Shoreline Master Program Work Session No. 6

I'llected Officials: Jim Haggerton. Mayor; Joan Hernandez, Council President; Council members: Pam Linder,
Dennis Robertson, Verna Griffin, Kathy Hougardy and De'Sean Quinn
Staff-. Nora Gierloff, Community Development Deputy Director; Carol Lumb, Senior Planner;
Rhonda Berry, City Administrator; and Kimberly Matej, Legislative Analyst
The work session consisted of presentations and discussions regarding the Council review of the Shoreline
Master Program (SMP). The Shoreline Master Program will regulate the shoreline areas through the City and
potential annexation areas. The Work Session continued to focus on Nonconforming Use and Structures.
Council expressed general concerns regarding the use of the term nonconforming versus pre-existing. They also
inquired to the definition of each term relative to lending and resulting financial impacts.
Staff received direction from Council on the following three items:
0 Identify any issues or questions regarding the June 30, 2009, DOE letter to be passed onto Mr.
Radabaugh,
Council has requested that Mr. Radabaughfiocus on the broader issues of the DOE letter rather than
'fie particulars. Questions on specific items can be e-mail to Carol Lumb, and Carol will
specific follow-up
with Mr. Radabaugh.
• Determine if the consultant who is preparing the City's response to the Gardner study, Terry Moore of
ECONorthwest, should attend a work session to discuss his findings.
Yes, the Council has requested Terry Moore attend a meeting. .11 appears as if the October 27 Work
Session will be the most appropriate.
0 Determine whether Council prefers to wait to discuss Matrix B until all staff responses are available.
Based on the likelihood that the entire next Work Session will focus on discussion of the DOE letter,
discussion qf'Alatrix B will begin at the October 27 meeting.
The next Work Session scheduled for Tuesday, October 6, 2009, will focus on the Department of Ecology
letter dated June 30, 2009, (currently in binders under DOE Comments tab).
