TION June 28, 2000 Or E�Mp11lA .9 ; 2 2" ►R GEIiTER The purpose of this letter is to comment on the June 16, 2000 building improvement permit review questions for the Bow Lake Pit Repair Project (Permit Number D2000 -116). The following are answers to the review questions: Question #1: Explain how does misting system work, is it an existing or a brand new system? What is the extent of the storm drainage system associated with the misting system? Will there be any drainage work (drainage modification) done inside or outside the building; where does the drainage connect to? Is there a roof over the pit? The purpose of the misting system is to provide for dust control at the Bow Lake Transfer Station. Dust can be generated from the following activities: commercial haulers dumping dry loads; maceration activity in the waste pit; and transfer station operators pushing loads into the trailer chute. To control the dust, a new misting system is planned to be installed. The system consist of a high- pressure, low - volume, pre - packaged booster pump system, which can be activated by both wired and wireless controls. Nozzles are located around the pit. During operation of the misting system, a low flow of water is atomized through the nozzles. Water droplets will attach to the dust particles and settle in with the waste; thereby, preventing the dust cloud from spreading. The small amount of water produced by the misting system will eventually end up with the waste in the pit or will evaporate. The waste is transported in trailers to the Cedar Hills Landfill. Any residual water or liquid remaining in the pit will be handled by the existing sanitary sewer system. The water from the misting system does not interfere with the storm drainage system. There will be no storm drainage modifications inside or outside of the station. On Sheet S2, the trench that is planned to be removed is connected to the sanitary sewer. It will be filled in with concrete because it does not work properly. The new concrete slab will drain towards the pit. Is Phase 1 already done, z.._ does your permit application cover all Phases 2 through 4? Originally, the project consisted of five phases which included partial closure to commercial haulers. Now, the project has been reduced to three phases, which includes a six -week closure to all haulers. The original five phases were as follows: Sheet M1, Sheet S2, and Sheet S3: Sheet M -1: The 1 -1/2 inch water pipeline is a part of the misting system. The drain valve will be used as a release system during the winter months, to allow water to drain into the pit to prevent the pipes from freezing. Sheet S2: Water droplets from the misting system fall into the waste pit. The trench that is proposed to be removed is not a storm trench. It is connected to the sanitary sewer. Refer to the above paragraph. Sheet S3: Both pipes that are embedded into the wall are connected with the misting system. One pipe is the water line and the other is a conduit that carries the electrical wiring. Phase 1 has not been started as yet. Phase 1 will be 21 days duration and will start on issuance of the Notice to Proceed to the selected construction contractor. During Phase 1, the contractor will be allowed to mobilized, perform off -site work such as submission of shop drawings and ordering materials, and is required to core ten exploratory holes in the concrete floors to allow visual inspection of the subgrade below the tipping floors. The permit application covers Phases 1 through 5. Phase 5 is also not shown on Drawing G -2. All major construction work must be completed by the end of Phase 4. In Phase 5 the contractor will be allowed to finish up any punchlist items and demobilize. During Phase 1, the contractor will be allowed to mobilized, perform off -site work such as submission of shop drawings and ordering materials, and is required to core ten exploratory holes in the concrete floors to allow visual inspection of the subgrade below the tipping floors. Phase 2 will be six weeks. During this phase, the station will be closed to the public. The contractor will repair the waste pit area, trailer chute, and install part of the misting system. Phase 3 will be four weeks. During this phase the contractor will work after 5:30 p.m. The station will be open during the day for business. The contractor will complete the installation of the misting system and bullrail and finish up any punchlist items and demoblize. The new three -phase project does not change any structural design. A new Sheet G -2 (Construction Phasing) will be submitted to the City of Tukwila by June 30, 2000. Questions #4: Is the project served by the Highline Water District? If , yes, please contact Highline if any reviews /approvals are required from them. The Highline Water District does provide water to the Bow Lake Transfer Station. On June 27, 2000, the Solid Waste Division was contacted by Polly Daigle, from the District in regards to any water permits that are required for remodeling the waste pit and installing the misting system.
