King County Solid Waste Division has applied for an Unclassified Use Permit and Design Review applications to replace and expand the existing Bow Lake Transfer/Recycling Station. In accordance with the procedures for a quasi-judicial hearing, a staff report along with the attachments was provided to you on July 25,2008. The public hearing is scheduled on August 4, 2004. Please remember to bring the binder for the Regular Council meeting on August 4, 2008. Project Description: The proposed project involves an 8.9-acre expansion to the north of the existing station on the adjacent property currently owned by Washington State Department of Transportation (WSDOT). The proposed project will involve demolition of existing structures and site work. New structures will include a Transfer Building, two scale facilities, a maintenance building, transfer trailer yard, recycling and yard waste facilities, internal roadways and parking areas, and associated utilities. The expansion projectis subject to Unclassified Use Permit and Design Review approval by Tukwila City Council. Staff's Recommendations: L08-082 Unclassified Use Permit As part ofthe approval ofthe Unclassified Use Permit application staff recommends the following: 1. Approve an extended time for the construction of this facility, so that this Unclassified Use permit shall not expire until substantial construction of the proposed project is completed, which will be by December 31, 2013. 2. Pursuant to TMC 18.66.030, which allows specific code modification as part of the Unclassified Use permit, approve deviation from the perimeter landscaping requirements along the west property line as long as the intent of perimeter landscape requirement is met by landscaping on WSDOT right-of-way and on the south side of the north access road. 4. Approve the Unclassified Use Permit with a condition that the applicant shall connect to sanitary sewer within 180 days of sewer being available. Coordination agreements with Water District 125 and Valley View Sewer District will help the City actively manage the project, control costs and reduce delays as all designs will be incorporated into our construction contract. This Supplement #5 is for $90,000.00 and will allow KBA to complete the remaining full -time construction management and inspection services for this fast -paced project.
