, Tukwila and the Port of Seattle. The multi jurisdictional team investigates and enforces mid- to high -level narcotic crimes. Councilmember Robertson expressed concern regarding the termination language in Section VII, Duration /Termination, of the Interlocal Agreement. The section states the agreement "may be terminated by a majority vote of the Executive Board. Any vote for termination shall occur only when the Police Chief of each participating jurisdiction is present at the meeting in which such vote is taken." Mr. Robertson indicated the statement should state a majority vote by the members could terminate the agreement at any time. It was determined the City Attorney could provide further clarity to this issue at the next Regular Meeting. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. Tukwila City Council Committee of the Whole Minutes August 10, 2009 Page 3 of 3 REPORTS a. Mayor Mayor Haggerton participated in the National Night Out Against Crime event on August 4, 2009. On August 5, 2009, he attended the King County City Summit, and he attended the Somali Youth Soccer finals at Foster High School on August 6, 2009. Mayor Haggerton also participated in the groundbreaking ceremony for the new SCORE Jail Facility on August 10, 2009. b. City Council Councilmember Hougardy attended the Government Affairs Committee meeting and participated in the National Night Out Against Crime event on August 4, 2009. She also hosted the Council Coffee Chat on August 8, 2009. Councilmember Quinn participated in the National Night Out Against Crime event on August 4, 2009. Council President Hernandez attended the Government Affairs Committee meeting and participated in the National Night Out Against Crime event on August 4, 2009. On August 10, 2009, she attended the groundbreaking event for the new SCORE Jail facility. c. Staff Rhonda Berry, City Administrator, indicated staff is working on the addition of a section to the City website, at the request of the Council, for Sound Transit noise complaints, and that it should be complete by the end of the week. Ms. Berry also indicated the City Clerk's staff will be accepting time capsule submissions at Tukwila Days on August 15, 2009. d. City Attorney The City Attorney's presence is not required at Committee of the Whole meetings. e. Intergovernmental Kimberly Matej, Council Analyst, reminded the Council about Tukwila Days festivities on August 15, 2009, and distributed the booth schedule to the participating Councilmembers. MISCELLANEOUS Councilmember Robertson reported that the South County Area Transportation Board (SCATBd) committee has had several discussions regarding options for consideration to King County Metro in preparation for the 2010 budget. SCATBd is trying to balance the needs of both urban and suburban transit needs in the committee's recommendations, as well as preserving the allocation of resources by Metro. The Council discussed the draft copy of the recommendations by the SCATBd committee. Council consensus existed to have the Mayor and Council President Hernandez submit a corroborating recommendation on behalf of the City.
