CALL TO ORDER: Committee Chair Linder called the meeting to order at 5:02 p.m.

II. BUSINESS AGENDA
A. Green River Pedestrian Utility Bridge Repairs Contract Closeout
Staff is seeking full Council approval for contract closeout and authorization to release retainage for the
repair portion of the Green River Pedestrian Bridge project. The repair portion of the project costs totaled
4---
$98,295.55. Council recently awarded a contract for the painting of the bridge (see Transportation minutes
dated June 24. 2008 and Council minutes dated July 7, 2008). UNANIMOUS APPROVAL. FORWARD
TO JULY 21 REGULAR CONSENT AGENDA.
B. Tukwila International Boulevard Phase II III Coordination Agreements
Staff is seeking full Council approval to enter into Interlocal Coordination Agreements with King County
Water District 125 and Valley View Sewer District for the Tukwila International Boulevard (TIB) Phase II
and III Street Improvement Project.
The TIB street improvements will require relocation of third party utility facilities that are within the project
boundary. Since the City does not have existing franchise agreements with Water District 125 or Valley
View Sewer District, the interlocal coordination agreements will allow the City to have active project
management, control costs and reduce delays for Phase II M.
Project costs for each entity will be determined by the final bid amount for the respective portion of the
project. Committee members requested staff clarify in the memo to full Council that there will be no budget
impact as a result of these agreements. Each district will be responsible for paying for their portion of utility
relocation.
Staff discussed Withdrawal from the Agreement (Section 4 of each agreement) which is essentially an
escape clause that allows for termination of the agreement. If WD 125 or Valley View withdrawal, they
would be required to coordinate and install their facilities in a manner that would not delay the City's
contractor. UNANIMOUS APPROVAL. FORWARD TO JULY 28 COW FOR DISCUSSION.
C. Tukwila 205 Levee Site 5 Retaining Wall Construction Management Supplement No. 5 with KBA. Inc.
Staff is seeking full Council approval for Supplemental Agreement No. 5 to an existing contact with KBA,
Inc. of Bellevue, Washington for construction management and inspection of the Tukwila 205 Levee Repair
Project. The Supplemental Agreement is for $90,000; however, there is no budget impact as per an
agreement with La Pianta, LLC who is responsible for reimbursement of this cost.
Supplemental Agreement No. 4 to the above contract was for $24,000 and allowed KBA to begin providing
immediate services. Supplemental Agreement No. 5 will allow the contractor to complete full -time
construction management and inspection services for the project for a grand total of $114,000.00.

