Joint Legislative Priorities 2. Traffic Issues around School Properties 3. KCLS Foster Site 4. Attendance Campaign 5. Communication Processes 6. Advisory Board and Commission Student Positions 7. Miscellaneous Joint Legislative Priorities rove its legislative agenda until January, and that the City is supportive of working with the School District on mutual priorities. Councilmember Quinn mentioned that he and Board Director Larson will work together on the issue of homelessness in the student population. ongoing local and state activity around this issue, and she will keep the District informed. Board Director Fertakis stressed the importance of needs-based funding allocat The Council and the Board both expressed approval for the idea of a joint meeting with State Legislators to take place in Tukwila prior to the legislative session, followed up with a joint trip to Olympia. Traffic Issues around School Properties nd th As an update on the intersection of 42Avenue South and South 144Street, Bob Giberson, Public Works The City has applied for a Transportation Improvement Board grant and is expecting to receive notice of results in November. The prospect looks positive, and if funds are granted, it is expected that design will take place in 2014 and construction can begin in 2015. Considerations such as peak demand timing will take place during the design process. The intersection already has the conduits to accommodate signal installation. Other issues discussed by Councilmembers and Board Directors include hazards around the Showalter Middle School crosswalk, traffic congestion associated with parent pick up and drop off, and the good example of traffic flow around Cascade View Elementary. It was decided that the City and School District should appoint key contacts to identify and prioritize the different issues related to traffic around school properties. Joint City Council- School Board Meeting Minutes October 2, 2013 Page 2 KCLS Foster Site When King County Library System relocates its Tukwila branch to the Tukwila Village development, the current th building at 4060 S. 144 Street will be vacated and prepared for disposition as a surplus property in accordance with state law. Superintendent Coogan stated that the School District continues to have an interest in the site as a center for early learning activities, and would like to see partnership with the City and with Puget Sound Educational Service District to this end. The Council has not yet decided upon a policy regarding the use of the space but may consider the issue as part of the budget process or in consideration of 2014 City priorities. Attendance Campaign Superintendent Coogan would like to see collaboration between the City and the District on an anti-truancy School District and Mayor. She also stated that the Tukwila School District is coordinating with other school districts in the region in an effort toward cohesion and not competing for available funds. Councilmembers and Board Directors discussed various aspects of attendance trends. Communication Processes Councilmembers, Board Directors, and staff from both agencies all complimented the positive direction of communication efforts between the City and the District of late. This is the second joint meeting of the year, Superintendent Coogan and City Administrator David Cline are meeting monthly, and each agency now has a communications liaison who will be working together. Advisory Board and Commission Student Positions The discussion focused on many opportunities for youth engagement, since board and commission student positions are just one way to involve students in government. Council President Hougardy, Superintendent Coogan, and Joyce Brainstorm ideas posed by Councilmembers, Board Directors, and staff included: Roving participation on boards (that is, a student has an opportunity to try multiple positions rather than committing to 2 years on one board, and boards benefit from multiple students) Authentic representation, not just token appointment Education in government/civics via Jurassic Parliament class, mock or actual Council meetings Classroom visits by Councilmembers Job shadowing, internships, mentoring Enhanced emphasis on service responsibility as a life value Big Brothers/Big Sisters Miscellaneous Members of Sustain Tukwila Pool expressed support for a community partnership to expand swimming into the school curriculum. Board Director Wahlstrom inquired about the status of the grocery site being vacated by Tukwila Trading this week. Councilmember Quinn invited the School Board to attend lunch and a joint meeting as part of the 2014 Council retreat, set to occur in late January. Council Analyst Laurel Humphrey will work with the Board on scheduling. Councilmember Kruller attended a meeting regarding the contract with Community Schools Collaboration.
