A sign, per Sec. 3301 of the UBC, shall be posted at or near the main entrance, stating the occupant load. 3. Hose stations are required per City Ordinance #730. 4. Village Inn Pancake House has been substantially modified from that approved by the Board of Architectural Review. The plans will have to be resubmitted as revised to the B.A.R. before the Planning Division can sign off on the building permit. I will contact Mr. Rudy Maynard of the Benaroya Company and have him submit the necessary plans for the March 22, 1979 regular meeting of the Planning Commission. Here are my findings: 1. Code amendments for provisions for disabled persons: a. Provide 18" clear space on jamb side of doors #12 and #14 in room #117 (toilet vestibule). b. Toilet vestibule should be 48" in width to permit entry to women's toilet room. c. One water closet compartment in each toilet room should be a minimum of 4' 6" in width. 2. Attic draft stop: Provide attic draft stop as required by Section 3205(b). 3. Roof drains: Provide roof drains and overflow scuppers as required by Section 3207(b) and (c). 4. Masonry reinforcement: All masonry walls are to be reinforced with minimum steel to meet requirements of seismic zone #3. Size and spacing of steel is not shown on drawings. 5. Roof trusses: Roof trusses should be designed for concentrated loads from mechanical equipment and roof openings shown on Sheets M -2 and M -3. At this time no parking is being planned across the railroad right -of -way. If, in the future, this area is to be developed as parking the requirement for the fence will be provided. 8. Trash Enclosure The trash area is enclosed by a masonry enclosure. This enclosure has gates with metal slats so that the trash is not visible from the parking area. 9. Screening of Roof - Mounted Equipment The roof - mounted equipment has been screened from Southcenter Parkway and both sides of the building. The mansard has been deleted from the rear of the building. As discussed the en- bankment at the rear of this property minimizes this rear exposure. 10. Parking Lot Lighting Since the portion of the lot north -east of the nadlroad right -of- way is not being developed as parking this area will act as a buffer between the parking lot lighting and the adjacent property on the north and west sides of the site. 11. The site is located on the west side of Southcenter Parkway, lying adjacent to the north side of the existing Carriage House furniture store, within the Parkway Plaza West business development. The scope of work was developed during several telephone conversations between Mr. Studebaker and Mr. Steve Pendergrast, Structural Engineer, and Mr. Jack K. Tuttle of our office. The work was authorized verbally by Mr. Studebaker'on August 24, 1978. We have performed a number of investigations for the general site area, including preliminary studies as summarized in our report for Benaroya Company dated May 3 and June 28, 1976, and a soils investigation for a site near the Carriage House which was presented in our report to McCann Construction Company dated May 6, 1976. We have also carried out construction inspection services for the Carriage House and for the high railroad cut which lies to the west of your site. August 31, 1978 Page 2 We understand the building will be a relatively light one -story structure, with no unusually high floor loads. Some fill placement will be necessary to bring the general site area and building area to the desired grade. The purpose of our present work is to provide recommendations for foundation support for the planned restaurant structure, based on informa- tion from our files and our general knowledge of the area. We have provided a verbal summary of our conclusions and recommendations in a telephone conversation with Mr. Pendergrast on August 28, 1978. The site is located along the west margin of the Green River Valley. It is underlain by floodplain deposits consisting primarily of compressible organic silts and peat which vary in thickness across the general site. Our Boring 76 -1, which was performed during a preliminary investigation for the Benaroya Company, indicates a thickness of peat of up to 22 feet along the east boundary of the property. The peat deposit becomes progressively thinner to the west, where the original hillside extended prior to construction of the railroad spur alignment. The peat is underlain by deposits of coarse- grained alluvium and /or glacially consoli- dated soils. A slight artesian head has been noted in the material below the peat in several of our borings. The site area was developed in conjunction with the railroad spur construction during 1976. At this time a layer of fill was advanced across the old peat deposit to provide general access. During early 1977 further grading activity was carried out by the Benaroya Company to provide better surface drainage. We estimate the thickness of fill varies from 3 to 6 feet across the site with an average thickness of approximately 4 feet. DAPAES MOORE Village Inn Pancake ,House, Inc. August 31, 1978 Page 3 CONCLUSIONS AND RECOMMENDATIONS Based on the results of our study, we conclude that pile support of the building frame and floor slab will be required to limit structural settlements. The variable thickness of the compressible soil deposit makes the accurate prediction of pile lengths difficult. Therefore, we believe that augercast