Re: Comments on City of Tukwila DRAFT NON MOTORIZED PLAN
Dear Ms. Reavis:
I have reviewed the bicycle elements of the April 2008 City of Tukwila draft Non
motorized Plan report and offer my review comments below.
Let me begin by noting that I found the report extremely comprehensive and well
organized in its analysis of existing conditions, needs, alternatives, design guidelines and
recommendations for project, policy and system management improvements. The
planning team and community /stakeholder contributors are to be commended!
My recommendations for modifications to the report mainly focus on the regional -class
bike routes and the City's primary bicycle route system improvement needs and systems
and several policy elements.
1. Southcenter Parkway: Klickitat Dr to SW 180 St.
It is very evident from even a cursory examination of the "Existing and Planned
Pedestrian and Bicycle Facilities" map (Figure 2) that the above corridor represents a
major north -south gap in the planned bicycle system. This gap hinders access to major
employment and commercial activities in Southcenter. Provision for bicycle
accommodation in this vital corridor will be challenging to be sure, but it must be
addressed, and it will also help maximize the benefit of the plan's recommendations for
the several planned east -west bike- friendly routes which terminate at this segment of
Southcenter Pkwy
2. The Southcenter shopping mall is a major employer in aggregate.
The mall is just east of the missing Southcenter Pkwy corridor bike route link addressed
in item 1 above and should be given the "major employer" map symbol on all
system/citywide maps in the report giving further emphasis to the importance of the
draft plan's unmet need discussed in item 1.
3. Bike access from Klickitat Dr into the Southcenter Mall area.
This is a critical gap and needs more attention (see also Item 1, above).
orangediscBikelssuesBe7 -07
July 10, 2008 2/4
Comments on Tukwila Draft Non Motorized Plan (continued)
4. Martin Luther King, Jr Way S north of Boeing Access Road.
This is a regional -class bicycle route. The need for bike accommodation improvements
011 it as it enters Tukwila and intersects the draft plan's recommended bicycle facility
improvements for Boeing Access Road/S. Ryan Way should be addressed.
5. Military Road.
Military Road should be incorporated into the "Recommended Bike- Friendly Routes"
plan map (Figure 5). It is an important neighborhood route and alternative travel route
and supplement to bike travel on the more challenging Tukwila International Blvd (Hwy
99, formerly Pacific Ave S.) with the latter's far greater traffic speed, volume,
commercial traffic, and commercial driveways.
6. Implementation Scheduling.
The plan should address nominal scheduling for major bicycle facility improvements.
An excellent way to convey this to the reader and the public is by providing a map figure
series in the report (it can be scaled down in size) showing the completed bicycle facility
network for several planning horizon points e.g., (1) Existing, (2) 2013 (i.e., say 5 years
hence) (3) 2018, and (4) Long -range "build- out (See Figure 6, page 59 in the Seattle
Bicycle Master Plan report for a good example of this graphic depiction). This graphic is
an excellent way to convey the character, scale and speed of the plans implementation
program.
Some corresponding implementation tables would also be helpful, or at least the nominal
implementation target date could be added to the improvements tables now in your draft
report, such as Table 4 "Recommended Bike Lanes" (p. 55).
7. Bike Lane design guideline elements:
(a) Full standard bike lane with parallel curb parking case.
A total of 15 feet measured from the face of the curb to the outer snipe of the bike lane is
required to have a bike lane installation which is free of the narked car opening of the
driver -side doors (the "door- zone" safety nroblem). This provides for a 5 -ft wide bike
lane and a 10 -ft-wide parking lane (7 or 8 -ft marked parking stalls plus buffer for the
door zone). Unfortunately the American Association of State Highway and
Transportation Official's (AASHTO) current bicycle lane design guidelines does not
address this fact.
Installations of 13 feet and 14 ft width .are shown in the Tukwila plan for several
projects: 13 ft for the vital Andover Park East bike route improvement (page 69), and 14
feet width for Baker Blvd (page 70).
July 10, 2008 3/4
Comments on Tukwila Draft Non Motorized Plan (continued)
(b) Bike Lane adjacent to "High" Barriers.
AASHTO and WSDOT design guides show 5 feet minimum width (measured from the
face of the curb) for a bike lane width adjacent to a curb (Tukwila plan page 36). Where
there is an extremely high curb, guardrail, "Jersey" barriers, retaining wall or other "tall"
barrier at or within a foot of the curb -face adjacent to the bike lane, the bike lane should
be at least 6 -ft wide measured from the curb -face. This is especially important on
horizontal curve alignments and where there is a barrier curb on both the left and right
edges of a single traffic lane (e.g., curbed two -lane roadways with a curbed median).
8. Curb Bulb -Outs Design.
Revise the text (Page 52) to more clearly state that the bulb -out should not encroach upon
or pinch -down the travel pathway of a cyclist at the right edge of the traffic lane nor
encroach upon the bike lane where a bike lane is present.
9. Standard for block length.
The City's current standards for maximum block length 1,000 feet for residential areas
and 2,000 feet for commercial and industrial areas- are too long and should be reduced.
Such long block lengths are now generally seen to be a great impediment for convenient,
efficient and environmentally friendly circulation and access especially for non-
motorized travel, but for motorized travel as well. Adverse examples are Tukwila's
greater Southcenter area and Bellevue's downtown, with these superblocks now posing
difficult and remedy costly barriers to development and redevelopment of more efficient
circulation and access.
10. Adopt a Complete Streets Policy.
The City should adopt a policy ordinance for "Complete- Streets which a number of
local cities have now done in connection with their non motorized transportation and
comprehensive planning, e.g., the cities of Redmond, Kirkland, and Seattle.
I note that on page 97 under the performance goals for "connectivity" it states that
"Ensure that bike lanes are included in CIP sheets that include recommended bicycle-
friendly routes (I've added the underscores), and sidewalks are included on all CIP
sheets. In contrast, under Complete Streets all projects on all streets should
include bicycle and pedestrian and transit accommodations /facilities regardless of the
street segment's non motorized plan network status unless there are specific major over-
riding reasons for omitting their provision. Copies of the complete streets policies of the
above cities are available from those cities and the Cascade Bicycle Club.

plan for improved non motorized transportation!

