SPONSOR'S City Council approved the Emergency Management Phase 1 initiatives on May 21, 2007
SUMMARY which included $100,000 for the First Responder DERT. The DERT will provide shelter
support for up to 100 emergency workers. Originally presented as one trailer, this purchase
is for 2 DERTs, each housing supplies for SO workers. Also included in the purchase authority
are 13 disaster kits, an emergency water system, and 27 NOAA weather radios for city
facilities.

Purchase of Disaster Emergency Response Trailers (DERT), Disaster Supply
Kits and Emergency Water Distribution System
ISSUE
Approve the purchase of resources as part of the City's Emergency Management Initiatives.
BACKGROUND
The City Council unanimously approved Phase One of the City's Emergency Management Initiatives on
May 21, 2007. One of the items included in Phase One was for First Responder Support with a budget of
$100,000.00 for the purchase of a self contained Disaster Emergency Response Trailer (DERT). The
intent was to provide shelter support for up to 100 emergency workers.
To support sustainable operations through the response, relief and recovery phases following an
emergency, the City must provide safe food, water and shelter to First Responders and emergency
workers. Additionally, the City must provide immediate emergency disaster supplies for staff should a
disaster occur while personnel are on the job. City staff will need rapid access to food, water, personal
protective materials, First Aid supplies and accurate information alerting personnel on safe actions that
must be taken.
The American Red Cross has developed a DERT configuration that has proven very successful in
responding to shelter needs in the region. The American Red Cross also offers Disaster Supply Kits for
10 people that can be distributed to City owned facilities to provide immediate access following a
disaster and AM/FM NOAA radios with hand crank generators and cellular phone chargers which will be
essential during an emergency.
In order to provide water to emergency workers, the City must be able to draw water from the North Hill
Reservoir, fire hydrants or portable water blivets. An Emergency Water Distribution System can provide
safe drinking water from the sources listed above and includes a manifold system, a generator and single
use water bags.
Work continues on the development of a comprehensive plan for an Emergency Food Program. The
program will be finalized over the coming months.
RECOMMENDATION
Approve the purchase of the following at an approximate cost of 61,000.00:

1 Emergency Water Distribution System
13 American Red Cross 10 Person Disaster Supply Kits
27 Eton/American Red Cross NOAA Weather Radios

e. Authorize the Mayor to begin implementation of the first phase of an Emergency Management
initiative in the amount of $1,119,000.00 to include:
f 1) Electrical upgrade design work for four City facilities City Hall, and Fire Stations 52, 53, 54
($125,000.00).
2) Standby generators for the above City facilities ($764,000.00).
3) First Responder Support/Disaster Emergency Response Trailer (DERT) ($100,000.00).
4) Improved public relations ($50,000.00).
5) Full -time staff person ($80,000,00).
MOVED BY HAGGERTON, SECONDED BY ROBERTSON TO AUTHORIZE THE MAYOR TO BEGIN
IMPLEMENTATION OF THE FIRST PHASE OF AN EMERGENCY MANAGEMENT INITIATIVE IN THE
AMOUNT OF $1,119,000.00 TO INCLUDE: (1) ELECTRICAL UPGRADE DESIGN WORK FOR FOUR

Councilmember Carter requested clarification as to how much money is expected to be expended in
2007. Jim Morrow, Public Works Director, explained approximately $250,000-$275,000 is anticipated to
be utilized in 2007. The remaining funding for the initiative is to be included as part of the 2008 budget
process.
Rhonda Berry, City Administrator, provided a timeline for hiring of the Community Emergency Response
Team (CERT) and Emergency Operations Coordinator positions. The Personnel Director is in the
process of performing an analysis and creating position descriptions. The expectation is that the CERT
staff member can be on board in mid- August, 2007 and the Emergency Operations Coordinator hired by
mid September, 2007.
II The Councilmembers expressed support for the initiative and also indicated the desire for continued
discussion and Council involvement in the additional phases of the overall project. The Council thanked
the staff for their efficiency and expediency in responding to the emergency management needs of the
City.

REPORTS

Mayor Mullet was not present due to his attendance at an economic development conference in Las
Vegas, Nevada.
b. Council
Councilmember Duffle attended the Citizens' Police Academy on May 16, 2007.
Councilmember Hernandez attended the Cascade Land Conservancy fundraiser breakfast and the Peace
Officers' Memorial Ceremony on May 15, 2007. She also attended the Citizens' Police Academy and
Tukwila Historical Society Meeting on May 16, 2007.
Councilmember Carter attended the South County Area Transportation Board (SCATbd) meeting on May
15, 2007. On May 16, 2007 she participated in the AWC Resolutions Committee meeting and the
Regional Transit Committee meeting.
Councilmember Haggerton attended the May 15, 2007 Cascade Land Conservancy fundraiser breakfast
where $635,000 was gamered for the organization. He reported on items discussed at the May 21, 2007
Finance and Safety Committee meeting to include a contract with the Museum of Flight and the Parks

Program highlights include:
90% completion of NIMS compliance training for required City
employees.
Contact made and draft workbooks completed for business resiliency
workshops.
Meeting with apartment managers to provide information and education
regarding their role during a disaster.
Acquiring Phase I equipment.
At the close of the presentation, Committee Chair Robertson stated that he would like to see an
established program plan for emergency management. He envisions this document as an outline of the
overall plan including structure, required funding amounts and an appropriate high level schedule
(quarterly preferred) relative to needed funding (i.e.: what is the plan, what does it mean, what is staff
working on, what are the different steps in the implementation process, etc). INFORMATION ONLY.
E. Purchase of Disaster Emergencv Response Trailer (DERT) and Eouinment
Staff is seeking full Council approval to purchase two Disaster Emergency Response Trailers (DERT),
disaster supply kits, an emergency water distribution system and National Oceanic and Atmospheric
Administration (NOAA) weather radios in the amount of $61,000.
Staff provided an overview of the contents of the DERT trailers and associated equipment. The trailers
can be purchased under state contract and are standard Homeland Security trailers under Washington
State Emergency Management Division designation. The contents will be reflective of a standard
American Red Cross shelter support supplies configuration. The intent of these trailers is to provide
shelter supplies for 100 first responders /emergency workers. Upon approval to purchase, staff anticipates
implementation of the equipment by late August. Ideas for emergency food supplies for first responders
were also discussed. UNANIMOUS APPROVAL. FORWARD TO JUNE 9 COW FOR
DISCUSSION.
