On 18 December 1979, the attached letter was sent to Pacific Townhouse Builders advising them that the above - captioned permit application did not .. conform 'to " stipulation 4c of Exhibit C of Ordinance #1071. 3. On 21 December 1979, Don Dally of P.T.B. ' indicated by telecon their feeling that stipulation. 4c did not apply in this case. After discussing the matter with Kjell, we agreed to issue the subject permit provided: a.