SECOND AMENDMENT TO DEVELOPMENT AGREEMENT
BETWEEN THE CITY OF TUKWILA,
WEA SOUTHCENTER LLC,
FOR THE EXPANSION AND RENOVATION
OF WESTFIELD SOUTHCENTER MALL
THIS SECOND AMENDMENT TO DEVELOPMENT AGREEMENT "Second
Amendment") is entered into by and between the City of Tukwila, a Washington Non- Charter
Optional Municipal Code City (the "City and WEA Southcenter LLC, a Delaware limited
liability company "Westfield the majority owner and developer of the Property (defined
below).
RECITALS
A. The City, Westfield and Prudential Financial Inc. "Prudential entered into that
certain Development Agreement (Contract No. 05 -123) recorded under King County Recording
No. 20060621000329 (the "Development Agreement"). The Development Agreement (File
No. DA7 -003) related to the expansion and renovation of the Westfield Southcenter Mall
development site (the "Project"), as depicted and legally described and in Exhibit A and
Exhibit B, respectively, of the Development Agreement (the "Property
B. Westfield acquired the majority of the Property from Prudential on September 29,
2006, and is now successor -in- interest to Prudential under the Development Agreement. Except
for a portion owned by Federated Department Stores, Inc., the Property is owned by Westfield.
C. The City and Westfield entered into that certain First Amendment to the
Development Agreement recorded under King County Recording No. 20070920001425 (the
"First Amendment"), to provide that Westfield was vested to the provisions of the Tukwila
Sign Code, Tukwila Municipal Code "TMC Chapter 19 (the "Sign Code in effect on
January 1, 2007, as opposed to the provisions in effect on the EIS Issuance Date. Per the First
Amendment, references to TMC sections in this Second Amendment are citations to the Sign
Code in effect on January 1, 2007.
D. The City and Westfield now desire to execute this Second Amendment in order to
formalize past applications of the Sign Code, Tukwila Municipal Code (TMC) 19 and related
signage procedures to Southcenter Mall and to provide clarity on application of the Sign Code to
Mall Garages.
E. There are two types of signs specified in Sign Code that are allowed at the Mall
signs for tenant/businesses and signs for the center as a whole. Signs for the center as a whole
underwent design review and were approved as to color, materials and type by the Board of
Architectural Review. (File no. L07 -007 hereinafter the "Sign Package Approval This
Agreement modifies the Sign Package Approval for Brand Alliance signage.
F. There are multiple buildings on the Property. Any approved future development
that abuts the Main Building shall be considered part of the Main Building for the purposes of
this Agreement and the Sign Code. Any approved future development that does not abut the
Main Mall Building (other than a parking garage) shall be considered a Perimeter Building
G The complexities of sign regulation relative to the changing character of the Mall
have resulted in the following City interpretations and administration of the Sign Code on the
regulation of tenant/business signage on the Mall Property.
1) Tenants in the Main Building that have their own exterior public entrance are
allowed signage on that portion of the Building that serves as an exterior wall to its tenant space;
and
2) Tenants in the Main Building are allowed up to two, and anchor tenants are
allowed up to four, wall signs, one for each wall that faces one of the four cardinal directions
(north, south, east and west); and
3) Sign size for Tenants in the Main Building is 6% of the total area of the wall
that serves as an exterior wall to the tenant's space but not more than 500 square feet; and
4) Tenants who have a portion of their exterior wall blocked by a Garage are
allowed instead to place signage on the Garage walls that are parallel to the tenants blocked
exterior walls. The area allowed for the Garage mounted wall sign is calculated using the area of
the wall upon which it is mounted.
5) Tenants in perimeter buildings are allowed two wall signs.
6) One freeway interchange sign is allowed per the height and area allowance of
Freeway Interchange Businesses; Penniitted Signs Height and Area Allowance (TMC
19.32.180.)
H. The City and Westfield agree that each has entered into this Second Amendment
knowingly and voluntarily, and agree to be bound by the terms and conditions of this Second
Amendment.
I. The Tukwila City Council held a public hearing to consider this Second
Amendment on July 14, 2008, and approved this Second Amendment by Resolution on
,2008.
J. SEPA review for the entire Project was fully and completely evaluated through an
Environmental Impact Statement entitled Westfield Shoppingtown Southcenter Expansion dated
October 6, 2004, prepared pursuant to the State Environmental Policy Act, RCW 43.21C, and no
further SEPA review is required in connection with this Second Amendment.

Development Agreement constitute the entire agreement between the parties with
respect to the subject matter of this Second Amendment.

SPONSOR'S Cascade Water Alliance (CWA) has completed each member's water audit agreement. These
SUMMARY water audits outline the supply relationship between CWA and its members. The City of
Tukwila does not have an independent supply source for water as we purchase all of our
wholesale water from CWA (currently Seattle water through the Cascade Block). Tukwila's
audit documents the specific parameters of all of Tukwila's water delivery points in different
locations throughout the City.
