SUBJECT: Purchase of Codiga Park Picnic Shelter and park amenities
ISSUE
Purchase of Codiga Park Picnic Shelter and various other park amenities from Northwest
Playground Equipment, Inc.
BACKGROUND
Prior to the demolition of the barn from the old Codiga Farm site, staff measured and drew
the gable barn structure. This information was used to create a unique gabled picnic shelter
for the park being constructed at Codiga Park. This is one of the ways that the history of the
site is being demonstrated in the design of the park.
At this time, we are making purchases for various park amenities for three different parks.
The order for all these items will be placed at the same time to save money on freight and to
receive a discounted price prior to an unusual mid -year price increase. The items for Codiga
Park will be "owner provided and contractor installed" while staff will install the other items at
the Spray Park and Macadam Winter Garden.
The picnic shelter is a 'long lead' item. The City ordering the shelter now will allow for a
shorter construction contract with a completion date this fall, permits pending.
DISCUSSION:
Staff has obtained a bid from the State Bid list for the unique picnic shelter and various park
amenities for three different parks:
CODIGA: Picnic Shelter, 3 benches, 3 trash cans, 4 picnic tables;
SPRAY PARK: 3 benches 1 trash can; and
MACADAM WINTER GARDEN: 1 trash can.
RECOMMENDATION
It is recommended that the City Council authorize the Mayor to sign a Purchase Order for
Northwest Playground Equipment, Inc. (State Bid Contract No. 14803) in the amount of
$43,990.35 to purchase the Codiga Park picnic shelter and additional park amenities.

TERMS AND CONDITIONS
QUOTE CONDITIONS AND ACCEPTANCE: This quote is valid for 30 days, for receipt of equipment no later than 90 days following order
placement.
Orders placed or requested for delivery after these dates are subject to price increase. It is the responsibility of the buyer to verify quantities and
description of items quoted. Acceptance of this proposal indicates your agreement to the stated terms and conditions.
EXCLUSIONS Unless specified above, this quote excludes all site work and landscaping; removal of existing equipment; receiving inventory or
equipment and unloading; storage of equipment prior to installation; required permits; equipment assembly installation, safety surfacing;
borders or drainage system; safety fencing
PAYMENT TERMS: 50% is due at time of order with the balance due on delivery. Payments due and unpaid shall incur interest from the date
payment is due at a rate of 18% annually.
FREIGHT AND DELIVERY: Delivery times are currently 5+ weeks after order submittal. Unless otherwise noted, all equipment is delivered
unassembled.
Unloading, inventory. inspection and storage shall be the responsibility of the buyer. Buyer shall check the delivered items against the deliver/
receipt provided by the driver. Shortages or damages not noted on the delivery receipt shall be the buyer's responsibility. Freight damages
and/or shortages must be reported to Northwest Playground Equipment within 10 days concealed shortages within 90 days.
RESTOCKING. Items canceled, returned or refused will be subject to a minimum 25% restocking fee. All freight charges will be the responsibility
of the buyer

CALL TO ORDER: Chair Hernandez called the meeting to order at 5:03 p.m.

II. BUSINESS AGENDA
A. Resolution Declaring Fort Dent Playground Eauipment Surplus
Staff is requesting full Council approval, via resolution, to surplus playground equipment (1996) from
Fort Dent Park. New equipment was recently installed in another location of the Park as a replacement
for the aforementioned surplus equipment. The surplus equipment was utilized to its life expectancy.
Declaring the equipment surplus allows the City to remove it from the capital equipment list.
UNANIMOUS APPROVAL. FORWARD TO JUNE 9 COW.
B. Bid Award for Purchase of Codiga Park Picnic Shelter and Other Amenities
Staff is seeking full Council approval authorizing the Mayor to sign a purchase order in the amount
of $43,990.35 to Northwest Playground Equipment, Inc. The purchase order is for items for three
City parks:
Codiga Park Picnic shelter, four picnic tables, three benches and three trash cans.
TCC Spray Park Three benches and one trash can.
Macadam Winter Garden One trash can.
The vendor for these items was secured from the State Bid list. The picnic shelter is a long lead
item, and is expected to be ready for delivery this Fall. Staff will include a rendering of the shelter in
the information that is submitted to full Council. UNANIMOUS APPROVAL. FORWARD TO
JUNE 9 COW.
C. Park. Recreation and Open Space Plan (Review Continued from CAP 5/12/08)
Staff continued review of the Park, Recreation and Open Space Plan from the May 12, 2008,
Community Affairs and Parks Committee meeting.
The draft plan is now available on the City's website for public review. Three additions were
distributed including a cover page and pages 16 and 18 which incorporate updated tables.
Committee members asked clarifying questions of staff and identified general typographical errors.
The Committee asked staff to address the potential impact of the streamlined sales tax
implementation (applicable July 1, 2008) in Appendix E: Finances.
