HomeMy WebLinkAbout2013-09-19 Special Minutes - Comprehensive Plan Update Work Session City of Tukwila City Council Comprehensive Plan Update Work Session Location: Conference Room # 2 6300 Southcenter Blvd., Tukwila, WA Date: September 19, 2013 Start: 5:31 p.m. End: 6:29 p.m. PRESENT City Council: Kathy Hougardy, Council President; Councilmembers: Joe Duffie, Allan Ekberg, Kate Kruller, De’Sean Quinn, Dennis Robertson, Verna Seal Staff: Nora Gierloff, Rebecca Fox, Lynn Miranda, Moira Bradshaw, Bob Giberson, Laurel Humphrey The purpose of this Council Work Session was to review and discuss an updated matrix of comments and questions regarding proposed 2013 changes to the Comprehensive Plan for the 2015 Growth Management Update. Introduction Prior to this meeting, staff compiled a matrix of questions and comments received by Councilmembers and others during and after the July 30 and 31 work sessions and the August 12 public hearing. At a work session that occurred on August 9, Councilmembers reviewed the matrix and identified line items to set aside for further review and discussion, and those items were presented to the Council in an updated matrix distributed prior to this meeting. In a line by line review and discussion of the matrix, consensus was reached for the following decisions: Southcenter/Tukwila Urban Center:  Lines 12,13, 15, 16: Accept staff recommendations.  Line 18: Remove the reference to transit tradeoffs in Policy 10.2.7. Utilities:  Line 2: Disregard request for new policy.  Line 3-4: Restate language in Policy 12.1.18 to read “Prioritization should be given to the city’s regional growth and manufacturing/industrial centers while balancing the needs of residential neighborhoods.”  Line 5: Accept staff recommendations.  Line 6: Accept all staff recommendations, and in Option 1, add language to “provide a mechanism” for exemptions. City Council – Comprehensive Plan Work Session September 19, 2013 – Page 2 Capital Facilities:  Line 8: Accept staff recommendation, but strike the word “all” in the sentence “All capital improvements will be funded from the above mentioned revenues.”  Lines 13: Accept request for reordering.  Line 25: Accept proposed language.  Line 29: Accept proposed language. Transportation:  Line 5: Accept Option 1, Leave as is.  Line 10: Accept staff recommendation.  Line 12: Strike the words “continue to” in Policy 13.6.2 to read “Allocate funds to Residential Street Fund in order to build sidewalks on residential local access streets.” Natural Environment:  Lines 6, 17, 18, 19, 20, 21, 32: Accept all staff recommendations.
