Scheduled service is performed quarterly. The major service is performed at approximately 50 hours or one year after start-up which ever occurs first. Load bank testing (four hours resistive) is performed at each major service. The level 1 minor service is scheduled six months later with the two fuel management minors scheduled between the major and minor services as required. All scheduled services include fuel level monitoring. Major service includes oil, fuel and coolant sampling for lab analysis via CRM. If fuel is required it will be ordered and delivered by action of CRM or it's designated representative and billed with the service invoice at cost to CRM with delivery charges, etc plus 15 %. The fuel management minor service will include in addition to the check of fuel tank level an inspection and transfer test of the generator set. A dedicated report form for this service will be developed in addition to the standard minor and major report forms. Based on F L a your fax of 11/16/00, the equipment in question includes two wall- mounted AC units on LL O the south side of Building #6 and one generator that will be mounted on the ground near U v the center of the east wall of the same building (see enclosed site plan). o �' Building #6 is located in the northeast corner of the industrial park, approximately 30 feet -z . south of S. 120 Place and 120 feet west of East Marginal Way. The project site and all adjacent properties are zoned MIC/H and MIC/L, which is considered an industrial zoning for noise ordinance purposes. There are no residential properties within 1000 feet of the proposed project. According to the Tukwila noise ordinance, properties that are zoned industrial will require a noise level below 70 dBA from the equipment serving this facility. Noise levels are to be evaluated at the property line. The primary source of environmental noise from this facility will be the Cummins /Onan model 150DGFA diesel generator. This unit is to be provided with a weather protective housing, an exhaust silencer, and the standard package radiator. The overall A- weighted sound power level (LwA) of this unit is 115 dBA (ref. 1 picowatt) in this configuration. The predicted noise level on the east side of East Marginal Way (approximately 210 feet from the generator) is 74 dBA. This is 4 dBA above the maximum allowable noise level of 70 dBA. The predicted noise level on the north side of S. 120 Place is 73 dBA, which is 3 dBA over the allowed maximum noise level. Noise from the emergency generator is exempt from the noise ordinance sound requirements during a power failure, but noise from these units must comply with the noise ordinance during routine testing. The manufacturer's noise data for these units show that the noise level from each unit will not exceed 70 dBA at any point more than 10 feet from these units. This is equivalent to an LwA rating of 85 dB (ref. 1 picowatt) for each unit, or a total LwA of 92 dB (ref. 1 picowatt) for two units. This is 27 dB quieter than the proposed emergency generator. Clearly, these two units will not generate enough noise to warrant further analysis. In summary, the wall - mounted air - conditioning units will be in compliance with the noise ordinance, but the proposed emergency generator will not. The generator manufacturer does offer an optional acoustical package for this unit (F172 — Quiet Site II First Stage), which has an LwA rating of 108 dB (ref. 1 picowatt). The calculated noise level with this optional unit is 67 dBA on the east side of East Marginal Way (approximately 210 feet from the generator) and 66 dBA on the north side of S. 120 Place. This would bring the generator into compliance with the noise ordinance. The generator noise could also be reduced by constructing a noise barrier around the unit and upgrading the exhaust muffler. However, that would require additional engineering work•on my part. It may be less expensive and quicker to purchase the quieter unit directly from the manufacturer.
