The following commissioners attended the regularly scheduled meeting of the Tukwila Civil
Service Commission: Ron Johnston, Carol Zuvela and Dennis Sivak. Others in attendance
were Police Chief Mike Villa, Acting Fire Chief Chris Flores, and Kim Gilman, Civil Service
Examiner.

APPROVAL OF MINUTES
Chair Johnston called the meeting to order.
The Chair asked if there were any corrections needed for
the June 10, 2013 Commission Meeting minutes. No
corrections were noted.

In the interest of staff time, the Chair opted to move
Department Reports to an earlier spot on the agenda. As
such, items listed under General Business, were discussed
at the end of the meeting.
POLICE DEPARTMENT BUSINESS
Staffing Update
Chief Villa reported that there are 3 officers currently in
training, 2 of which are entry -level officers that are in the
Academy. There are 2 candidates currently in the
backgrounding process. He noted that there remain 5
police officer vacancies in the Department, and that 2
lateral -entry candidates have been scheduled to test, in
addition to entry -level oral boards, in an attempt to fill
those vacancies. Chief Villa reported that there is one
officer out on FMLA, and another out on long -term
military leave which results in there being 65 deployable
officers currently. He explained that the Department is
looking at strategies to recruit laterals over the next few

Staffing Update
years. An emphasis on lateral recruiting was due to the
past history of more than half of the entry -level candidates
(over the past few years) not passing Field Training.
Historically, the Department has had a better success rate
with Lateral -Entry Officers.
Chief Villa continued his report by stating that there are 2
vacancies in the Police Records Division, and that 2
candidates are in the background process now. He noted
that there is 1 Patrol Administrative Assistant position
vacant, which he hopes to fill soon.
The Examiner presented the Commissioners with an
eligibility list containing 7 names in consideration for the
Patrol Administrative Assistant position. She noted of the
69 applications received, the top 20 candidates that scored
highly on the written test participated in further testing
including a typing exam, computer skills testing, and an
oral board. The list will be in effect from August 5, 2013
to August 4, 2014, or until depleted.
The Chief Examiner thanked Commissioners for coming in
during the month of July to certify the Police Records
Specialist Eligibility list so that the City could proceed to
fill existing vacancies.
Commissioner Sivak complimented Chief Villa on the
Police Department's Annual Report, which was distributed
to Commissioners during the June meeting. He noted that
it was a quality publication.
Acting Chief Chris Flores reported that 1 member is out on
long -term medical leave. He noted that on July 11th 2
entry -level Firefighters graduated the Academy. The
Department experienced a cost - savings of 70% on
Academy tuition as part of the Joint Apprenticeship
Training Committee program.

Commission Meeting
Civil Service Rules Revision
Acting Chief Flores and the Commissioners discussed the
options available to the Fire Department when the Fire
Captain Eligibility List expires in November. Acting Chief
Flores explained that the Department would like to
participate in the Zone 3 Training Consortium's Fire
Captain Tactical Exam, scheduled to occur in the Spring of
2014 but in doing so there is a several month gap. Per the
Civil Service Rules, another extension is not available.
Commissioners discussed the possibility of the Department
making a provisional appointment if a Fire Captain vacancy
should occur.
Chair Johnston noted that due to the Labor Day Holiday,
City Offices will be closed and the Commission will be
unable to meet the first Monday of the month. Therefore,
the Civil Service Commission meetinf has been
rescheduled to Monday, September 9" at 5:OOpm in the
Conference Room of Police Administration, 6300
Southcenter Blvd. The Civil Service Examiner will make
the arrangements.
Commissioners agreed that the proposed changes would be
discussed at tonight's meeting, read at the September
meeting, and then voted on during the October meeting.
Commissioners discussed several changes to the rules
including edits made to comply with current RCW's and
industry standards, clarifying the mailing procedures used
to notify candidates being removed from an eligibility list,
posting requirements and the use of interne technology,
and correcting typographical errors. The Civil Service
Examiner will compile a list of all edits in advance of the
September meeting.