concrete piles would provide a definite advan- tage over precast concrete or timber piling. The soft organic soils underlying the site will require a long period of time to reach settlement equilibrium under the load imposed by site fill. This effect was observed at the nearby Carriage House, where the parking lot adjacent to the pile- supported structure continued to settle noticeably for at least 1 year after construction. Such settlements will result in the mobilization of downdrag forces on the piles. For a given pile type and size, the magnitude of these forces is primarily dependent upon the magnitude of the load which causes settlement; that is, the load imposed by the new fill. The forces also depend on the thickness of compressible soils and pile spacing. We have analyzed two conditions for fill placement to arrive at our recommendations for pile support. In the first case, fill would be placed over the entire building area to provide a surface against which the structurally supported floor slab could be cast. Downdrag loads would thus be imposed on all piles supporting the structure. In the second case, fill placement would be limited to areas outside the building to raise parking areas to the desired grade. Porches and perimeter walkways would be cantilevered out from the exterior walls to maximize the distance between the exterior piles and the adjacent parking area fills. In this case, no downdrag would be expected to act on interior piles which lie at least 15 feet from the edge of the new fill. We estimate that downdrag forces on the exterior piles would be limited to about one -half the full downdrag value. DAMES 8 MOORE Village Inn Pancake House, Inc. August 31, 1978 Page 4 Our analyses indicate that 12 -inch diameter augercast piles will provide adequate support for the building. For this pile size, we estimate that a maximum downdrag force of approximately 27 tons could be exerted on the piles due to the placement of new site fill. Net allowable capacities for various pile penetrations are presented in the following tabulation. We recommend that all piles penetrate at least 20 feet into the dense soils which underlie the peat and silt. The capacities presented below apply to the structural load - carrying capability of the piles and are in addition to downdrag loads. The hollow -stem auger should be advanced through any water - bearing sands underlying the peat in a fashion which will minimize excessive displacement of the sands. It is essential that the installation be observed by experienced geotechnical engineering personnel who will maintain a detailed log of each pile installation, record the depth to the bottom of the peat deposit, confirm that the auger penetrates to the desired level in the supporting strata, and observe that the material retained on the auger after withdrawal corresponds to the expected supporting soils. Careful observations must be made during the grout injection procedure to determine that a slow, uniform rate of auger withdrawal is maintained to check that the volume of grout pumped is consistent with the volume of the augered hole, and that the grout pressure is kept at the proper level throughout the operation. August 31, 1978 Page 5 C We recommend that the placement of site fill be completed as soon as practical in order to provide the greatest possible span of time between the completion of filling and installation of the piles. This will minimize, to some extent, the downdrag forces realized on the piles and will allow the underlying compressible soils and the existing fill materials to stabilize somewhat under the newly imposed loads, thus reducing postconstruction differential settlement between the parking area and the building. Ramp access rather than steps should be constructed between the parking area and the pile - supported slab. Some postconstruc- tion maintenance to raise the grade of these ramps where they abut the slab must be anticipated. For single -pile foundations installed as recommended above, we estimate that settlements of less than 1/2 inch will occur. The differential settlement between adjacent columns should be less than 1/4 inch. We appreciate the opportunity to serve you on this project. Village Inn Pancake House, Inc. is proposing a one - story restaurant facility of 4,900 square feet. The proposed structure is to be located at 17305 Southcenter Parkway, directly to the north of the existing Carriage House Furniture Store, with the east elevation facing Southcenter Parkway and the west elevation facing onto the nearby hillside. The north elevation faces onto property zoned R -1 and the Union Pacific Railroad easement crosses the site. Exterior treatment of the proposed building is to be hollow, buff colored brick with grain texture. Windows are to be aluminum storefront, dark bronze- with caustic etch. They are to be cedar trimmed. Entry doors will be dark bronze aluminum storefront type. The building setbacks are well in excess of the required 15' for front and sides, and 5' for the rear. The site plan indicates a total of 69 parking spaces. 63 spaces are required. Staff recommends approval of the proposed restaurant site plan and elevation drawings with the following conditions: 1. Compliance with subdivision ordinance. 2. Provision of a 5' wide sidewalk along the entire eastern property line, including pavement between railroad ties. 3.
