SUBJECT: MORGAN OFFIC BUILDING (APP #77 -91)
I have reviewed the plans submitted for the above - referenced project in pursuit
of a foundation permit and note the following.
Floor Area:
A) Gross floor area = approximately 7,000 square feet.
B) Net floor area = approximately 5,600 square feet.
Parking:
A) Minimum number of parking spaces required = 22 (7,000 @ 3.1 spaces /1,000
= 21.7)
B) Parking area design must fulfill, as a minimum, the following standards:
1) Two 90° stalls with 2 -way center aisle must provide:
a) 62 feet from inside edge of wall to inside edge of wall if
stalls are 9.0 feet in width. —'
b) 60 feet from inside edge of wall to inside edge of wall if
stalls are 9.5 feet in width.
2) One 90° stall with 2 -way aisle must provide:
a) 43 feet from inside edge of wall to inside edge of wall if
stalls are 9.0 feet•in width.
b) 40 feet from inside edge of wall to inside edge of wall if
stalls are 9.5 feet in width.
Inasmuch as the entire parking is provided within the basement for which the
applicant has requested a foundation permit, I request a foundation permit not
be issued until the applicant has demonstrated compliance with parking standards
hereinabove described.

Gentlemen:
Reported herein are my findings on the soil conditions at
•the site of your proposed office building. in Tukwila. The •
work.was authorized by you a week or so ago following con-
versations between myself,. Gary Scott, and Bruce Morgan.
The building would be single story and of wood -frame con
struction With underground parking. The site is imme-
diately north of Southcenter and a few hundred yards west
of `the new Tukwila City Hall. A wood -frame house presently
occupies part of the proposed building area.,
The concern which prompted my involvement stemmed from.:,.
the steepness of the downhill slope. immediately south of
the south edge of the office building. A cut slope of
30 -33o extends from the north shoulder of Southcenter
Boulevard to the approximate' edge of the subject site...
The vertical height is about 35 -40 feet. Essentially no
filling is proposed, and cuts will be limited to about
six feet, primarily along the north side of the building
to accommodate the underground parking.
Conditions were explored by digging five backhoe test
pits at locations shown on page 4, which is a partial,

addition, I reviewed the technical documents applicable to
that area and made. a reconnaissance of, the. cut slope." • t

originally estimated 'was incurred.
Two basic soil types wera.noted in the test pits and along..;.
the existing downhill cut:. First; the uppermost soil is
glacial till which extends beyond the depth of test pit':1.`:
It has a minimum thickness of near zero in the vicinity of
pit 2. Till is a mixture of silt, sand, and gravel.
Characteristically, it grades harder and less permeable
downward with depth as a result of weathering.
Underlying the till is a massive formation which consists
mainly of sandstone. Where severely weathered, .. the appear -
ance and general character of the rock is somewhat similar
to till. Even well below the effects of weathering along
the toe of the roadcut, the material is weak and friable
by bedrock standards. It,,can easily be excavated with
construction a qui'pment. At comparable shallow
depths, however, the sandstone is stronger and less •com-
pressible than the'glacial'soil. •
Test pits' 1, 4, and . 5' encountered groundwater seepage at
depths between 2A and 44 feet. This represents a shallow,
perched condition totally unrelated to the regional ground-
water level. The condition may be intermittent. It is.:
important to this project only insomuch as it will be a
nuisance during the early . stages of construction. Except
for the relatively unweathered sandstone, all of the, • •
materials logged are highly moisture sensitive; they tend'
to mud if subjected to traffic or other disturbance under
wet conditions. Once construction is completed,'the water -
will not affect the soil's compressibility or strength.
In my opinion, the hillside to the south is stable and
need not be investigated further. Placement of the '
building will not lessen the stability unless revisions
are made which would place large quantities of fill near'.
the south property line.
Conventional spread footing support of the building is
recommended. • It will 'be`," necessary to 'found parts of the :.
structure on glacial`' soil and parts . on residual sandstone.
Since the till is weaker`'than the weathered rock at compara-
ble depth, and to minimize differential settlement,, I'
recommend that all footings be placed at least 4 feet below_,
present grade and that bearing pressures be limited to-
4 ksf. . To comply w ,th' building code, no footing, either
continuous or isolated 'should be less than 14 inches wide.
Footing drains should be provided.
I• understand, that s, small quantity of fill may be placed
along the south edge of the parking slab. It will not be
practical to use onsite` material for that purpose. A more`
easily compact ble granular material is suggested. ,:

In reviewing the above mentioned project plans, please note
the following items:
1. Per UFC Sec 10.104(b), "All doors in or
leading to exits shall be maintained open -
able from the inside without the use of a
key or any special knowledge or effort at
all times when the building or area served
thereby is occupied."
2, Per UFC Sec. 10.113, "At every required
exit doorway, and wherever otherwise required
to clearly indicate the direction of egress,
an exit sign with letters at least 6 inches
high and readily distinguishable shall be
•maintained."
3. An automatic fire extinguishing (sprinkler)
system is required and shall be installed,
designed and tested per City Ordinance #730.
4. Hose stations are required per City Ordinance
#730.
5. Fire extinguisher type, quantity and placement
shall be per NFPA #10.
6. Protective guard posts or curbs are required
around all gas meters, electrical vaults,
sprinkler valves and hydrants.
7. Post the entrance driveway conspicuously as,
"Fire Lane - -No Parking ".
8. Provide an outside location for the garbage
dumpster. Otherwise, construct a one -hour
rated room exclusively for the dumpster.
Please include these comments in your review of the above
mentioned project.
