BACKGROUND The Small Drainage Program constructs drainage projects throughout the City that are too large for City staff to complete, but are smaller than a typical capital improvement project. The projects originate from citizen complaints and maintenance staff and are compiled on the Small Drainage Project List. Each year the projects are prioritized based on need, expense, permitting requirements, and length of time on the list. The highest priority projects are then designed and constructed. The 2013 Annual Small Drainage Program will provide drainage improvements at four locations listed on page 2 of this memo. ANALYSIS The 2013 Annual Small Drainage Program was advertised for bids on July 30 and August 6, 2013. Six bids were received and opened on August 13, 2013. The bids were checked and tabulated. Henderson Partners, LLC is the apparent low bidder with a bid of $339,049.00. The engineer's estimate was $409,850.00. Henderson Partners, LLC has successfully constructed other municipal projects but has not done work with the City of Tukwila. BUDGET AND BID SUMMARY (All amounts include sales tax.) Site 2) 33rd Ave S — Provide a drainage system on 33`d Ave S between S 140th St and S 142nd St to eliminate roadway runoff from entering private property. Site 3) 33rd Ave S to 35th Ave S — Replace three existing failing catch basins and repair asphalt within a public drainage easement. Site 4) S 164th St to 53rd PIS — Replace an existing failing storm pipe and replace two catch basins within a public drainage easement. PRESENTATIONS No presentations, II. BUSINESS AGENDA A. 2013 Annual Small Drainage Program Staff is seeking Council approval to award a bid to Henderson Partners, LLC, in the amount of $339,049, for construction of the 2013 Annual Small Drainage Program. This program constructs drainage projects that are too large for City staff but smaller than a typical capital improvement project. and that have been prioritized based on a variety of factors. Henderson Partners, LLC is the low bidder and has had success with other municipal projects. MAJORITY APPROVAL. FORWARD TO SEPTEMBER 3 REGULAR CONSENT AGENDA. B. National Pollutant Discharge Elimination System (NPDES) — Acceptance of Two Grants Staff is seeking Council approval to accept grant funding, from the Department of Ecology's 2013 -2015 Biennial Municipal Stormwater Capacity Grant Program: • $50,000 for NPDES permit compliance activities • Up to $120.000 for Project Specific Planning and Design for Retrofit/LID Projects. Staff has identified the East Marginal Way South Stormwater Outfalls project for the $120,000 grant funding. This project will establish legal drainage connections from East Marginal Way South to the Duwamish River, ultimately connecting Jorgenson Forge's drainage to Boeing's Z line. Both grants are non - competitive and no matching funds are required. The Grant Acceptance Intent Notice includes both funding components and is due by August 30, 2013. Committee members and staff discussed project details including installation of a water quality device. MAJORITY APPROVAL. FORWARD TO SEPTEMBER 3 REGULAR CONSENT AGENDA. 33
