SUBJECT: VIP's Grading /Excavation Permit Application

OFFICE of COMMUNITY DEVELOPMENT
Thanks for promptly forwarding the above- mentioned application. I have several
concerns.
1. I am forwarding the performance bond for grading and landscaping to the
City Attorney for his review.
2. The landscape plan submitted with the grading application does not include
a matrix or listing of all landscape materials to be used, their common
names or the quantity of each specie.
. Plans submitted for grading and excavation also indicate parking arrangement,
internal circulation, and so forth. I hope they don't expect the City's
approval on these aspects at this time. Perhaps it should be noted on the grading/
excavation permit itself that approval of the grading permit does not constitute
approval of any other plans such as building or site plans.
. Also, at this time I am in the process of finding out whether we will seek
sign code compliance on the restaurant sign in conjunction with this permit
or at a later date (possibly in conjunction with the building permit).
Please hold the application in abeyance until you hear from me regarding the
outcome of the above.

The City's current contract, improvements on South Center Boulevard, contains
some drainage, sidewalk and roadway work within this area also. Since the City
will be assuming the responsibilities, it is appropriate your staff review and
approve the developer's plans to assure conformity to City policies.
This letter will serve as written authorization from the State to the'City of
Tukwila to authorize work on existing State R/W shown in red on the attached
plans.
The City, by countersigning in"the space provided, acknowledges and agrees to
approve plan's. by "ViPS Restaurant" representatives which are in conformance
with'City standards and authorize.said work within the State R/W described
above.
We are transmitting the original and two (2) copies of this correspondence.

This office has reviewed the grading plan for the VIP's site (west end).,
including the right -of -way portion, and the related landscape plan. (Revi-
sions dated 4 /14/78.)
The grading permit is hereby approved by this office for issuance with the
following stipulations:
1.
Parking for construction employees during grading and landscape
activities be provided on the VIP'.s property lying east of the
Arco service station site.
Grading of public right -of -way includes landscape and maintenance .
thereof in accordance with the landscape plan on file with this office
and dated 4/14/78.
Performance bond (in the amount of $9,250) insuring compliance with
approved plans for grading and landscaping above the 90' contour line shall
be exercised, if necessary, after 180 calendar days from date of grading
permit issuance.

SUBJECT: Building Permit Application #78 -16: Vip's Restaurant & Lounge
I have performed cursory review of the above - referenced application drawings
and note the following:
A. Application of Code parking regulations results in a minimum requirement of
60 spaces (1/5 persons of capacity). Although a total of 70 spaces are indi-
cated, will any additional parking be provided at the east end of the
restaurant? If so, it should'be indicated so I may determine its adequacy.
B. The site plan fails to properly indicate property lines of the site proposed
for development. Consequently, the site plan requires the addition of those
respective lines. Revision should also indicate ownership of the adjacent
parcels.
C. Chapter 18.56.055 (TMC) requires special landscape provisions. Consequently,
15 feet measured from the property line adjacent the street must be landscaped.
This will result in revision of the 90- degree parking proposed along that
property line.
All landscape associated with this development must be included with the
building permit with the acknowledgment that all such landscape shall be
installed prior to issuance of an occupancy permit for this facility.
D. Ordinance #1039 (reclassifying the property) mandates architectural screening
of the refuse disposal area. Such is not apparent in the drawings.
E. Any signing included in this application is nullified by virtue of Title 19
(TMC) which requires separate permit for such.
The existing non - conforming freestanding sign must be brought into conformance
with Title 19 prior to issuance of an occupancy permit for this facility.
Please withhold issuance of this permit until the necessary revisions have been
completed.
