Mayor; Joan Hernandez, Council President; Councilmembers: Joe Duffie, Pam Linder, Dennis Robertson and Kathy Hougardy Rhonda Berry, Evie Boykan, Mary Miotke, Bruce Fletcher, Shawn Hunstock, Jack Pace, Don Lincoln, Marty Grisham, Nick Olivas, Hillman Mitchell and Kimberly Matej Mary Fertakis, President; Mark Whahlstrom, Vice President; Board Members: Jasminka Kujundzic, Dave Larson and Steve Mullet; Alex Lindekugel, Student Representative Ethelda Burke, Linda Sebring, Rich Knuth, Leonor de Maldonado and Gwen Estes Zuehlke The joint School Board City Council meeting consisted of presentations and discussions on the following three items: The State of the City and School District Budgets Impacts of Proposed Initiative 1033 Emergency Preparedness Flood Response Unfortunately, there was not enough meeting time to finish the discussions of the two remaining items: City /School Partnerships and Communication Strategies. The State of the Citv and School District Budgets Shawn Hunstock, City of Tukwila Finance Director, gave a PowerPoint presentation regarding the City's 2009- 10 General Fund revenue and expenditures and sales tax receipts. He discussed the budgetary effects of the economy on the City including a 3% reduction across the board as well as the delay of several capital projects. The City will not be cutting school district programs such as DARE and GREAT and the School Resource Officer position. Linda Sebring, School District Director of Finance and Operations, reported the State will not reduce school funds for the current fiscal years; however, programs such as all -day kindergarten and the small portion of I -728 that is left may be reduced or cut in the biennium. The District is working toward long -term savings such as being conservative with capital resources and energy conservation and utility reductions where possible. The District currently has stimulus funds from the American Recovery and Reinvestment Act, however, those funds end in 2012. Imnacts of Pronosed Initiative 1033 Shawn Hunstock briefed the group on the impact of Initiative 1033 which is on the November 3 General Election ballot. The City Council passed a resolution earlier this month in opposition of 1 -1033. If I -1033 passes, the fiscal impact to the City of Tukwila grows to over $7 million per year within ten years. If forced to absorb the impact of revenue reductions at this level, the City would not be able to sustain essential services, such as police and fire protection, street maintenance, maintenance of parks and trails and unanticipated costs such as flood and storm responses. Additionally, the City would not be able to improve services to meet the needs of the residential and business community. Joint School Board City Council Meetina October 22. 2009 Paae 2 Emergency Preparedness Flood Response Hillman Mitchell, City of Tukwila Emergency Management Coordinator, gave a PowerPoint presentation on the concerns of the Howard Hanson Dam, potential flooding and its affects in the Tukwila community. Hillman also talked about flood preparedness including making family and work plans, securing flood insurance and constantly staying informed.
