JOHNSON, ARCHITECT May 1, 1978 Mr. Gary C - field Assis - Planner lce of Community Development Tukwila, Washington 98188 � Pte^ SUBJECT: Additional data requested for the Environmental Impact Checklist on the Cottage Creek Townhouses Dear Mr. Crutchfield: The information you requested on 24 April 1978 to supplement our EIC on the Cottage Creek Townhouse proposal follows: 1. Earth: Those areas proposed as sites for buildings, drive- ways and parking stalls will be cleared in preparation for on site improvements. The area of clearing is 105,700 square feet (2.43 acres). The volume of cut is estimated to be 4,900 cubic yards. The volume of fill is estimated to be 3,000 cubic yards. Approximately 900 cubic yards of earth may be exported from the site. Discussions with the construction management firm which has been retained by our Client indicate that the export of earth from the site will be held to a minimum. Berms and other landscaping features will accomodate much of this ex- cess cut material. There are numerous people interested in any excess cut material which may be available. It is the opinion of the construction manager that the material can be disposed of within five (5) miles of the project should an excess be available. 2. Utilities: The owner will extend utilities (sanitary and storm sewers and water mains) at his expense. No funds will be required from the City of Tukwila. Construction and extension of these utilities will involve the use of standard, acceptable construction practices based upon an engineering design acceptable to the City of Tukwila. The equipment involved will most likely be as follows: P.O. BOX 3586, 35717 PACIFIC HIGHWAY SO., FEDERAL WAY, WASHINGTON 98003 TACOMA 927 -5604 SEATTLE 623 -5732 Page Two Mr. Gary Crutchfield May 1, 1978 a) Tractor mounted backhoe with a front end loader for trench excavation. b) Dump trucks for the import of bedding material, where required, for the installation of the sewer and water lines. c) A rubber -tire front end loader for backfilling ditches. d) Additional equipment such as barricades, lights, flag- men and compaction equipment. 3. Streets: The City of Tukwila, based upon the 1968 zoning agreement with the previous owners, requires the dedication of 20 feet and the improvement, by widening, of South 153rd Street. This existing street runs in an east -west direction along the north line of the subject property. The agreement states, "(a) To deed, without cost and without reservation or restriction, to the City of Tukwila a strip of land 20 feet in width along the north boundary of the property to provide for the widening of South 153rd Street to a standard street width of 50 feet; and to improve the south one -half of said 153rd Street along the north boundary of the property to City of Tukwila standards for a 50 foot wide street, including but not limited to filling, grading, paving and drainage of said street." To widen South 153rd Street to City of Tukwila standards will require the construction of a 16 foot wide asphalt driving lane (in addition to the existing pavement), storm drainage improvements, extension of the existing culvert at the bottom of the ravine, placement of approximately 600 cubic yards of fill, compaction of the fill, and hydroseeding and /or land- scaping of the fill slope. Although not mentioned in the 1968 agreement, the owners will have to supply to the City of Tukwila a slope easement for the fill area because it will extend southerly into the sub- ject property... The construction sequence involved for the improvement of South 153rd Street would be generally as follows: a) Remove all existing trees, brush, debris, etc. adjacent to the street in order that compaction can be obtained between the existing ground and the fill which is nec- essary to widen the street. ( 4- Page Three Mr. Gary Crutchfield May 1, 1978 J : b) Extend the existing culvert by cleaning and grading the creek bed for approximately 35 feet. The cul- vert extension will be an 18 inch diameter corruga- ted metal pipe (CMP). It is expected that the work required for the culvert extension will have to be done by hand, due to its location. A new catch basin will have to be installed adjacent to the southerly pavement line in order to divert the drainage on the street into the creek. d) Along the southerly edge of the newly paved street a beam guard rail will be installed for safety pur- poses. This guard rail will be a Type I as recom- mended by the Washington State Department of High- ways. A copy of the detail is attached. e) Paving will be two inches of Class "B" asphaltic concrete over a prepared sub -base of crushed rock. f) The slope which results from the addition of the fill will be hydroseeded in order to lessen, as much as possible, any erosion. It is our recommendation that construction concerned with the widening of South 153rd Street should occur during the driest portion of the construction period, preferably from mid -July till September. When complete, the Cottage Creek development will generate some 270 to 290 vehicle trips per weekday. During each morning and afternoon peak hour, some 30 to 45 vehicle trips will be gener- ated. Locally, the traffic should be divided about equally between South 153rd Street and 62nd Avenue South; however, the new city hall being constructed to the south may cause greater use of South 153rd Street by residents of the site to avoid congestion on 62nd Avenue South and at the junction of 62nd Avenue South and Southcenter Boulevard.
