Tukwila Motels Seizures
• Yesterday's operation was the culmination of a year -long
ATF sponsored Tukwila Police Department joint
investigation
• TPD could not have achieved success without their
assistance
• ATF Leveraged additional federal resources and
expertise at their disposal to assist
• This response was also dependent on a regional effort

• The scope and complexity of yesterday's operation
required a city -wide planning and coordination effort of
many city departments
• Operational success was the result of the great effort and
discipline among those involved
• The Mayor and City Council support of our Crime
Reduction Initiative and resources provided over the
years contributed to our overall success
Operational Summary
Tukwila Motels Seizures
Since 2006 - the top 5 hotels with the most calls
for service per room
• Identified as chronic nuisance properties in 2012
with warning
• Despite Police Department crime prevention
efforts, crime continued at these properties
• Part of a regional effort to look deeper into the
gang, prostitution and drug issues unfolded a
pattern associated with these hotels
• The ATF was part of the above effort and they
continued to assist as the disturbing patterns
unfolded
Investigative History
• In spring of 2012, Tukwila partners with ATF and
other local agencies in the "Down in the Valley"
(DIVA) initiative targeting criminal gangs selling
drugs and guns in south King County.
• After DIVA concluded, our partnership with ATF
continued as we concentrated on drug and
weapons crimes along TIB.
Investigative History
• By Summer of 2012, we were actively working a
series of cases from TIB motels, particularly the
Boulevard Motel.
• Further investigation showed the Boulevard Motel,
Great Bear Motor Inn and Travelers Choice Motel
had a common ownership group.
Investigative History
• A historical review of TPD records revealed that
all three motels were centers of extensive drug,
prostitution, and violent crime.
Investigative History
• Utilizing confidential sources and undercover
police officers, we were able to show the motel
ownership and management facilitated and
profited from the criminal activity.
• Drugs, Prostitution, and EBT (Food Stamp)
Fraud
Federal Prosecution & Seizure
• The case was presented to the U.S. Attorney's
Office and adopted by them for Federal
prosecution of the suspects and Federal civil
forfeiture of the properties.
The Operation
August 27th, 2013
• 0400 Traffic re- routed on TIB and Operations Teams staged
• 0600 Teams were deployed to motels, operation is underway
• SWAT teams made first contact with rooms while CDU followed to
secure occupants & begin investigations and potential arrests
• Once rooms were secure, occupants were vetted for Humanitarian
Relief and cleared to leave the scene
• Property inventoried and secured for safe - keeping of owners
The Operation

• Federal contractors called in to secure motels
• Boarding of windows
• Fencing of property
• At 1800 Federally contracted security took possession of the scene
while contract workers continued to secure the motels.
The Operation - Success
• 3 Motels Seized
• 19 Arrests
- 4 Federal
- 2 State
- 13 Local or warrants
• 10 Firearms Recovered
- 3 from Motels
- 7 from Residences
• $100,000.00+ Seized

city is on the right track to tackle crime on the highway and give the
city back to the citizens!! ...I am so proud to say that I live in
Tukwila and that we have the best Police Department in the State of
